Resolutions 1. SEQR 2. PB Decision Project Description Applicant proposes to use an existing two story structure for a health related facility – a women’s residential substance use disorder treatment and recovery service. The existing building is 4,357 sq. ft. (footprint). The applicant proposes no exterior changes to the building or site. Revision to site work includes new green space area and privacy fencing on either side. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, new use for health related facility shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 79 Glenwood Avenue.  Revised-Arrangement- The applicant proposes to reuse an existing building for a health related facility with no exterior changes to the building. Site changes include additional green spaces and fencing.  Site Design- The plans show the existing configuration of parking, site access and the building location that is to remain as is.  Building – The building is a 2-story building. The plans indicate dining/recreation area, kitchen, medical rooms, offices and 1 bedroom to be on the first floor. The second floor is to have bedrooms – 8 are identified on the plan with bathrooms, office areas, and a lounge.  Signage-The applicant has indicated a sign has not been determined but is to be compliant.  Revised Traffic- The applicant has indicated there are 33 parking spaces on the site and 32 are proposed losing one for additional green space. The traffic pattern is altered for a one way out on the west side of the building. The board had questions about the interconnection between the bank and this property -as noted there is a recorded easement in place for 28 ft right-of-way. Section 179-9-080 identifies the 20 ft interconnection between properties requirement.  Site plan overall –The applicant has described the facility operations to be 24/7 with specific care guidance. The information indicates they will be able to accommodate up to 18 female residences.  Revised Landscape plan –The applicant has indicated the site is to remain as is at this time with a site clean- up of the existing landscaping. The revised plans show 2,300 sq ft of hard surfacing to be removed and green space to be installed west side property line, west side of building, and to the rear of the property. In addition, the entrance area will have two greenspace area added.  Site lighting plan –The applicant was made aware during the pre-application site and building lighting where to be compliant fixtures.  Elevations –The applicant has provided a photo of the front of the existing building.  Revised Floor plans –The floor plans show the interior rooms to be completed for both the first and second floor. The applicant has updated the plan to indicate all bedrooms will include windows. Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, j. stormwater, k. topography, , n traffic, o. commercial alterations/ construction details, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items are typically associated with commercial projects. o Note lighting is required to be compliant cutoff fixtures for both wall and pole mounted fixtures –at this time no new information about lighting has been provided.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Freshwater Wetlands Permit The applicant proposes additional green area that is within 100 ft of the wetland boundary as found on the wetland maps. The applicant has indicated a wetland review was conducted by a wetland specialist and found no wetlands on the site however, a perennial stream was delineated along the southern property line. The applicant has been notified to obtain a letter from Army Corp who has jurisdiction over the wetlands to confirm the applicant’s findings. Summary The applicant has completed a site plan application for the reuse of an existing building for health related facility for residential substance use disorder treatment and recovery. The site exterior is to remain and the interior is to be renovated for residential stay. The board should discuss the status of the wetland review. Meeting History: PB: 11/13/18; - 2 -
