Councilman Pulver-Announced plans for the open house at the Water Treatment Plant...
Councilman Goedert-Announced that paving has begun...discussed the possible paving the end of Big
Boom Road...
Highway Supt. Naylor-Will look at that if there are funds left over ...possibly look at this fall...
Councilman Goedert-Suggested that the Town contact the State to help in paving the road that has been
damaged by the large vehicles used in re-doing the bridge work...

4.08 SWEET ROAD
Executive Director Goralski-Mr. Nace was to have plans to Mr. Naylor by this week...
Supervisor Champagne-As soon as the plans come in we will call a highway meeting...
4.09 CRONIN ROAD
Councilman Turner-Discussed the problem of drainage on Cronin Road..there is water and gas lines
through there, awaiting the location of the water lines from Mr. Flaherty...
Highway Supt. Naylor-Recommended that an engineer take a look at this problem...
Discussion held whether drainage from the road can be placed in the stream...Mr. Goralski will check the
maps and with DEe.
4.3 ANN CLARK'S PROPERTY-GLEN LAKE
Executive Director Goralski-We need to send a letter to the Sheriffs Dept. indicating that we want that
house to be in the Bay Ridge District and that could take care of it...
Councilman Goedert -We need a letter from Queensbury Central contracting that piece of property over to
Bay Ridge, the same with EMS, you cannot legally change it without changing your State Certification and
it is not worth doing that....
Executive Director Goralski-Noted he will contact Queensbury Central and Councilman Goedert for
EMS...
ROAD-RUSSELL HARRIS ROAD
Discussion held regarding Mr. Spath digging up Russell Harris Road...will discuss this with the Town
Counse1...suggestion made to have the road repaired and charge the individual that dug it up...
Councilman Goedert -discussed the possibility of making Dunhams Bay Road a no parking zone...

TOP OF THE WORLD
Executive Director Goralski-spoke to Mr. Jim Feeney last week, they are purchasing the golf course portion
of the PUD...requested that he write a letter requesting a modification of the PUD...at that point we will
contact the AP A to coordinate with them and you will then decide if you want a public hearing, I would
recommend that you have a public hearing and take it from there. At this point he is proposing to maintain
the motel units, they are in the process of taking the existing lodge and making it into a Bed and Breakfast
which was part of the original approva1...We will have to make a list of what has and has not been done ...
4.4 SCHERMERHORN PROPERTY DEDICATION
Executive Director Goralski-Mr. Schermerhorn proposed to donate to the Town fifteen acres behind his
apartments including two thirds of the pond on Blind Rock Road...the Planning Board has asked that you
look at this again, they would like to take the property in lieu of the recreation fee...
Supervisor Champagne-That is a beautiful piece of property, if you are talking about passive recreation and
we want to keep green space, fifteen acres...
Executive Director Goralski-He will have Seventy six units over there so you are talking thirty eight
thousand dollars, he has already paid twelve thousand, so he is looking for twenty six thousand...
Councilman Goedert-Who approved the location of this last...
Executive Director Goralski-The Planning Board. ..
Councilman Goedert-Questioned if the property in question is eligible for passive recreation?
Executive Director Goralski -read the criteria...
Board consensus-would not meet the criteria...
Councilman Monahan-If he wants to donate it to the Town I would gladly accept it...not for the recreation
fee...
Executive Director Goralski-I will send a memo to the Planning Board indicating that you have discussed it
at this workshop meeting and it is the consensus of the Board that it does not meet the criteria.
4.06 GLEASON MOBILE HOME
Executive Director Goralski-Application for a mobile home outside of a mobile home zone, on Big Bay
Road...in front of Curtis Lumber, surrounded on three sides by Frank Parillo's property...there was a mobile
home at this site until 1993...he will need permission from the Town Board and also a use variance...CR-15
zone...
Board consensus-set a public hearing...
CODE COMPLIANCE OFFICER POSITION
Executive Director Goralski-We need someone that's focus is on Zoning Enforcement, especially now a lot
of complaints are not being handled at this point, there is a lot of construction that is going on right now
that is not being properly inspected because I do not personally do not have the time to get to it, so I think
we need to fill the position. We have a couple of resume's in from people that are interested in the position.
Councilman Pulver-Questioned if he needs a full time Code Compliance or a part time Code Compliance
and part time something else?
Executive Director Goralski-To have it filled as it is defined now, I would propose to change the Code
Compliance Officer would take on the duties of the Zoning Board of Appeals and thus free up one of our
Planners to do more GIS work and Planning work
Councilman Pulver-What type of credentials?
Executive Director Goralski-A background in Planning, Engineering, Landscape architecture, or possibly
even some type oflaw...the job description that was written is adequate, what we need to do is within the
department define that role..

