The meeting was called to order at 7:45 p. m.
Visitors greeted by the board were as follows:
H. Russell Harris -' In interest of proposed development
Bernard Codner - SupeAndendent of Highways
--- Dud Holden - Engineer on Queensbury Water District
Mr Harris was granted the floor to present a deed and map of a
proposed sub-division to be known as Rainbo4 Ridge. Following
discussion the maps for the development were °accepted.
RESOLUTION NO. 105 introduced by Mr. Beaty, seconded by Mr. Turner.
WHEREAS a map of Section #1 of Rainbow Ridge sub-division has been
presented by Mr. H. Russell Harris and Mrs. Isabelle Harris to the
Town Board of the Town of Queensbury for approval,, and
WHEREAS said map complies with all the provisions of the Town
Ordifi.ance relating' to the. development of sub-divisions; therefore
be it
RESOLVED, that the map of Seetion #1 of Rainbow Ridge be and
the same is hereby approved.
Duly adopted by the following. vote:
Ayes Mr. Beaty, Mr, Turner, Mr, Lampson, Mr. Akins and Mr. Webster
Noes - None
Mr, Bernard J. Codner, the Highway Superintendent, recommended the
Acceptance of the road into the Highway System as explained in the
deed and the map. A deed for Rainbow Trail as shown on the map:

RESOLUTION NO. 106 introduced. by Mr. Akins, seconded by Mr. Lampson
WHEREAS, a deed from H. Russell Harris and Isabelle Harris dated
June 26, 1963, conveying, a portion of Rainbow Trail as shown on
a map dated June 26, 1963; has been presented to the Town of
Queensbury and
WHEREAS, Highway Superintendent, Bernard J. Codner has recommended
that this road be accepted. into the town highway system, therefore
be it
RESOLVED, that the°deed for Railibow'Trail be and the same is
hereby approved, subject to the approval of the County Attorney.
Duly adopted by the following vote:

Mr. Harris explained at length to do with an offer of acceptance by
the Town Board of the Town of Queensbury of a portion of land
which could be utilized as a public park at the location of the
above mentioned sub-division.
Discussion with Mr. Ormond Holden to do with the tapping of the
water mains for service being installed in the Queensbury Water
District took place at this time. It was the decision of the
Town Board that only persons who indicate the fact that they will
become a water consumer of the system should have a tap to the
curb box at'no cost. An)( application form will be created, which
will be offered for signing by the customer who will become a
user of water within a period of 10 months from the date of signing.

The problem of the extension of the Pershing, Ashley, Coolidge
sewer district was discussed at this time. The map of the
district was studied at length. The engineers of the City of
Glens Falls and the engineer for the Town of Queensbury, Mr,
Joseph A. Kestner, Jr. , have discussed the capacity of the sewer
line and the feeling is that the line has a capacity of handling
more users.
Mr. Lampson stated that a request has been received from the
West Glens Falls Fire Company, to hold a circus on July 11, 1963.
RESOLUTION NO. 107 introduced by Mr. Lampson, seconded by Mr. Akins.
RESOLVED, that permission to hold a "Circus" as follows :

Further RESOLVED, that the Tbwn Clerk is hereby authorized and
directed to issue a permit to hold aforesaid on receipt of a fee
of $100.00 and proof of liability insurance in the amount of
$100,000 and $300,000- coverage by the production- of a certificate
of insurance showing such coverage.*

RESOLUTION NO. 108 introduced by Mr. Turner, seconded by Mr. Beaty.
RESOLVED, THAT permission is hereby granted to Robert Madden of
18 Hillcrest Avenue, to make application to the City of Glens Falls
for water service to a' residence situated at Lot #122 = 18-Woodlawn
Avenue, thereby becoming a water customer of the City of Glens Falls,
and that a copy of this resolution be forwarded to the City Water
Board and to Robert Madden, 18 Hillcrest Avenue, Glens Falls,'N. Y.
Duly adopted by the following vote:

RESOLUTION NO. 109 introduced by Mr. Turner, seconded by Mr. Beaty.
RESOLVED, that permission is hereby granted to Robert Weaver, as

South Glens Falls, N. Y. to make application' to the City of Glens
Falls for water service to a lot situated at Lot 82 Westmore Ave. ,
thereby becoming a water customer of the City of Glens Falls, and
that a copy of this resolution be forwarded to the City Water Board,
and to Robert Weaver, 2 Edgwood Drive, South Glens Falls, New York.

