Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman - Harold Akins Councilman The meeting was called to order at 7:30 p. m. Visitors welcomed as follows: Albert E. Beswick - Attorney for the Town of Queensbury Howard LaRose - Interested bidder on Contract #2 Foster Gambrel - Interested bidder Rep. Layne-New York Co. , Inc. George Liapes - Seuperintendent of north Glens Falls Water District Joseph A. Kestner Jr. , - Engineer Queensbury Water District Bernard Codner - Superintendent of Highways Proof of publication of the notice for bids to do with Contract #2 of the Queensbury Water District, was presented by the Clerk. The reading of the notice to bidders was omitted at this time. The Supervisor requested any further bids which had not already been presented. - Mr. Kestner opened and read the bids as follows : (See Tabulation of Bids Received for Contract No. 2 on Page 431) Any questions on the bids were requested by the engineer. Mr. Beswick was granted the floor. A statement was advanced by Mr. Beswick to do with the fact that as a result of a recent visit -to the Housing and Home Finance Agency, in New York City; there has been an extension granted for 30 days , to do with starting operations on the conttruction of the Queensbury Water system. The Federal wage rate which will be incorporated in all contracts on the water system has not been received, at this time. _..1 A stipulation will be included in all -contracts that the wage rate must be followed by all successful bidders. The Housing and Home Finance Agency assured the representatives of the Town of Queens- bury that the new wage rate will be forth coming at An early date. A study of the deductible items to be included in Contract No. 3 were discussed at length with all members of the Town Board. Changes will be -forwarded to all prospective bidders. RESOLUTION NO: 86 introduced by Mr. .Akins , seconded by Mr. Turner WHEREAS, this Town Board duly advertised for sealed bids for the sale to the Town of Queensbury and erection in the Queensbury Water District of two 500,000 steel water storage tanks according to specifications prepared by Joseph A. Kestner,: Jr. , engineer, and WHEREAS, said bids were received and publicly opened and read by the Town Board at the time and place specified in the notice to bidders and it was determined that the bid of Pittsburgh-Des Moines Steel Company, P.O. 660, Warren, Pennsylvania, in the amount of $48,790.00 was the lowest of the eight bids received, and WHEREAS, this -Town Board on May 13, -1963, adopted Resolution No. 85 whereby the bid of Pittsburgh-DesMoines Steel Company in the amount of $48,790.00 was accepted subject to concurrence and approval by Housing and Home Finance Agency, and WHEREAS, this Town Board has since been advised that prior concurrence . and approval of Housing and Home Finance Agency is not required, and the Agency will not approve any bids until all bids for the entire project No. APW-NY-52G have been received and approved by the Town Board, be it .TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK = • QUEENSBURY WATER DISTRICT (PROJECT'_NO. Company in form approved by .the Engineer and the County Attorney, which contract shall contain a clause or addendum that Pittsburgh- Des Moines Steel Company shall pay all of its employees engaged in the performance of the work under said contract at hourly wage rates not less than the amended minimum wage rates for Project No. APW-Ny-52G established and certified by the United States Department of Labor. Kestner, Jr..,, engineer, and WHEREAS, said bids Were received and publicly opened and read ,and the time and place specified in the notice to bidders and it was determined that the-bid of R. E. Chapman Company of Oakdale, Mass., in the amount of $17,025.00 was the lowest of the five bids received, be it RESOLVED, that the bid of R. E. Chapman Company in the amount of $17,025.00 for Contract No. 2 for the improvement in the Queens- bury Water District "be and the same is hereby accepted provided said R. E. Chapman Company shall agree to pay all employees in the performance of the work at an hourly wage rate not less than the amended minimum wage rates for said Project No. APW-NY-52G to be furnished by the United States Department of Labor, and be it further RESOLVED, that the Supervisor be and he hereby is authorized to execute on behalf of the Town Board of the Town of Queensbury, acting for and in behalf of Queensbury Water District, a contract with R. E. Chapman Company, containing a clause or addendum providing for compliance with the amended minimum wage rates for the job as certified by the United States Departmnet of Labor, in form approved by the Engineer and the County Attorney. Duly adopted by the following vote: " Ayes - Mr. Beaty, Mr. -Turner, Mr. -Lampson, Mr. °Akins and Mr.' Webster Noes - None Mr. Akins , reported on a drainage problem arising in the Shore Colony Water District. Action to relieve the complaint was deferred at this time. A check of all town installed drainage pipe will be conducted by the Superintendent of Highways. Mr. Akins presented ,a memorandum to do with violAtions in the operation of Junk Yards within the Town of Queensbury_ RESOLUTION NO. 88 introduced by Mr. Turner, seconded by Mr. Akins RESOLVED, that permission