A Resolution !authorizing the Construction of a
Water System in Extension No. 1 to the West Glens
Falls Water District in the Town of Queensbury,
Warren County, New York, at a, Total Estimated
Cost of Not Exceeding $153,800.00 and Authorizing
the Issuance of Not Exceeding. ;15,800.00 Serial
Bonds of Said Town to Pay the Cost Thereof.','
wherein it was provided in Section 4 that the power to authorize the
issuance and sale- of bond anticipation notes in anticipation of the issu-
ance and sale of the serial bonds therein authorized was delegated to the
Supervisor, and that such notes be of the terms, for-n and contents including
renewals as prescribed by the Supervisor, consistent with the provisions of
the Local Finance Law. I I
Now, Therefore ,, I, H. Russell Harris , Supervisor of the Town of
Queensbury, Warren County, New York, by virtue of the power and authority
vested in me by the aforesaid resolution, do hereby make the following
determinations :
1. That of the total amount of 015,800.00 serial bonds authorized
by said resolution, a bond anticipation note in the amount of $7,500.00 was
issued on December 1, 1956, which matured on December 1, 1957,; .and wilich
has been renewed to mature on December 1, 1959,
2., That the serial bonds in the amount of $15t800,00 authorized by
said resolution have not been issued or sold and that no bond anticipation
notes , other than said bond anticipation note of 07,,500.00 has been author-
ized, issued or sold.
3. That, to pay the cost of certain improvements in Extension No. 1
to the West Glens Falls Water District as a part of the approved plan, the
further sum. of $1,000.00 is required for the purpose for which said serial
bonds were authorized.
4. 1 hereby determine that a bond anticipation note in the amount of
$1,000.00, to be known and designated as No. 2, shall be issued by the Town
of Queensbury, Warren County, New York, to mature on December 1, 1959, with
interest thereon at the rate of two and one-half (2-1/20) Oer cent per
annum payable at maturity.
5, That said bond anticipation note shall be sold at private sale
for a price of not less than par value thereof and accrued interest, if any,
to the date of such sale.
6. That said bond anticipation note shall be payable at the office of
the Town Clerkof the Town of Queensbury, Warren County, New York.

Dear Russ:
At our conference with -the New York State Highway Department on
November 7th,, we discussed access to the proposed. well field from the
Northway and the water line crossing of the Northway at Lviation Road.
The Highway Department agreed, to write the Town two letters cover-
ing the means for access to the well field on the westerly side of the
Northway and the proposed arrangements for getting; construction equipment
and maintenance equipment to the well _field. on the west side. The, Town
has perhaps received correspondence on this matter already.
The Department also agreed to discuss with their Bridge Design
Section. provision for a 12 inch water main crossing on the bridge at --
Aviation Road . On the evening of November 26th, I met Kr. Daniel Ruddy
of the Highway Department to discuss this problem. He told me that the
Bridge Design_ Section did not look with favor on attaching a twelve inch
main to the side of the bridge structure . Mr. Ruddy also advised that
sleeves for water line crossings underneath the road would not be pro-
vided. unless the owner was willing to pay for them. The Department has

sugfLested. that we cross Aviation Road titiTith a twelve inch main, without
sleeve , north of the proposed highway bridge at this location. Under
this arrangement the 'Alater District would pay for only the additional
cost of twelve inch pipe over the six inch pipe which is now in place.
The rel--.cation would have a total length of 780 feet. The work could
be done either by a ndater District contract or as part. of the Northway
contract. It has, been both_I!r. Ruddy' s and my experience that a. :,later
District can do this work more cheaply than a highway contractor. Based.
on the Department of Public Works cost estimate , the additional cost
of 780 feet of twelve inch main_ over a six inch main would be $5,448,
exclusive of two twelve inch valves worth about ` 500 installed , bring-
ing the additional cost for 12 inch main to $5948.
It appears that the' Northway difficulties are bei.nE resolved . This
will enable me to complete my Report and prepare a definite -program for
the proposed. water supply development. I will be pleased to meet with
the Board. at their convenience whenever you consider it advisable to
discuss these matters.
Though I w.as very pleased to learn of your election as County Welfare
Commissioner, I sincerely regret that you must relinquish your position_
as Supervisor. I thoroughly enjoyed. working with you and looked forward
to completing the water project during your term of office. I shall leave
it to your judgment as to whether it would be better to discuss the
proposed work now or after the first of the year.

