My observation has shown that a good deal of this hill is unneccessary and could be removed.. This would eliminate a very bad traffic condition and cut your maintenance costs. Noes 'none C Mr. Codner, reported at this time to do with a claim made by Mr. Edward Gersten, owner of the G & V Laundry, to do with damage to a tire on one of the trucks owned by his company. The damage- claim resulted on Garrison Road during the recent water break at this location. The Superintendent of Highways states that this excavation was entirely barricaded at the time the truck sustained the tire damage.. At the suggestion of the board' the letter to do with the damage was referred to Attorney Beswick. to interpret the liability and answer same. .Jr. Codner explained his efforts to do with the recent repairs to the town road grader. It is the suggestion of the Super- intendent that representations of" the original supplier of the grader be contacted to arrange to be present at a board meeting I in the near future. Mr. .Akins, suggested the following resolution to do with work well done by the Highway Department during the past winter. RESOLUTION NO. 53 introduced by Mr. Akins seconded by Yx. Lampson WHEREAS, snowfall and road icing conditions have been particularity severe during the entire month of February requiring many extra hours of plowing and .sanding under very adverse working conditions and WHEREAS, this work has .been accomplished in an efficient, skillful and expeditious manner with a minimum of complaints, accidents and equipment failures, now therefore BE IT RESOLVED, that the Highway Superintendent Bernard Codner and all of the Department employees be and they hereby are commended for a job well done and that a copy of this resolution be forwarded to Superintendent Codner for posting at the Highway Department Garage. Duly adopted by the following vote: = Mr Beaty, Mr. Turner, Mr. Lampson, Mr. Akins and Mr. Webster. Ues I 101 Mr. Codner mentioned several locations in the town highway system which should be investigated for possible- changes and repairs during the coming year. The board agreed that all complaints will be investigated by the Highway Committee in the near future. Mr. Leon Nassivera, Chairman, Board of Assessors was welcomed to the meeting at this time. _ The Supervisor reported that Mr. John S. Wyld and, a �k., Slocum will attend the Town Board meeting of March 22, 1962, to discuss the organization of a planning board. Mr. Codner,, submitted the following recommendation at this time. Superintendent of Highways, Bernard J. Codner has recommended that the town acquire by purchase for use in the tpwn dump a tractor. Notice of Bidding Bernard J. Following the reading of the above recommendation the board agreed that the purchase of this equipment should be deferred to a later date. Mr. Ralph Nestle, questioned the board to do with plans for widen- ing the Aviation Road from the Northway Over-Fass to Route 9, The suggestion was made by Mr. Nestle to do with construction of sidewalks along this section of the highway.. The board explained that in. order to construct sidewalks,, it would be necessary to form an improvement district which would be assessed to property owners in the district. There was no further actic'n on the proposal. 42 Mr. Webster reported on the progress on the matter of relin- quishing the Pine View Cemetery frontage on Route 9. It is the opinion of Attorney Beswick that a lease would not be practical. A map of the cemetery was studied by all members of the board.. February 28, 1962. Mr. John 0. Webster, Supervisor. Y. - Dear John: This is a belated reply to your letter of Febrpary12 relative to the fire hydrants which have been removed from Dixon Road in connection with. the construction of the Northway and not replaced. Stan Miller_ came in a couple of times and we reviewed the problem and I talked with Garner Tripp. From all I was able to learn, the hydrants in question were the property of the City of Glens Falls and were installed in connection with private deals j made between_ the City and property owners along Dixon Road.: You have attached to your letter a copy of an option granted by Ingalsbie to the City in 1935 for the purchase of property from Ingalsbie by the City and which provides for a hydrant near the plug mill which was owned by Ingalsbie and the right in Ingalsbie to install additional hydrants between the plug mill and the city line. I I still don't see where the situation is changed and I certainly don't see where the Town has any claim either against the City or against the contractor who removed the hydrants. The Ingalsbies may have a claim against some one but under the option the City assumed no responsibility other than to furnish water for the hydrants after Ingalsbie installed them at his _ own expense. Dear Jahn: ??e: "Easy Street" Y ou ,have submitted to me for approval a deed from Frederick T. Hay to Town of Queensbury which conveys a parcel for a new town highway to be known_ as "Easy Street" running from Aviation RoPd to West Mountain Road. I have examined the survey map and search submitted with the deed. The