Webster Supervisor Harold Akins Justice of the Peace Surtis Lampson Councilman The Supervisor called the meeting to order at 7:30 p.m. Judge Bentley called by telephone and stated that he would be about an hour late. Roland Purdy and Sidney Timms were present in reference to their applica- tion to operate a race-track for go carts. Mr. Griffin was present and opposed the granting: of the license and stated that his sentiments were expressed in a letter which he requested the Supervisor to read. The Supervisor read the letter of Mr. Griffin as follows: 26 August 60 Supervisor John 0. Webster and the Queensbury QQwn Board Re: Timms - Sweet Road - Cart track Application Gentlemen: Today's Post-Star reports the above application as now under advisement for later decision. First let me state unreservedly that personally I have ,no objection to legitimate fun and as such no objection to regulated racing anywhere- however After last evening's experience with the constant roar from unmuffled exhaust noises recurring until well after dark on the lot from which this application is presented, I personally, as well as many of the neighbors in this vicinity on the Country Club Road are definitely opposed .to the granting of this specific application. Having had almost 2 years of Hollywood Muffler blasts day and night-the peace of this community cannot submit to unmuffled cart-track noises which will exist well into the night-provided they are not regulated and elimin- ated--in the granting of this Timms application. Regulate it--cut out and eliminate the ceaseless noise--and I will withdraw my objections--a survey of the neighborhood will substantiate this objec- tion from those in the immediate vicinity of the area under application. Box 86 Glens Falls, New York Re: Town of Queensbury vs. City of Glens Falls , et al — Dear John: I am not sure whether I have previously given you a copy of the permanent injunction granted by Judge Sweeney in the above proceeding, but in case I haven't, I enclose a copy. Since this is the end, it brings up the matter of submitting a bill 78 for services and disbursements. After I had obtained the temporary injunction and we had gone to the Appellate Division, which unanimously affirmed the injunction, it appeared to me that there was no issue left to be tried, but Frank Hurley, the City Attorney, as you know, made a very determined effort on the trial to establish he right of the City to maintain the dump on the land which they had purchased in the Town of Queensbury. Judge Sweeney required both sides to file briefs after the trial and this involved a considerable amount of additional research. I have prepared and enclose a bill which seems to me should be fair for the very considerable amount of time which has had to be spent in this matter. Yours very truly, Albert E. At this point in the meeting, Bernard Codner, Town Superintendent of Highways, entered. At this point in the meeting, Judge Bentley entered and took part in the proceedings. Jack Crannell, Superintendent of the West Glens Falls Water District, was present and discussed with the Board the change in the billing sub- mitted to the consumers in the West Glens Falls Water District and its extensions. George Liapes, Superintendent of the North Glens Falls Water District, was present . The following communication was read b the Board: SAGER-SPUCK SUPPLY CO. , INC. Albany 1, New York August 26, 1960 Mr. Francis Turner, Town Clerk Town of Queensbury _ Ridge Road -Glen Falls, New York Attention: Town Board - Gentlemen: I have discussed with your Mr. George Liapes the problem he is having with high pressure on your fire hydrants since the installation of the new pump and motor. To correct this situation I would recommend a by-pass system be installed at the pump with an adjustable relief valve. The by-pass system should be of 2" size with a 2" relief valve set for 120 lbs. The valve would be adjustable by a. hand wheel to a plus or minus 20% of the original setting. You will find attached a quotation covering the recommended relief valve. Paul Emerick Resolution No. 111 introduced by Mr. Akins, seconded by Mr. Lampson: RESOLVED that the rates for the use of water to the consumers in the West Glens Falls Water District and its Extensions be and the same are hereby fixed pursuant to the following schedule of rates: 79 Schedule of Water Rates in the West Glens Falls Water District and Extensions effective November 1, 1960: Family' use $ 6.00 Bath 1.50 Toilet 1150 Hose use 3.00 A penalty of 10% shall be added 'to each unpaid water bill in default after thirty days on June 1st and November lst. Duly adopted by the following vote: Ayes Mr, Bentley, Mr. Lampson, Mr. Akins and Mr. Webster Noes - none ° The Board- generally discussed the water rates now existing in the North Glens Falls Water District. The. Superintendent of Highways, Bernard Codner, discussed the installation of water pipe presently being installed in the extension of be North Glens Falls Water District and stated that there was a condition, a caving in of sand; he recommended the suspension of work until rain has wet down the earth. In relation to the go cart application for permission to conduct races, the matter was tabled. The Supervisor reported that the final equalization rate was 46%. 'Webster Supervisor so A discussion was had respecting the condition existing on property in West Glens Falls after a tornado of last summer. The matter was referred to the Health Officer. There was also a discussion respecting a fire training tower which it is proposed to erect on Bay Ro-ad, The Supervisor read the letter of Val Russo. The Superintendent of Highways reported that the balance remaining in the Machinery Fund for the repair of machinery was $354.67. Resolution No. 112 introduced by Mr. Akins, seconded by Mr. Lampson:" RESOLVED that the Supervisor be and' is hereby authorized and directed to transfer from the Brush Item of Item 4 to the Highway Fund the sum of $1500 to the Machinery Repair Item of Item 3 of the Highway Fund. Smith, Ronald L. Purdy, Sidney Timms, Al Ouderkerk. The following petition was presented which stated that "the signers thereof could find no good reason why this track should be allowed." The petition contained 77 signatures. Albert E. Beswick, County Attorney, was also present. Resolution No. 113 introduced by Mr. Akins, seconded by Mr. Lampson: WHEREAS Sidney Timms, Albert Ouderkerk, and Walter Smith have sub- - mitted an application in writing for permission to hold so-called "go- cart races" on property owned by Sidney Timms located on the Country Club Road, THEREFORE BE IT RESOLVED that a permit or license be granted to the said Sidney Timms, Albert Ouderkerk, and Walter Smith to hold racing of
