Miller Councilman The meeting was called to order at 7:30 by the Supervisor A discussion was had respecting the city-oimed dump located between Luzern Road and Sherman Ave. respecting ways and means of alleviating the nuisanc6 existant by reason of the operation of the dump. - Justice` of. the Peace A11dns read a letter addressed to the City of Glens Falls calling its attention to the conditions existing at the said dump, At this point in the meeting, Mr. Bentley entered and took part in the proceedings. Mr. LeRoy Gordon was also present and filed a receipt or equipment and supplies which were turned over to Supervisor Webster; bank statements of Mr. Gordon were turned over to Mr. Webster. A _discussion was had respect- ing owed to the West Glens Falls Water District for pipe. Resolution No, 31 introduced by Justice Akins , seconded by Councilman ramp son: ` RESOLVED that Supervisor Webster be and is hereby authorized-and directed. to order for use in the West Glens Falls Water District Exten- sion 30 lengths of 611- B & PE pipe, 18' L/LCl -150 ASA from Shahmoon Indus- tries, Inc. , f.o.b. Town of Queensbury Storehouse, Aviation Road, Queens- bury, New York. - - Duly adopted by the folloT,ring vote: Ayes Mr. Bentley, Mr. Lampson, Xr. Akins, Mr. Miller, and Mr. Webster Noes - none A discussion was had respecting the issuance of serial bonds for the finan- cing of the cost of the construction in the West Glens Falls Water Dist- rict Extension. Resolution No. 32 introduced by Justice Akins , seconded by Justice Bentley: RESOLVED that Supervisor Webster be and is hereby aut'r_orized and di- rected to cause the County Attorney to prepare the necessary papers for the 'issuance of bonds to complete the installation in the West Glens Falls ?Mater District Extension in the amount of $15 ,800, and necessary papers to authorize the purchase of such bonds with the moneys of the Town of Queensbury in the 'Capital Reserve Fund. Duly adopted. by the following vote : Ayes - Mr. Bentley, Mr. Lampson, Mr. Akins , Mr. Miller, and. Mr. Webster Noes - none George Liapes,: Superintendent and Collector of the North Glens Falls Water District and its Extensions, was present and thanked the Board for his appointment to the position and stated that he will endeavor to do a good job. Mr. Liapes reported a leak in the main in front of the Trailways on Upper Glen-- Street. He stated he called the City to make the necessary repairs. Resolution No. 34 introduced by Justice Akins , seconded by Councilman Miller: RESOLVED that there be allowed for use of a man and. truce for delivery at the Town dump of gravel fill. ,the sum of $3,00 per hour to the Highway Department and use of the Town tractor purchased for use at the Town dump during the filling operation.. Duly adopted by the following vote: Ayes - Mr. Bentley, Mr. Lampson, Mr. Akins , Mr. Miller , and Mr. Webster Noes - none Resolution No, 35 introduced by Justice Akins,' seconded by Councilman Miller: RESOLVED that Bernard. Codner, Town Superintendent of Highways , be and is hereby ..authorized and directed to enter into a contract on behalf of the Town of Queensbury providing for the removal of snow, sanding and. control of lee and show on the paved County roads in the Town of Queensbury at the annual rate of $200 per mile to be paid. in advance during the month of January. Such contract to be effective on January 1. 1960 to December 31s 1963 unless terminated by notice in writing prior to July lst in any year, Duly adopted by•the following vote : Ayes - Mr. Bentley, Mr. Lampson, Mr. Akins , Mr. Miller, and Mr. Webster Noes - none Frank Cowles, Charles K. Denny,, and Sidney Van Dusen were present and dis- cussed with the Board the -proposition of the acquisition, of land by the County from the cemetery properties necessary for the construction of the East-West by-pass of the City of Glens Falls. In regard to the request by the Dunham' s Bay Fish and Game Club for an officer to -enforce the dog curfew and arrange a meetin,--, between the several affected departments, Supervisor Webster informed the Board that the ordi- nance was not a County ordinance enforceable by the Sheriff and there was no need to arrange the meeting referred to. A discussion was had respecting the placing of the Town insurance. C) Resolution No. 36 introduced by Councilman Miller, seconded. by Justice Akins:: WHER13AS,, proper insurance protection is a very important necessity in administering the affairs of the Town, and