Visitors at the meeting were as follows: LeRoy Phillips - Chief of Police H. Bruce Wilson-- Visitor - Bernard Codner - Superintendent of Highways - "Bucky" Corlew - Visitor A thank you note was received and read by the clerk from Mrs. Charlotte Codner. The following resolution and letter were read by the Clerk: ANDREW R. BUTZ Justice of Peace, Town of Queensbury August 12, 1963. Members of the Town Board Town of Queensbury Supervisor Gentlemen: I would like to attend the Conference of Magistrates to be held at Lake Placid, September 15, 160 17, and 18. I would like to request of the Board if they would pass a resolution to reimburse me for expenses. This comes under section 102 sub 1 of Town Law. Thanking you, Andrew R. Butz RESOLUTION NO. 126 introduced by Mr. Lampson, seconded by Mr. Turner RESOLVED, that Andrew R. Butz, a Justice of Peace of the Town of Queensbury, is hereby authorized to attend the "Conference of Magistrates", to be held at Lake Placid on September 15, 16, 17 18th , and that the actual expenses incurred by Mr. Butz in attendance be a proper town charge. Duly adopted by the following vote: Ayes Mr. Turner, Mr. Lampson and Mr. Webster Noes - None RESOLUTION NO. 127 introduced by Mr. Turner, seconded by I�Ir. Lampson. 14HEREAS, Mr. D. Frank Sullivan, the Chairman of the Democratic Committee did appoint Florence Hoague as inspector of elections for District #4 of the Town of Queensbury, and WHEREAS Florence Hoague will not be able to serve, therefore be it RESOLVED, that Barbara G. Bell of 7 June Drive, be appointed -as election inspector for District #4 of the Town of Queensbury. Duly adopted by the following vote: Ayes - Mr. Turner, Mr. Lampson and Mr. Webster. Noes - None 484 RESOLUTION NO. 128 introduced by Mr. Turner, seconded by Mr. Lampson WHEREAS, in the Audit of August 8, 1963 there was included voucher #574 for the amount of $233.42, which was approved for payment by resolution #125, and WHEREAS, it has become apparent that there was an error in total of voucher #574 which should have been in the amount or $223.42 therefore be it RESOLVED, that Item #574 be corrected to read $223.42 and total of approved claim be amended under resolution $125 to read $101,926.68. Duly adopted by the following vote: Ayes - Mr. Turner, Mr. Lampson and Mr. Webster. Noes - None Attorney Donald Borth representing the Lake George Park Commission and Mr. Phillip E. Tobias of the Pershing, Ashley, Collidge Sewer District were greeted by the board at this time. Lengthy discussion on the proposed purchase of the tractor loader to be used by the town dump and the highway department took place at this time. RESOLUTION NO. 129 introduced by Mr. Turner, and seconded by Mr. Lampson WHEREAS, the Town Superintendent of Highways of the Town of Queensbury has recommended the purchase of a new crawler type bucket loader for the use of the highway department to meet the specifications set forth in such recommendations# RESOLVED, that the town clerk be and he hereby is authorized and directed to cause to be published once in the Glens Falls Times and the Post Star, ,on or before August 19, 1963, a notice to read in substantially the following form: NOTICE TO BIDDERS Notice is hereby given that the Town Board of the Town of Queensbury will receive sealed proposals up to 7:00 p. m on the 29th day of August, 1963, at the Town Clerks Office at 95 Dixon Road, Town of Queensbury, qr the Town Highway Department, 2 Aviation Road, to supply the Town of Queensbury with one new crawler type bucket loader. A copyeof the detailed specifications of the equipment to be purchased m4y be obtained during business hours from the office of the Queensbury Highway Fepartment, 2 Aviation Road, Glens Falls, N.Y. The Town Board will meet _in the library of the Queensbury Public School, 75 Aviation Road, Town of Queensbury, on August 28, 19639 at 7:30 p. m. at which time the sealed bids will be publicly opened and read aloud. Crannell Town Clerk SPE-CIFIGATI04S REGARDING CRAWLER TYPE BUCKET LOADER PROPOSED TO BE PURCHASED BY THE TOWN OF QUEENSBURY AT BID OPENING8/29/63 1. QUALIFICATIONS FOR BIDDERS: _ . That the bidder has had in operation for at least 12 months prior to the time of the bid opening a service station equiped with spare parts and staffed with adequately trained service and parts men. 2. GUARANTEE WITH BID. The bidder guarantees that the equipment offered is standard new equipment, latest model of regular stock product, with parts regularly used for the type of equipment offered: also that no attachment or parts have been substituted or applied contrary to manufacturers recommendations and standard practices. Equipment must carry a standard one year warranty. 485 3. INFORMATION FOR BIDDERS: ach bidder must submit with his bid a .detailed specification of the equipment bid on. If the equipment offered differs from the provisions in the specifications, such difference must be ex lained in detail in the bidder's letter. Such `bids will receive careful consideration if the Ueviations do not depart -from the intent of the specifications and are in the best interest of the user. Detailed specifications are the minimum acceptable. The town reserves the right to reject any or all bids. Delivery to be made within 30 days of the award to the successful bidder. Engine: Direct start, Minimum of 12 Volts - engine shall have a minimum of four cylinders and diesel powered, with a minimum of 75 horse power at a minimum speed of 1800 rpm. It shall have a minimum displacement of 282 cu. in. ' Bucket ca acity: Multiple purpose S.A.E. Rated 11 cu. yd. minimum width 78 in., A dumping clearance at 45 degree angle of 8 ft. 6 in. Tracks : Gauge, center to center of tracks 60 inches - number of track shoes 39 each side -- type of shoe: Overlapping flat, low profile, triple grouser - Area of ground contact 2100 square inches. Minimum width of standard track shoe 15 inches. Weight: A minimum of not less than 19,725 lbs. Equipment: Tractor shovel shall be equiped with a safety type canopy cab - A set of a minimum of 8 bolt on type teeth with replaceable tips. The bid price shall include all delivery charges. Mr. Tobias of Luzerne Place, was heard -by the board at this time. A statement was forthcoming that upon making the excavation for Extension #3 of the Pershing, Ashley, Coolidge Sewer system it was discovered that the pipe line is of 8" size instead of the 6" pipe as was anticipated. Mr. Charles Cross and Mr. Bitner of the Lake George Park Commission visited the meeting at this time. Mr. Leslie Hillis the Mut�iple Dwelling Inspector of the Town of Queensbury and Mr. Percy Denton, Chief of the North Queensbury Fire Department , were also greeted to be heard. A report was submitted and placed on file of a recent inspection which was made at Lockhart Nursing home in the Town of Queensbury. The report was submitted by Mr. Francis A. Bourassa, a safety field fire inspector. The results of the inspection was discussed at length by all members of the Town Board. Mr. Borth proceeded to discuss the legal aspects of the aims of the Lake George Park Commission, which have been enacted up to this time. On motion the meeting was adjourned.
