John Potvin, Mr. Floyd Pickett and . W. Troy, were present and welcomed by the board, to voice their - interest in securing fire hydrants for Kountaiu. View Lane. Mr. Webster and Mr. Akins explain to the interested parties ---� that hydrants cannot be placed without an extension of the ' water district. ' The board+ explained at length that the creationof a new watar district for the section involved has .been started. (the engine. Bering. is` done) . Army in World War 11 for three years and four -months. Twenty eight months of whidh I was a Military Police for a Prisoner of War Camps with 2,000 prisoners. I had a sergeants rating. I have been a member of the South Queensbury Fire Co. since its formation in 1949. The offices I have held were second assistant chief, Sergeant of Fire Police, Chief of Police, and Vice president for two years. I am sergeant of tire police this year. Webster, Supervisor Dear Friends; At the last meeting of the Trustees of Crandall Library, I was requested to write a letter of appreciation to you for your action to participate. in_ the current expenses of our Library. We are making a strenuous effort to render first class library service. You, of course, know that to accomplish our objective a larger budget will be necessary. It is our feeling, however, that if all interested groups do their best we shall be able to reach our aim. Miller Secretary# Crandall Library The clerk announced to the board that he has on file, Adiminstrative Order #15 from the New York State, Civil Defense Commission, to do with "Interim regulations con- trolling the selling. or offering for sale of Fallout Shelters in New York State." Mr. LeRoy Phillips and Mr.. Raymond Hoague, Policemen appointed, visited the meeting. Mr. Phillips, Thanked the board for the appointment as Chief of Police. Mr. Webster explains that the board has not as yet set up a guide for handling of procedures of the Police Department. The board feels that the largest part of police work, would be to enforce ordinances. rp 9 W. Phillips is requested to contact, County Sheriff's Depart- ment to establish what sort of work the Town of Queensbury, Police Department should handle. Mr. Phillips questions the board if a report at intervals is necessary. Final action on all police matters was deferred for- the present. Mr. Webster, reports that the Civil Service Commission, considers Multiple Dwelling Inspector as the enforcement officer on new construction. RESOLUTION NO. 26 introduced by Mr. Akins seconded by Mr. Lampson. j WHEREAS, this board by resolution # 135,, on December 28, 1961, fixed the amount of the Official Bond of Peace Officers at $4,,000.„ and ` THEREFORE, be it resolved that the action taken by the board under resolution # 135 relative to the fixing the amount of the bonds for Peace Officers by and the same is hereby rescinded, and be it further: ` RESOLVED, that the amounts of the official bond for the personnel of the Town Police Department be fixed at the following amounts: t Chief of Police $2,000. Dear John: Re: Town Police Department You have shown me a copy of a simple resolution adopted by your Town Board establishing a police department, fixing salaries and making appointments. You have also- pointed out to me that Henry Sleight, who was appointed a policeman, _J is not eligibletbecause he holds a license issued by the Alcoholic Beverage Control Board. (over) ?0 Section 150 of the Town Law provides that a town of the first class may establish a police department and .appoint a chief of` police and such officers and patrolmen as -say be needed and fix their compena*tion and that the expense is a - general town charge when there is no incorporated village within the town. Such policemen are peace officers and have all of the powers and be subject to the duties and liabilities of a constable in criminal matters. There is no prescribed form of resolution and it seems' ' to me that the resolution you have adopted is adequate. There is no requirement that the chief of police or policemen be full time positions and the amounts of salaries You have provided indicate that they are to be part time jdbs. If they were full time positions, the appointees would have to l� qualify by Civil Service examination but as part time they °will s be in the exempt class. I suggest your Board adopt a resolution which will recite the appointment of Sleight, that it has since been ascertained that he is not eligible to serve, rescind his appointment and name the person to be appointed in his place. Mr. John VanDusen, `appeared at the meeting to present a map to do with the Robert Ruggles development, on Montray Heights, known as Oakwood. The map contained the .lay-out for the ereation. of the Water District to include this development. Extensive discussion insued with all members of the board. Decision is reached, +that more grouhd`work on"laying out'the- district should be done before future water customers be contacted. At this point Mr,. George Liapes, visited the meeting. ' Mr. Liapes offers thanks to the board for his re--appointment as water superintendent . ` The question arises as to when water meters should be read in the North Glens Falls Water District. Dear Mr. Webster and Members of the Queensbury Town Board= 71 This is to report my activities as Health Officer in the Town of Queensbury during the pear 1961. There were four cl'inic's' Ireld in Queensbury School throughout the year. Several. huhdre'd itmnunizatio' s were given at these clinics which were held April' 5th, May 3rd, October 11th and