WHEREAS, the services of an informed and capable agent is necessary to assure the prompt and proper handling of the Town' s insurance require- ments , and 288 WHEREAS, it has been the custom to designate one competent agent to rep. esent-the best interests of the Town insurance--wise and to do so fora period of three years , NOld,TH4 31 ORF., BE, IT' RESOLVED, that the E. JOHN Historian Town of Queensbury 6 Green St. Glens Falls , N. Y. Report for the Year 19594 t In working on the Queensbury history and early records , I now have the following on file: Queensbury cemeteries, indexed and secured between two binders, and- lab- eled for easier identification. The Queensbury Scrap Book,, each year kept separate, all hiBtorical events have been carefully sorted and placed together, this book will beta reminder in the years to come , of the events that took place in 1959, "The Year of History. I have answered all correspondence from persons living outside of the township desiring genealogical records for joining societies, birth certificates , etc. I am compiling p ng a� list of Revolutionary soldiers of Warren County,: they are on cards filed alphabetically for easier reference. I included .the whole County because I felt that it would make a better project, and was something that has never been done before in this County. I am also preparing for Mrs p g . Repp copies of the cemeteries in the Town of Johnsburg, which will include John- sburg Corners ,. Beck and Bates -cem- eteries and. many small family plot types. These are be/ing placed in the binder covers for durability as well as- easier reference. t I am well acquainted with other historians , especially 1ashington and Saratoga Counties, and compare their methods and accomplishments , and try to duplicate them for the Tom of Queensbury.. The following Resolution was read. to the Board: RESOLUTION ADOPTING APPROVED PROPERTY NUMBERING uYSTB111. Messrs . Wertime, Webster and Snyder introduced Resolution No. 27 and mov&d its adoption. �KHEREAS, this Board of Supervisors has considered a study of a plan to set up a system of uniform numbering of properties in the entire County ) of Warren, and TAFHEREA.S,, this Board feels that such a system would be of great value to Fire Companies, Retail Delivery Services, Postal Authorities, Law Enforcement Officers , Doctors , Ambulance Services, Util� ties , and the public in general , and _ 289 S,atHERE �S, this system is so designed that it will in no way inter- fere wth __a,ny community or area that has already numbered its proper- ties ,. and 14HEREAS, rapid growth of suburban areas in other counties has proved .the necessity- of having a uniform property numbering system before several different communities set up their own system which leads to duplication and overlap of numbering and. general confusion, and WHEREAS. the Niagara Mohawk Power Corporation has offered to supply, without cost, a master map for the County and to assist the various communities in the preparation_ of their own individual detailed. maps , and WHEREAS, this proposed system is designed to coincide with systems being studied or adopted by adjoining counties, RESOLVED, that the Warren County Board of Supervisors approve and adopt the aforesaid. system as the "Approved Property Numbering System" for Warren County and recommends that the various political subdivisions of the County adopt it for their use as rapidly as ,they feel the neces- sity for property numbering , ,that the numbers on the West and East roads shall start -with the low numbers at ,the western boundary-of the County and progress easterly with 300tnumbers assigned to each mile section, that numbers on the South and -forth roads start with the low numbers at the southern boundary of the County and progress -northerly with 300 numbers assigned to etch mile section, that -even numbers on the West and East roads be on the southern side -of the road , and even numbers on the South and North roads be on the eastern side of the road, and -it is further - - - RESOLVED, that the Board urges each Town to adopt a formal resolu- tion naming -the roads in the Town and to consider changing the designa- tion of the name "Town Line Road ;" Vnich is used on so many different roads and in so many different towns, and it is further • RESOLVE, that the various Town Boards file a copy of the above suggested resolution in the offices of the County Glerk and �ths Clerk of -the Board of Supervisors , when passed.
