"Asbestos containing materials", as defined by the United States Environmental Protection Agency (EPA), is any material containing more than 1% asbestos as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, Polarized Light Microscopy. Bulk samples were collected in accordance with USEPA ASHARA protocols for number and types of samples. Materials easily crushed or pulverized by hand pressure are considered friable. Materials with a bituminous or resinous binder that are not easily crushed or pulverized by hand pressure are considered Non-friable Organically Bound (NOB). Friable and non-friable materials, excluding organically bound materials were analyzed using Polarized Light Microscopy (PLM). Non-Friable Organically Bound samples were analyzed using Transmission Electron Microscopy (TEM). All samples were analyzed by EMSL Analytical (ELAP 11506: Manhattan Lab). 1.2 Description The building inspected for the survey is a single story residential structure of wood frame construction with a partial basement. This building was built in or about 1950. Flooring materials observed include; concrete, carpet, 12" self stick floor tile, and linoleum. Wall materials include drywall with joint compound. Ceiling materials include; drywall, with textured treatment in living room, kitchen, and bedroom. 1.3 Limitation This inspection addresses accessible areas of the above mentioned building. Quantities of asbestos containing materials were estimated and the user must field verify all quantities. Penetrations were made in existing walls to confirm the absence of asbestos containing materials within wall chases. There were penetrations made in the basement block walls to determine whether loose fill vermiculite was present in the voids of the cement blocks. There was no vermiculite observed within the basement block walls. Materials inside the furnace were not inspected. Suspect materials inside the furnace must be assumed to be asbestos containing and treated accordingly. The electrical system within the building was energized at the time of Alpine Environmental Services' site visits. Alpine observed only the newer non-suspect vinyl clad wire insulation in the building. Samples were collected as prescribed by US EPA ASHARA protocols for the numbers and types of samples. After removal and cleanings are complete and a minimum drying period has elapsed, an authorized and qualified Project Monitor shall determine if the area is dry, the scope of work complete, and the work area free of visible asbestos debris/residue. If the area is determined to be acceptable and the aggressive clearance air sample results meet 56-4.11 clearance criteria, the final dismantling of the site may begin. 5. Usage of this variance is limited to those asbestos removals identified in this variance or as outlined in the Petitioner's proposal. In addition to the conditions required by the above specific variances, the Petitioner shall also comply with the following general conditions: GENERAL CONDITIONS 1.