November 8th„ 1961. In addition to polio vaccine, immunizations against small- pox ancY diphtheria-Ze'taTLVs- were also given. Bathing beaches were visited and inspected and bathing permits issued. ,A method for handling the not infrequent occurrence of animal bites, in such places as Animal Land, was worked out, with the cooperation of the owners and the State Health Depart- teent. - This plan is that whenever a bite occurs the biting anmal is immedigtely isolated by the owner and kept under obstervation for at least ten days. If at any time the animal develops any s: gns *of illness he is to be taken to the veter- naran for further study. In this manner, if the animal was coming down with any disease at the_ time of the bite, it would be caught as early as possible. ` Once again 'the largest group of problems are the so- called Itnuisance calls" which invariably have to do with dumping of garbage, odor from septic tanks or septic ,tanks which overflow, outhodses , and the like. I would appreciate your cooperation in evaluating these problems. More often than not, they do not constitute any actual menace to the pubric •health. I have spent many telephone calls in regards to this problem and,. although, I sympathize with the problem involved, there is really nothing that I can do or you can do as the Board of Health -- in most of these `problems. Most of the time, If the garties involved have enough patience the problem can be - worked out by Voluntary action. On occasion, there is much more help. to be derived by their seeing a lawyer. 'Considerable time was spent in regard to stagnant water, especially in the Wilson. Avenue neighborhood. I believe I wrote a separate letter to you concerning this situation. It is apparently an almost inaoluble. situation but` it might be worth while to spray this area for mosquitoes this next spring. Expenses in connection with the work this year are not enough to bother with the submitting of a bill. Thank you very much. The monthly reports during the year f96.1 have reported 1.57 construction.. reports. It is somewhat early to properly evaluate the benefit that will `be derived from this information in Town planning for Highways, water districts, election districts: etc., or of what value will be made of this information :by the board..of assessors_. I feel that offer we have operated with the ©rdinance .another year we will begin to have the answer as to benefit to the town. The 157 reports do not represent full compliance and it is hoped that with the duties assigned to the Chief of Police relative to enforcement of Town Ordinances, that a .greater degree of_.compliance will be had this coming year of 1962: Respectfully submitted: John 0. '— In accordance with the request of the Town Board_at the meeting on Thursday, December,28v I am.. pleased to sul?mit this proposal of miscel- laneous engineering services in connection with water supply facilities for the Town of Queensbury. Inasmuch as the extent.of the engineering services is indefinite, the most mutually satisfactory means of pro- viding these services is by the use of per diem rates for the various service classifications_ and.actual time devoted to each p©ject. The established Per them_ rates for all work of this nature undertaken by this office are: Consulting :Sernice $75 per day Professional Engineers 60 ", " Engineers 50 It " —Inspectors, Field Assistants 30 All services rendered will be classified in accordance with these Per diem rates. The total number of days is based on the actual n er of hours devoted- to each study divided by 8, Our time books will be available for review. In accordance with this,. I wish to appoint Wo.Sylvia Dougher; R. F. D. # 11, Glens Falls, N. Y. as clerk in my office. Mro.Dougher has agreed to work 4 hours a day five days a Week, on a part time basis at an annual ablary of J1,500. { While it is quite likely that the services of a full time -J employee 'will be required, or will be desireable, I think that it is good judgment at this time to start in the work on a part time basis. WHEREAS, the Town Board provided an appropriation in the 1962 budget of the Town for the salary of a secretary and bookkeeper to the Supervisor, and WHEREAS, the Warren County Civil Service Commi$sion has re- commended that the title of Clerk be used for such position, and WHEREAS,, the Supervisor has advised this Beard. that he proposes to appoint Mrs. Sylvia Dougher to the position of Clerk on,a part time basis at an annual salary of $1,500.00, be it RESOLVED that the appointment of Sylvia Dougher as Clerk to- the Supervisor on a part time basis be and the same hereby istapproved, and be it further �J t RESOLVED that the salary for such part- time position of Clerk be and the same hereby is fixed at $1,500.00 per year to be paid, in monthly installments of $125.00. Noes - None The Supervisor, suggests the Board should decide where to place emphasis- on the most important undertakings for the year of- 1962.: Several previous bits of planning were discussed with the hope that the board would. express their thouchts in the near future. Mr. Akins and Mr. Lampson are of the opinion that the Town Office building is of paramount importance at this time. RESOLUTION NO. 32 introduced by Mr. Turner seconded by Mr. Lampson. WHEREAS; Resolution # 25 omitted. the name of the Dog Warden, therefore be it, r . RESOLVED, that the January 111, 1962, audit of claims as- listed in Abstract number 62-1, containing claims numbered 1. through 52 inclusive, and totaling $11,753.49 is hereby approved.