is Hereby granted to Morris Zalutsy, the plumber for Finch Pruyn and Company, Glens Falls, New York to make application to the City of Glens Falls for water service to four individual lots on Lynnfield Drive; thereby becoming a water customer of the City of Glens Falls and that a copy of this resolution be forwarded to Finch Pruyn and Co. , Morris Zalutsky and the City Water Board. Duly adopted by the following vote: Ayes - Mr, Beaty, Mr. Turner, Mr. Lampson; Mr. Akins and Mr. Webster Noes = None The-Board assured approval of the Superintendent of Highways attending a school at Ithaca, New York, on June 24-25-and 26th. Crannell- Town Clerk Special Hearing May 21, 1963 Water Resources Commission Persons Present as follows: John 0. Webster - Supervisor, Town of Queensbury Henry Schiller - Representing Water Resources Commission Joseph A. Kestner, Jr. , - Engineer, Queensbury Water District Edward Howard - District Sanitary Engineer, New York State Department of Health Garner Tripp - Superintendent of City of Glens Falls Water Department The meeting was called to order at 10:00 a. m. Mr. Schiller, requested the names of persons present in representation of the Town of Queensbury. The proof of publication was presented by the Clerk. Mr. Schiller invited anyone in opposition of the construction of the Queensbury Water District, to speak. Mr. Beswick, was granted the floor and proceeded to explain the system in its entirety as it has been maintained over the past years. Each of the present districts which will become a part of the now proposed Queensbury Water District, were described at length. A resumee of new construction within the proposed master district was presented by Mr. Beswick. The new additions which have been constructed with- in the Town of Queensbury were described by the Attorney. Anticipated construction already in the making was explained clearly in detail including the latest proposed shopping center, which will be constructed on the PineView Cemetery property along Route 9. It was stated that all of the present North Glens Falls Water District and its extensions will be included in the Queensbury Water District at a later date. The Ridge Road Water District will also become a part of the master district. The application of the Housing and Home Finance Agency was explained by Mr. Beswick as well as the ultimate granting of the offer on January 31st, 1963. The project was esti- mated at $958,300.00 of which the Federal Grant of $438,500.00 will be furnished by the Housing and Home finance Agency. 434 The Bonds for the Town of Queensbury's share will be provided on a 30 year basis. The population within the newly proposed Queensbury Water District was estimated at 4000 persons. The ,North Glens Falls Water District and it's extensions have an estimated population of from 1600 - 1700 and the Ridge Road Water District was estimated at 450 persons. Mr. Kestner, described the system at length beginning with ,the original tests made in the years 1953 - 1954. The loc- ation of the Well sight was explained for the Representative of the Commission. The type and quality of the land on the sight was discussed. It was stated that the present 811 well will be utilized for an emergency pumping operation: Tests as have recently been conducted were explained by the engineer. The new Wells as they will be installed were discussed at length. The pumps which will be utilized and the general construction of the well house were described for the Rep Resentative of the Commission by the engineer. Sanitary precaution will involve a fence surrounding the sight as-well as concrete sealed wells to a point 10 feet below the grounds level. It was stated that the well sight does not flood at any time, and that the nearest property line was 275 feet distant. The distribution system was explained in its en- tirety. The Storage Reservoirs as planned were discussed by the engineer. The consumption demand on the proposed district for water supply was discussed. The capacity of the proposed system was also discussed at this time.. A proposal to maintain metered water connections with the mains of the City of Glens Falls for metered water supply on a mutual exchange basis was aired by the engineer. The improved fire protection facilities for numerous commercial and residental locations within the Town of Queensbury was discussed at length at 'this time. The -water mains which will be acquired by the Town of Queensbury were also discussed. Mr. Edward Howard was questioned on any c omments he wished to make at this time. The Sanitary Engineer stated, that the plans as proposed appear to be adequate to meet the demands of the Town of Queensbury at present. It was stated that in his opinion- there would be no danger of pollution within the system. The report of testing samples of the water up to this point has been classed as good. Temporary Chlorination is to be expected until such time as future tests prove that same will not be necessary. As a closing statement Mr. Howard recommended the approval of the application by the Water Resources Commission. A study of present indebetedness of the Town of Queensbury as well as Assessed Valuations and population was aired at this time. On motion the Representative of the Commission adjourned the meeting.