The Supervisor presented to the Board an unsigned letter which was of the
substance that he had been elected to the office of Public Welfare of
the County bf Warren and would take office on January 1, 1959 , and tendered
his resignation as of that date. The Supervisor withdrew the unsigned.

Dear Stanley:
You have submitted to me for examination proposed contracts between
the Board of 'Mater Commissioners of the City of Glens Falls and the Town
Board , acting for the North Glens Falls eater District and the West Glens
Falls Water District. I have examined these contracts and compared them
with the prior contract. As I understand it, the rate to be paid for the
water and. the limitation on quantity set forth in. these new contracts
are the result of negotiation. It is my opinion that the contracts do
adequately protect the water districts and I have noted my approval of
each contract, which I return herewith.
The Town Board has been under criticism in the past by the Water
Power and Control Commission for permitting connections to be made outside
of the limits of the existing districts. This was brought out at the hear-
ing held by the Commission on the application for the extension of the
West Glens Falls ?dater District. I am sure Garner Tripp has also had some
similar indications from Water Power and Control Commission cf, their dis-
approval of the practice of making connections outside of the district. If
there is any particular area outside of an existing district where there - is
a request for service , the district should. be extended to include such
-area, with the approval , of course , of the Water Commissioners . If, for

some reason, it is not practical to extend the district then at least
an application should be made to Water Power and Control Commission
for approval of service outside of the district. I call this to your
attention because it is my fear that unless we comply with the regu-
lations of Water Pourer and Control Commission the Town may be subject
to penalties.

Gentlemen:
This way of expressing myself to do with a matter of utmost impor-
tance which confronts you at this time is possibly abnormal but rather
than visit each one of you personally, I feel that I can make 'known my
feelings by letter as well as personal interview.

At list election time I had strong, intentions of taking time off
from my present employment as manager of Harkness Brothers in South Glens
Falls and run against Russell Harris for Town Supervisor. I waited to
see what other petitions were being circulated . and when I heard. that the
man who just passed away in a very sad manner was to run, T just automat-
ically forgot the whole thing. You may or may not know that my daughter
Carol was recently married to Douglas Webster' s son, Doug, Jr.
The time comes now when if you have not as yet selected the choice
for appointment of the Supervisor, I arm taking the liberty of expressing
the fact that I believe my past business and. mechanical experience could
qualify me for the position.
I have been associated with the public for my whole life and I believe
that, although some may call me a very strict business man, I still have the
quality of fair dealings. I have the faculty of making up my-mind and
sticking to it although it may hurt someone at times .
During the past years , with eight years as agent for Metropolitan
Life Insurance Company, I had continuous contact with the public in their
homes , and this contact led me to be sharing their troubles as well as
their good times . Later I managed the plumbing and heating department for
the Glens Falls Sears & Roebuck Store. In this capacity it was my aim at
all times to be a good will man with thousands of families in our community.
All these years of dealing with the public should qualify me to meet the
needs of a public servant.
I have had contact with several men who could do our town worlds of
good in Albany. This contact results from having been in their office
representing a company in a sales field .
With the fact in mind that one of the most important decisions which
confronts our town is-what to do about our w►a.ter supply in the years to come ,
it is my opinion that a man like myself who has spent the bulk of his life
in the engineering- field could do a great amount of good for our town right
now. I not only am very familiar with all types of water supply but I also
am acquainted. with the men who supply the necessary equipment to provide
water. I have had contact with the world' s largest manufacturers of this
type of equipment.
I have established in my mind right now the answer to the present
problem which may some day take us away from being at the mercy of the Glens
Falls `dater Department.
I will close now with the statement that I feel that I can do a job
which will be: a credit to the town and also to you men who are trying your
best to guarantee the utmost for the residents of our fast moving town.