A study of traffic conditions on Route 9 indicates that it
would be desirable to control traffic at certAin locations by the
allocation of the center lane of this three lane highway exclusively
for southbound traffic at two locations and for northbound traffic
at one location. We have issued our order accordingly copies of
which are enclosed for the records of the Town Board.

The New York State Department of Public Works will install
and maintain signs and apply pavement markings to post this
regulation.

TRAFFIC COMMISSION ORDER
Pursuant to authority conferred by the New York State Vehicle
and Traffic Law, the State Traffic Commission hereby
I. Allocates the center lane of the three (3) lane section of
Route 9, SH 417, between Static 0 ,03+ (900+ feet north of
Moutray Road) and Station 126+ eet south of Meadow Creek),
a distance of 2300+ feet in the Town of Queensbury, Warren
County, exclusively for traffic proceeding in a southerly
direction.
II. Allocates the center lane of the three(3) lane section of
Route 9, SH 417, between Station 134+ (400+ feet north of
Meadow Creek) and Station 162+ ( Glen Lake Road), a distance
of 2800+ feet in the Town of Queensbury, Warren County, ex-
clusively for traffic proceeding in a northerly direction.
_ III. Allocates the center lane of the three (3) lane section of
Route 9, SH 417, between Station 210+ ( Route 149) and
Station 232+ (2200+ feet north of Route 249), a distance
of 2200+ feet, in the Town of Queensbury, Warren County,
exclusively for traffic proceeding in a northerly direction.
IV. Directs the New York State Department of Public Works to
erect and maintain signs and apply pavement markings con-
forming to the Manual of Uniform Traffic Control Devices
of the State Traffic Commission to post the regulations
established in Item I. II and III above. '
Yandly advise the Traffic Commission when this order has
been complied with.

Enclosed you will find a letter from Mr. W. T. Clark,
Dr. Norman A. Harvey and Mr. Edward T. Hutchinson regarding a
traffic hazzard at the corner of Spruce Court and Broadacres Road.

Needless to say, the Broadacres Civic Association fully endorses
these gentlemen in their concern and in their effort to have the
situation corrected at your earliest convenience.
In more general terms there is increasing condern'on the
part of Broadacres residents regarding traffic conditions within
the whole area. Coolidge Avenue, Broadacres Road, Pershing Road
and Ashly Place carry increasing loads of through traffic in
addition to the normal local traffic. These same streets become,
at times, attractive speedways and drag strips. Existing stop
signs at the busier crossings are too frequently ignored, especially
along Ashly Place. The same is true as to posted speed limits
throughout the area.
We wish to go on record as requesting a survey by the Town
Board in the very near future, of traffic c onditibns and control
in Broadacres. The survey should include an inquiry into the
legal status of stop signs and speed limits, means of enforcing
these traffic controls and, if necessary, proposals for legislation
to establish enforceable traffic control.
While much of general nature has been discussed in this
letter, we do not wish to distract attention from the specific
and immediate problem at Spruce Court and Broadacres Road. It
would seem that this can be dealt with rather easily and promptly.
As you know, you can be sure of the fullest -cooperation of '
the Broadacres. Civic Association in all of your efforts. The
Town Board and the Association have enjoyed a fine working
relationship over the years and we look forward with pleasure to
working as satisfactorily with you on this current problem.

Dear Ames:
The undersigned are very concerned about the problem of
speeding on Broadacres Road. We have noticed that cars are
using this road more than ever as a speedway because there are
no stop signs to slovi traffic down.
The three of us would greatly appreciate it is the Broad-
acres Civic Association would submit a request for stop signs at
the intersection of Broadacres Road and Spruce Court. Presently
there are stop signs on Spruce at Broadacres, and it it is not
possible to obtain additional signs , we would like the situation
studied to determine the most effective way to slow down the traffic.
We hope that after you have contacted the Town Board, you will
let us know their reaction to this matter. Thank you very much.