parcel being conveyed is 50 feet in ;width which complies with the requirements of the Highway Law.. The search shows an open mortgage made by John D. Parker and Gladys E. Parker to John W. Miller and Charles S. j Ringwood recorded an Book 229 -of Mortgages at page 181,, which mortgage was assumed by Frederick T. Hay in the deed from Parker to Hay . This mortgage was assigned by John W. Diller and Charles S. Ringwood to David W. White by assignment dated March 25,; 1960 and recorded in Book 250 of Mortgages at page 249. �I 103 The assignment refers to the record of the original mortgage in Book 229 at page 188 instead of page 181 but I am sure it is the same mortgage. The search shows an open second mortgage made by Frederick T. Hay to John D. Parker and Gladys E. Parker recorded in Book 243 of Mortgages at page 71. This mortgage was assigned. by Parkers to George Liapes and again assigned by Liaises to David W, White, The search has been continued -down to December 5v 1961, and at that time these mortgages had. not been satisfied. We shall either have to have releases by David W. White of "Easy Street" from the lien of these mortgages or proof that these mortgages have been satisfied of record. Yours Very truly, Albert E. Dear John: Re: "Easy Street" You submitted to me for approvalia proposed deed from Frederick T. Hay to Town of Queensbury which conveys a parcel for anew town highway to known as Easy Street together with a search of title down to December 5, 1961. I wrote you on March 1, 1962,; that there were two open mortgages shown on the seardh and that ie would. be necessary to have releases of "Easy Street" from the lien of those mortgages. David White -hastoday delivered to me the enclosed - continuation of the search which shows that the mortgage made by Barker to Miller and Ringwood and assigned to David W. White has been paid and discharged of record. The release from David. W. White to Frederick T. Hay recorded on February 14, 1962, releases '*Easy Street'' from the lien of the mortgage from Parker to Hay which was assigned by Parker to Liapes and by Liapes to White. It now appears that "Easy Street" has been cleared from the lien of the two mortgages mentioned in my letter of March 1, 1962, and it will now be proper for your Town Board to accept the deed of "Easy Street.' The article .i.n a local newspaper of last week on the present plans for the shopping center near the Glendale Furni- ture Company again call attention to the development which is taking place in .this section of the Town of Queensbury. This , , shopping center is the third one for which -.plans are now app- arently quite definite. . In oAdition to these large projects th there has been other building which has taken place within the last few years and this .trend. is definitely. expected to con- tinue probably at an exhilarated -a-P . I:rea development always cauae4 .groblems most of which are not easy to cope with but which must be met nevertheless fn s..mP fnsbfaT at some. time.. One of the problems has tq clo with satisfactory sewage disposal. At the present time the many individual, disposal systems in this area are not creating any large scale nuisance although many difficulties with disposal haue been reported. Continued development of the area will gradually .make for worsening conditions if .present disposal m thods are utilized. One shopping center presently has plans for a sewage l disposal system which will comprise a treatment works costing several thcusands of dollars. The other shopping centers will have to rely on similar costly methods to obtain satisfactory disposal of their liquid waste. Yet when all this is done,, the best that will be accomplished is satisfactory sewage disposal for the particular shopping centers involved with the rest of the area still relying on individual disposal methods with a senious potential hazard that could effect the comfort and health of those persons living, working or doing business in the area. It would seem far better if,, instead of a haphazard arnangement, a sewer system were built to serve all of the property in this .growing area. This `coul:d .be done through the formation of a sewer district covering say an area from the city line northward to the top of Miller :dill. and. covering some area on .both sides of Route 9.. A system of sewers together with sewage treatment works would not be a cheap proposition but on the tother hand. it .nay grove much more .expensive in the long run not to have such facilities. t Serious consideration for such sewer facilities are urged. Y. _ File 417 March 13, 1962 Lane Allocation Town R eatrd Town of Queensbury ` Warren County Gentlemen: A review of traffic conditions on Route 9 indicates that trucks proceeding north on Miller Hill tend to back up northbound traffic. To eliminate this condition, we have allocated two (2) lanes for northbound traffic, thus allowing one (1) lane for southbound traffic. A copy of the involved order is enclosed for the Town's i-ecords. The State Department of Public Works will install and maintain signs and apply pavement markings to post this regulation.