As you are all aware of my candidacy for the office of Supervisor of the
Town to fill the unexpired ter=m of office of Mr. H. Russell Harris , I should
like to bring before you the reasons why I should make a logical choice.
I was born in the Town of Queensbury and have lived. here most of my 47 years.
None of you gentlemen need. a detailed recital of my willingness to accept
civic responsibility in the community. As you all know, over the years I

have freely given of my time and money to help get the jobs done that
needed. doing whether it be in volunteer fire companies or other respon-
sibilities .
For 17 years , I was employed. by the Imperial Paper & Color Corporation in
- the laboratories , and as Plant Foreman. Since 1945, I have been a route
salesman for Standard. Brands, Inc . , acting, as the company' s representa-
tive working out of .Glens Falls. As you may know, this is . a bonded
position, requiring a. man of honesty, integrity, judgement , and. an ability
to get along with other people .
As Town Board , your concern is not so much why I want the position as it
is how much more I might be able to contribute to the job than any
other candidate in the way of ability, interest, no conflicting business
interests , time available for Town business , and a sincere desire to be
part of a capable Tovn. Board . k reason why I would want the job would be --�
the upw-grading in responsibility that goes witb. it.
You will recall that I have told each of you personally that, if I were
appointed, I would resign from my present position, and. would be willing
to assume the risk of giving up the security of such a job for a chance
to assume a higher position. I fully realize that my chance to continue
in this job would rest solely on the judgement of the voters of the Toten
as to whether or not I was doing a good. job as their Supervisor. Since I
would be resigning from Standard Brands , Inc. , I would be in a position.
where the duties of the office of Supervisor would be my only business
interest. I would be able to handle all of the work load personally,
without delegating any detail to another. All of you have said that the
job of Supervisor should. be a full time one. This should now enter into
your consideration of an appointee.
I have nothing to sell to the Town of Queensbury but my services . I
expect to keep on doing what I have been doing for many years---give a
day' s work for a day's pay. No one should do less.
Nothing has been mentioned up to now about education. I am a graduate of
Glens Falls High School, and have been taking Night School courses for
more years than I can remember. Those that might apply as qualifying
for the office I seek are : Law for the Layman,, Real Estate , and the
Cornell Extension Courses in Personnel Relations , Labor and Management.
To sum up, I am a resident of the Town; I am willing to quit my present
job to assume the new one; I have had fiduciary responsibility; I have
the ability to handle it, and will devote the nepessary time to it. The
Republican Town Committee has expressed its faith in me by designating
me as one of three choices.

Regular Meeting December 27, 1958

-The Board convened at 7:30 p.m.
Also present were Leslie Hillis,, inspector of multiple dwellings*, and
Lee Lavery, Superintendent of the North Glens Falls Water District.
Bernard Codner,, Town Superintendent of Highways ,, was also present.
The privilege of the floor was extended to Leslie Hillis who reported
orally. on his activities as multiple dwelling inspector in the past two
months. A general discussion of the duties of the inspector was had.
He also discussed with the Board the matter of an ordinance regulating
eleptrical wiring in buildings of the Town.
Mr. Codner discussed with the Board the noise which was being made by
the heating system installed in the new Town garage,
Resolution No. 151 introduced by Justice Akins, seconded by Councilman
Miller:

Whereas the election of H. Russell Harris, supervisor of the Town
of Queensbury, to the position of Commissioner of Public Welfare,, makes
imminent his resignation as supervisor of the Town;
and
