-`� The Board was called to coder by the Supervisor at 7:30 p.m.
The following Collectors and Superintendents of the water districts were present:
Theodore Turner, collector and superintendent of the Ridge Road
Water District
Jack Crannell, superintendent and collector of the West Glens
Falls Water District
George Liapes, superintendent and collector of the North Glens
Falls Water District.
The Board generally discussed with the collectors and superintendents their
responsibilities and duties. Numerous questions were asked by Mr. Crannell and
Mr. Li.apes respecting their duties. There was also discussed among the members
of the Board and the collectors the installation of meters and numerous sugges-
tions were made and discussed respecting the method of billing the consumers of
water and the rates charged. Mr. Crannell suggested that the method of billing
to the consumers could be improved*
At 11:15 p.m. the Board adjourned.

The Supervisor called the meeting to order at 7:30 P•IU, a quorum being present.
F. R. Surprenant was present and discussed with the Board chairs for the use of
the members of the Board and he exhibited two chairs to the members.
Ralph Shapiro also was present and displayed chairs to the Board and discussed the
various features of the same.
The Board generally discussed among the members the type of chair which would be
most suitable and action thereon was deferred until some future time.

At this point in the meeting Mr. Bentley entered and participated in the meeting.
The Board generally di scusse-d the application of Howard Ladd for a junkyard license
and the location thereof. After considerable discussion the Board felt that
inasmuch as there was a junk yard on each side of his property, it would not be fair
to refuse him a license.
Resolution No. 43 introduced by Justice Bentley, seconded by Councilman Lampoon:

WHEREAS Howard Ladd has made application for a junk yard license to operate
a junk yard on a lot of land owned by him on the Van Dusen Road, and has sub-
mitted the fee of $10 therefor,
RESOLVED that the application of Howard Ladd for a junk yard license be
granted in accordance with the junk yard ordinance and application submitted
therefor, to Howard Ladd.
Duly adopted by the following vote:
Ayes - Mr. Bentley, Mr. Lampoon, Mr. Akins and Mr. Webster
Noes - none
In relation to the ca;.l for bids for cast iron pipe the following proposal was

The Board then generally discussed the finances relating to the several Water
Districts and :proposed constructions in the same.
Resolution No. 44 introduced by Justice Akins, seconded by Councilman Lampson:
WHEREAS, December 1959 audits #417,, 41$,, 419,, 420,, & 421 were approved for
a total of $5,881.47 to purchase pipe and materials used in North Glens Falls Water
District and West Glens Falls Water District Extension, and
WHEREAS, these audits were paid out of the account carried for West Glens
Falls ?dater District, now
THEREFORE BE IT RESOLVED: That the Supervisor is hereby authorized and
directed to transfer to the West Glens Falls Water District account the follow-
ing amounts and from the following accounts as soon as money is available'to'
accomplish this.
from North Glens Falls Water District $ 2,705.72
from West Glens Falls Water District Ect. 3,175.75
Total 5,881.47
This sum being the total amount of the above audits originally paid for out
of the funds of the West Glens Falls Water District.
Duly adopted by the following vote:
Ayes - Mr. Bentley, Mr. Lampson, Mr. Akins and Mr. Webster

The matter of the charges for water services made to people along Caroline Street
was referred to the Supervisor respecting the arbitrary adjustment of city water
charges to the consumers in such area.
The Supervisor read a letter from Jack F. Crannell and presented-it to the Clerk
with the request that it be spread upon the minutes of this meeting:

Gentleman:
I would like to recommend for your approval the following changes in the
West Water District,
1. Authorize the water superintendent to install meters on all premises
that use excess amount of water or where a flat rate can not be fairly
established to both consumer and the district.
2. Eliminate our loss at Holden Ave.
1. Turn over to the city of Glens Falls the six (6) consumers.
2. Meter the six (6) consumers.
3. Make needed adjustment in the family use of water. The rate is out of
proportion to the bath tub and toilet use.

4. In West Glens Falls our water bill increases 25% in the summer months.
Everyone uses more water in the summer and the cost should be spread
over the whole district. At present only 83 of the 200 consumers-are
paying this extra cost. These 83 are the hose users. A summer use of
$2.50 would take care of our additional expenses, and eliminate the
hose use.

In conclusion I feel that now is the right time to make changes since we are
-- dropping our rate and the changes will not be so noticeable.

Gentlemen:
Your letter of September 25, 1959 advised us that the necessary signs had
been erected in the Assembly Point area to properly post the 30 MPH area speed
limit as established by our order of February 18, 1959•
A recent investigation of the postings indicates that there is an R5 sign
instead of an R10 or R11 sign and no R13 sign on Assembly Point Road at its inter-
section with Route 9L. The method and types of signs necessary to properly post
area speed limits are discussed on pages 34 and 35 under the "Area Speed Limit"
treatise of Section 25.0 of our Manual of Uniform Traffic Control Devices. It is
requested that the necessary corrections be made to properly sign said area speed
restriction.
A copy of this letter is enclosed for the information and use of the Town
Superintendent of Highways, who probably has the responsibility for posting such
regulations. A Manual of Uniform Traffic Control Devices was forwarded to him in

August of 1955.

A check of our order dated February 5, 1960 subsequent to its issuance,
reveals that the phraseology of Item.2b was in error. The Item provided for the
installation of a YIELD sign at a STOP intersection. i
We have, therefore, rescinded the February 5 order and re-established the
Stop sign control irs an order bearing the correct phraseology. A copy Qf this
new order is enclosed for the records of the Town.

TRAFFIC CO 11ISSION ORDER
Pursuant to authority conferred by the New York State Vehicle and Traffic
Law, the State Traffic Commission hereby
1. Rescinds its order dated February 5, 1960 which designates the intersections of
Route 9L, SH 1666 with County Road #52 and Chestnut Ridge Road, a Town Highway
in the Town of Queensbury, Warren County as Stop intersections, and which
directs the installation and maintenance of Stop signs on County Road #52 and
Chestnut Ridge Road at their entrance to SH 1666.
2. Designates the intersection of Route 9L, Glens Falls-Lake George, SH 16660 with
the following highways in the Town of.Queensbury, Warren County as STOP inter-
sections:
a. County Road #52 at Station 110-t50 on SH 1666.
b. Chestnut Ridge Road, a Town Highway at Station 116-50 2 on SH 1666.
3. Directs the New York State Department of Public Works to install and maintain
Stop signs in conformance with the Manual of Uniform Traffic Control Devices of
the State Traffic Commission as follows:
a. On County Road #52 at its westerly entrance to the Stop intersection
designated in Item 2a above.
b. On Chestnut Ridge Road at its easterly entrance to the Stop inter-
section designated in Item 2b above.
Kindly advise the Traffic Commission when this order has been complied with.

Board the proposal of obtaining collision insurance coverage upon the highway
equipment.- Action in this matter was deferred.
The Board generally discussed the acquisition of a 14" carriage typewriter for use
in the Town Clerk's Office. A proposal had been received from the Typewriter
Exchange which quoted a price of $100 on a reconditioned Underwood-De Luxe 14"
Pica. typewriter. An allowance of $25 was offered on the R. C. Allen typewriter.
The Board generally discussed the matter. Further consideration of the matter was
referred to Harold Akins.. Justice of-the Peace.
On motion the meeting adjourned .at- 10:45 p.m.
