' Also present: Dr. Henry Clarke, Health Officer, who read a letter from the Sanitary Inspector, Mr. Lee, reporting on an outhouse at the Brick- yard Pond. The letter was retained b y the Health Officer. In the matter of the construction of a meter vault for the Ridgge Road Water District, the following bid was submitted.by Ghar3es R. Inside -dimension.;;: of manhole to be three febt wide by ten feet long { by seven feet high. 2. Manhole to be built of eight (8" ) cement blocks. 3. Manhole to have footing of concrete six (6" ) inches thick by sixteen (16 11 ) inches wide. 4. Manhole to have one-half (2) inch reinforcing rods vertically in the holes of the block. 5. Manhole to have one- (arier q u ) inch pencil rods embedded in the . � mortar in both edges of the block, to run continuously around the hole, at every third course of blocks. 6. ALL holes in the blocks are to be filled with mortar. 7. Mortar to be made of IRONCLAD PORTLAND CEMENT and LIME in propor- tion of one (1) part cement to three (3) parts sand and enough lime to make the mortar workable, not to EXCEED one-half O bag Lime to one (1) bag cement. 8. (a) Manhole to have six (611 ) inch REINFORCED concrete top. (b) Manhole to have one-half (2) inch rods six (611 ) inches on v -Center, both ways. (c) Rods to have two (2" ) inches concrete underneath. 10. EXTRA heavy/cast-iron manhole frame and cover with NOT LESS ,THAN y twenty-two (22" ) inches clear opening. 11. Floor level must be NOT LESS THAN twelve (12" ) inches below the CityWater Main. 12. Manhole 'to have four (411 ) inches concrete floor, poured h alf-way (1) up on the first course of blocks. 13._ Manhole is to have opening left in the wall for a by-pass to be 1 installed by the GLENS FALLS WATER DEPARTMENT; size and location to be determined by Mr. Meyers. 14. Contractor to backfill manhole replace concrete in street, and remove dirt and all other materials accumulated as a result of such work. 15. Contractor to protect the WATER DISTRICT and furnish PUBLIC LIA- BILITY. INSURANCE. 16. The Clerk read the following communication: October 23rd, 1948 To the Town Board of the Town of Queensbury as 'Commissioners of the North Glens Falls Water District: Gentlemen: Your supervisor has asked me for an opinion as to whether your board had authority to cause to be laid pipe in Fort Amherst Road without advertising for bids and making a contract. 1 1 Section 197 of the Town Law, in part, provides as follows : ' ' If the estimated expense of the improvement does not exceed two thousand dollars the board may adopt such plans and spcifi - cations and cause said improvement to ', be made and may enter into a contract or contracts therefor without giving public notice '' thereof, or may cause the same to be done by day labor i under the direction of the town engineer or of any other town officer i It is my opinion that the district now owning the pipe has authority to cause the same to be laid by day labor or for a certain price per foot, without publishing notice to receive bids and award a contract. Amherst Road and continuing along Ft. Amherst Rd. to anal including the curb connection for the property now owned by B.K.Clifford all within the Town of Queensbury. Further resolved that said committee be and hereby are author- ized and directed to enter into a contract for the laying 'af, said main in accordance with such plans and specifications.
