E4iller Councilman The Board conven_!d at 7:30 p.m. The following communication Was read to the Board : Robert A. Reid , M.D. 6 Bacon Street - Glens FallS ,L New York January 18, 1960 Tov,in Board Town of �ueer_sbury Ridge Rd. Glens Falls , N. Y. Gentlemen-: This is to call your attention to a recent complaint registered by Mr. Frank Ricketts , Main St. , 4 1rest Glens Falls, N. Y. He has been recently discharged from the hospital where he was treated for a heart condition. His physician has advised him against cough- ing or straining. .On the day of the complaint (January 14th, 1960) he noticed considerable chest irritation and cough, resulting from smog in the neighborhood . Numerous other people complained about this smo ; but do not themselves present health ,problems. They all traced this smog to burning of refuse in the dump in Jest Glens Falls . Since the cgmplaint .was registered at night I am unable to verify that burning of refuse did actually occur on January 14th, 1960. However,. if indeed burning of refuse did occur, then there is no doubt that it was a large factor in the production of the smog. I did have occasion to be in various parts of the Glens Falls area on that day and noticed the smog to be more prevalent in the 'Nest Glens Falls area. On those days , Then temperature , lack of xind and other conditions favorable to the production of smog .are present , .the burning of refuse at the dump would be a large factor in the production of tris smo&. Smog is becoming an increasingly severe health problem throughout the -country. It is a well known fact that smog is an irritant and at times car! be a very perious threat to an individual suffering from heart and lung conditions. Further, it is also believed that the long time presence of smog may be a contributing factor in .the development of cancer of the lung. It behooves us to do whatever we can to control any such problems. Very truly yours , Robert A. Reid, M.D. A discussion was had among the members of the Board respecting the smog resulting from the operation of the city dump. Action was ryeferred in the matter for 'the present. Turner: I am writing to advise that in. accordance with section 35 of the New York Town Law, I hereby appoint my wife , Gertrude P. Crannell, as Deputy Collector ,-To. n . of Queensbury. Very. truly yours , F. J. Crannell Assessors Donald Winchell and Leon Nassivera were present. The following were present in relation to the systematic naming and. numbering of lots and streets in; the Town of Queensbury: Roy Randall F. B. Campy Join;Creedon o:Tilliam Hayden The proposal previously received was being sponsored by the Niagara-- Mohawk Power Corporation and would be on a. County wide basis. Mr. Randall spoke for the Power Company recommending the -system and explained in detail to the members of the Board the system. The Board, generally discussed the matter with the assessors present and also with- the members of the Niagara PSohawk Power Corporation. No action was taken in the matter. The bond of George Liapes as superintendent and collector of the North Glens Falls W^.ter District was presented to the Board for its approval. Resolution ,No. 38 introduced. by Justice Bentley, seconded by Councilman Lamps on RESOLVED that the bond of George Liapes, superintendent and. col lector of the North Glens Falls Water District and its extension in the` amount of $4,000 with the Hartford Accident and. Indemnity Co. as surety, be and the .same is hereby approved as to form, amount, sufficiency of surety and manner of execution. FURTHER RESOLVED that the members of this Board sign a statement to that effect upon said -bond. Duly adopted by the following vote : Ayes -- Mr.` Bentley, Mr.. Lampson, Mr. Akins , and Mr. Webster Noes • none The Board discussed the reimbursement to be made to the West Glens Falls Water District respecting the appropriation of pipe which the said Dist- rict had purchased for use in the other district. The matter was deferred. Resolution. No. 39 introduced by Mr. Bentley seconded by Mr. Akins : WHEREAS, all twenty property owners resident in the Pershing, Ash- ley,, Coolidge Sewer District have paid. in full their tax for the year 1960 in the amount of $50.00 each, for a total of $1,000, such amount having been turned over to the Supervisor by Councilman Stanley B. Miller, TH IRLEFORE BE IT RESOLVED that the Supervisor is hereby authorized and directed to pay. over to the City of Glens Falls the sum of $1,000, being the -full amount due them for the year 1960,• in accordance with the terms of the existing contract between the City and the Tour.. Duly adopted by the following vote: Ayes - Mr. Bentley, Mr. Lampson, Mr. Akins and.
