Dear Sir: up I have had. telephone calls from. both Cinnthe an WalGlensnFalls dater ative to the serious emergency which exists District by reason of the inadequate pressure in the mains . The Town Board has both the power and the obligation to provide ade- quate water service iri all parts of the district. As I understand its the Town Board has already determirled that the only practical .way in which to furnish this service is by the installation of a pump near the foot of Miller Hill. I have prepared and hand you herewith a proposed resolution to be adopted by the Town Board which authorizes the immediate installation of the pump. The resolution also provides .an• appropriation for which the amount Is left blank. I do not know whether you have adequate funds in the Water District to pay for the installation. If you do have , then this resolution will be adequate for that purpose. If you do not have suffi- cient funds in the 1,Alater District, you will later have to adopt a budget node resolution to borrow necessary funds to pay for the pump instal- lation. You are familiar with the provisions of the General Municipal Law which requires competitive bidding. for all purchases of over 419,000.002, but the law also provides that in case of emergency the Town Board may authorize a purchase without the required bidding. I have provided for this in the resolution. It is my advice that you arrange immediately for the purchase and installation of the pump without bidding and arrange the financing later if that is necessary.. Yours very truly, Is/ Albert E. Beswick i The enclosed resolution was subsequently voted upon and adopted as follows : Mr. Bentley introduced Resolution No.79 and moved its adoption,, seconded by Mr. Akins . WHF,REAS„ a considerable number of residents in the North Glens Falls ?mater District in the Town 'of Queensbury have been without water for the past several days and other portions of the district have an inadequate water supply,, all due to the lack of pressure in the mains serving the district, and WHEREAS, it' appears that the only practical way in which to remedy this serious situation is to install a pump near the foot of Miller Hill to furnish the required pressure ,, RESOLVED,, that the Supervisor be :and he hereby is authorized and provide immediately for the installation of a pump of a typ e p acit y sufficient to provide the pressure necessary to provide adequate water supply in_ all parts of the North Glens Falls Water District, including the construction of a vault, providing the necessary connections and other facilities required for such installation, and further RESOLVED, that there be and hereby is appropriated for suchEmer- gency pump- installation the sum of $2,500.00 which is authorized to be expended for such purpose , and it is further RESOLV-13D, that, by reason of the emergency which exists , the pro- vision.- _ Qf_ he General 111nicipal Law requiring competitive bidding shall not apply and that the Supervisor-be and hereby is authorized and directed to arrange for the purchase of the pump and equipment and fo3z t1je instal- lation immediately without competitive bidding. Duly adopted by the following vote : Ayes Mr. Walkup, Mr, Bentley, Mr. Lampson, * Mr. Akins and Mr. Harris Noes none After discussion it was decided that a Gould pump would be purchased from the Saeger-Speck Co: Pump is to be 15 h.p. for the sum of $509.00 plus $56,00 for starter switch. $35,20 for 40 gate; $136.00 for .8" check valve , $37.70 f or 8 x 8 x 4 tees ,B-S. A petition signed by some 68 residents of the North Glens Falls area, stated that Montray Road had not been black-topped as promised and de- manded that this be done. The board in discussing the matter, stated that money had been appropriated for this purpose and that black-topping would be done by Emest.
