MTG#14 BOARD MEMBERS PRESENT SUPERVISOR FRED CHAMPAGNE COUNCILMAN THEODORE TURNER COUNCILMAN CONNIE GOEDERT BOARD MEMBERS ABSENT COUNCILMAN BETTY MONAHAN COUNCILMAN CAROL PULVER PURPOSE: To interview engineers and surveyors for road projects at Sweet Road and Aviation Road. Seeking proposals for engineering fee and survey costs. Motion to go into executive session - ConnielTed at 11:05 - out at 11:30. INTERVIEWED: VanDusen & Steves and Nace Engineering. Proposals due by Wednesday, April 2nd. Highway Committee meets to review proposal on Thursday, Apri13rd at 10:00 a.m. Proposals to go out in board packet, Friday, April 4th. Vote on April 7th. Back into executive session at 12:00 noon to interview engineers and surveyors for Aviation Road project. Scudder and VanDusen & Steves. Seeking proposal for engineering and surveying. MEETING OF 4-7-97 QUEENSBURY TOWN BOARD Mr. John Salvadore-My name is John Salvadore I have some questions concerning the resolutions passed on that road work that you have been talking about. Has any of this been done with competitive bidding? Have RFP's been drawn up as to what they are asking these engineers and surveyors to do? Supervisor Champagne-We have a proposal by the engineers that are retained by the Town as professionals services that the Town Board certainly has privilege to go and follow the same pattern as we follow, correct me if I am wrong council? Attorney Mark Sahachner-No that is correct, professional services. Supervisor Champagne-That is the answer to your question. Mr. Salvadore-I understand what your privilege is I am asking have you ever thought of going for competitive bidding? Supervisor Champagne-Sure we have. Mr. Salvadore-Once in a while, once in a while. Councilman Monahan-When we picked Harza we had a whole slew of engineers come in. Mr. Salvadore-Do you think it is a conflict of interest that Leon Steves serves as our surveyor on this road expansion and he is also the surveyor for Indian Ridge? Do you just think that there might be a little bit of a conflict there, and maybe Mr. Steves should answer to this, because he is responsible that he doesn't enter into this sort of situation. Councilman Monahan-What would be his conflict, John? Mr. Salvadore-He is making money Councilman Monahan-Is he going to change the lines the survey lines, his job is to survey and find property lines. Now, how is he going to finagle property lines, is that what you are accusing him of doing? Mr. Salvadore-You are relying on this man for his professional opinion and interpretation. Councilman Monahan-I do not think that is an opinion, surveying is a science not an opinion. Mr. Salvadore-Surveyors give their opinions every day, every day. Councilman Monahan-We are asking him for the actual, I want to say the word blue print, I cannot think of the word I am trying to use, of the survey lines of the property involved is what he is being asked to do as far as I know, am I correct, Jim, is that the Executive Director Martin-That is a pretty good definition. Councilman Monahan-He is not being asked to design, he is not being asked to suggest, he is asking to come up with actual fact these are the property lines along Aviation Road. Mr. Salvadore-He establishes those lines in the field from a written document and that takes interpretation. That takes professional know how for which he is responsible and for which he carries error and omissions insurance to cover any faulty work. Councilman Monahan-That maybe but I do not really see what the connection is with Indian Ridge. Mr. Salvadore-I would feel much better as a citizen of this Town if you had at least asked these people to bid competitively for their services. I know that is not required, but it would be nice once in a while to see that.
