4.40 4.40 APPOINTMENTSTstablish Building Maintenance Mechanic in Rec—12-17-18 RESOLUTION ESTABLISHING SENIOR BUILDING MAINTENANCE MECHANIC POSITION IN PARKS AND RECREATION DEPARTMENT RESOLUTION NO.: 12018 INTRODUCED BY: WHO MOVED FOR ITS ADOPTION SECONDED BY: WHEREAS, upon the recommendation of the Town of Queensbury's Recreation Commission and Director of Parks and Recreation(Director), the Town Board wishes to establish a full-time Senior Building Maintenance Mechanic(SBMM)position in the Parks and Recreation Department, and WHEREAS, the Warren County Department of Personnel and Civil Service has reviewed the proposed job duties for the position and has determined that the SBMM is indeed the most appropriate title for the position as set forth in the New Position Duties Statement adopted by the Warren County Department of Personnel and Civil Service as presented at this meeting, and WHEREAS, the Town Board and the Town's Unit of the Civil Service Employees Association, Inc., (CSEA)have agreed that this new position shall be an hourly position to be included in the Town's CSEA Bargaining Unit, and WHEREAS, as required by the Town's Agreement with CSEA for non-competitive positions, the Director will perform an internal posting after January 1, 2019, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby establishes the hourly, full-time Senior Building Maintenance Mechanic(SBMM)position in the Parks and Recreation Department as set forth in the New Position Duties Statement adopted by the Warren County Department of Personnel and Civil Service presented at this meeting, such position to be included in the Town's CSEA Bargaining Unit and added to the Union Contract at the next Contract opening, and BE IT FURTHER, RESOLVED, that the Town Board further establishes the 2019 hourly rate for the position in the Town's Agreement with the CSEA at $27.55, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Director of Parks and Recreation and/or Town Budget Officer to complete any forms and/or documentation and take such other and further action necessary to establish the position and effectuate the terms of this Resolution. DATE: December 12,.2018 RE: ESTABLISHMENT OF SENIOR BUILDING MAINTENACE MECHANIC POSITION The Queensbury Recreation Commission has requested a new title for the Parks & Recreation Department that will replace the current title of Working Supervisor. In the Commission's view, the job description of Working Supervisor has not, historically, been reflective of the type of work performed by the individual within Parks and Recreation. The title of Working Supervisor was created and used most effectively within the Highway Department and is much more appropriate for that department's work. We have worked closely with Warren County Civil Service Department and a new "Duties Statement" request was processed through civil service for the purpose of assigning a new, more appropriate title for the working supervisor position in Parks and Recreation. Based on the actual work performed, Warren County Civil Service recertified the position to that of Senior Building Maintenance Mechanic. This position will still serve as the main supervisor of Parks and Recreation maintenance personnel (Mechanic, LMEO and Laborer) and remain as an hourly position included in the Town's CSEA Bargaining Unit. With this title change, increase in responsibilities and focus of work, a pay rate change will also be reflected for 2019. The new pay rate for his position will be $27.55/hr. and will be added to the Town-CSEA agreed Schedule A—CSEA Wage Schedule (page 29 of the contract). Moving forward, and as required by the CSEA contract for non-competitive positions, the Commission plans to perform an internal posting of the position sometime after January 1, 2019 and fill the position accordingly.
