1989-10-23 SP SPECIAL TOWN BOARD MEETING OCTOBER 23, 1989 4:05 P.M. TOWN BOARD MEMBERS PRESENT Supervisor Stephen Borgos Councilman George Kurosaka Councilman Marilyn Potenza Councilman Ronald Montesi Councilman Betty Monahan Town Attorney Paul Dusek --' RESOLUTION APPROVE SPECIAL AUDIT OF BILLS RESOLUTION NO. 609, 198_9, Introduced by Mr . George Kurosaka who moved for its adoption, seconded by Mrs . Marilyn Potenza: RESOLVED, that Audit of Bills as appears on Abstract dated October 23, 1989 and numbered 893659, 893651 and 893726 and totaling $6, 730 . 00 be and hereby is approved . Duly adopted this 23rd. day of October, 1989 by the following vote : Ayes : Mr. Kurosaka, Mrs . Potenza, Mr . Montesi , Mr. Borgos Noes : None Absent: Mrs . Monahan Supervisor Borgos-Spoke to the Board regarding the traffic lights on Quaker Road . . .Warren County has proposed that they will pay all the capital costs on this portion of Quaker Road, providing that we will pick up the maintenance . . .this will be a non binding situation in case they adopt Mr. Austin' s proposal of, if it is a County Road the County pays everything if it is both Town Roads the Town pays everything if it is a Town and County Road it would be equal sharing. The County would like a resolution from the Town Board agreeing to the proposal of the County picking up the capital cost and the Town picking up maintenance . . . Councilman Montesi-Asked if the County has a resolution stating the same? Supervisor Borgos-Requested that the Town Attorney check with the County on this . . . (Councilman Monahan entered the meeting) Supervisor Borgos-Requested a resolution authorizing the Supervisor to sign a contract with Northcare which will authorize them to come in and make a presentation to the employees, if the employees want this health care we agree to do it . . .noted that if two people want it they can have it but the rest will remain as is, we have to give the option under law. RESOLUTION AUTHORIZING SUPERVISOR TO SIGN NORTHCARE AGREEMENT RESOLUTION NO. 610, 1989, Introduced by Mrs . Betty Monahan who moved for its adoption, seconded by Mr. George Kurosaka: RESOLVED, that the Town Board of the Town of Queensbury here by authorizes the Town Supervisor to sign an agreement with Northcare such that if any employee selects that option effective January 1st . we will pay that instead of Blue Cross . Duly adopted this 23rd. day of October, 1989 by the following vote: Ayes : Mr. Kurosaka, Mrs . Potenza, Mr. Montesi , Mrs . Monahan, Mr. Borgos Noes : None Absent: None 4: 15 P .M. WORKSHOP SESSION WEST MOUNTAIN PUD-FINDINGS STATEMENT Representatives from West Mt . Present The following pages were reviewed pages 10 through 20 of the findings statment . Topics covered-Fire and Emergency Medical Protection, Stormwater Management, Terrestrial and Aquatic Resources, Open Space/Recreation, Phasing, Air Quality,Water Quality, Solid Waste, Noise, Blasting, Visual Impacts, Schools/Education, Community Services , Energy and Water Conservation,Utility and Service Demands, Potential Benefits of the Proposed Action, Other Impacts Mitigated, Applicable Town Zoning Rules and Regulations to apply, Final Environmental Impact Statement Supervisor Borgos-Requested that a clean copy of everything for the Town of Queensbury and Lake Luzerne . . . noted that if everything is ready there is an open date of November 1st . at 4:00 P.M. if that date cannot be met, November 21st. at 4: 00 P.M. for a meeting to put the final touches on those documents . . .also noted that the Regular Town Board Meeting scheduled for November 6th has been moved to November 8th at 7 : 30 P.M.