Executive Director Goralski - Will look at the job description...
Supervisor Champagne-Would like to see something in the paper by next weekend....
SENIOR PLANNER STATUS
Supervisor and Executive Director will work on the position...
MCDERMOTT ISSUE
Executive Director Goralski-Will serve an order to remedy violation and give them a day to get rid of them
and issue a court summons...That is on the Zoning Board of Appeals for a week from Wednesday..
HILL CLIMB
Councilman Goedert-Asked that this be reviewed, noted an injury at the event...I was not confident enough
that they had the medical staff that they were supposed to have I was not confident enough that the people
that were going up the hill on whatever apparatus they were going up they were not going up under the
influence of alcohoL.. there was a major campaign to sell that there. I felt that there was something wrong
in the organization, the overseeing of that, I was not impressed, I will tell you right now we would say no to
it for another stand-by there under the circumstances.
MOTOR CROSS REGULATIONS
Executive Director Goralski -We have come up with a couple of additions and changes to the existing A TV
law...
Councilman Pulver-Requested copies of the changes...
Executive Director Goralski-Will contact Pat Beland regarding the reasons for motorcross bikes not being
allowed on the Snowmobile trails...
TOOMEY PROPERTY
Supervisor Champagne-Received a letter from Mrs. King regarding the Toomey Property complaining that
the original request has not been done...
Executive Director Goralski-Reviewed the past history of the property ... will read the minutes of those
meetings...
Supervisor Champagne-After you review the minutes if it meets with whatever the Board agreed to do fine,
if it doesn't then they will have to do what the Board agreed to do.
QUEENSBURY PLAZA
Executive Director Goralski-Re: Abandoning a small section of Bank Street...
Discussion held-Will have a public hearing held in regard to abandoning this section of the road...the Plaza
will be responsible for all costs...Board requested that the Town Counsel prepare a list indicating the proper
sequence of actions regarding abandonments...
INSURANCE
Controller Hess-Spoke to the Town Board regarding insurance; Blue Choice was adopted in January needs
to be an adjustment in their
costs this will involve seven persons ... noted he will speak to the employees...
LABOR NEGOTIATIONS
Supervisor Champagne-Will be calling Mr. Hafner in to discuss Labor Negotiations
Board agreed to meet and discuss list on Thursday at 11:30 a.ill.

questioned raised to list what the problems are and how many hours we would need AMTEK...
CEMETERY COMMISSION
Supervisor Champagne-Received resignation from Mrs. Dougher on the Cemetery Commission.
Councilman Turner-The Commission will submit the people that have requested to serve on the
Commission and the Town Board will interview and appoint...
MEMORIAL DAY CELEBRATION
Discussion held-Councilman Goedert -suggested a consolidation between the City of Glens Falls and South
Glens Falls
and have one Memorial Day parade...ceremony Supervisor Champagne-recommended that the Town
Board get involved in the ceremony...have gotten copies of the bills from the parade, Suns and Daughers of
Liberty fee $285.00 ..Big Brass Band $900.00 ... It was recommended that a Town Board Committee be
formed to work on next years celebration...will check with Town Counsel on the possibility of making a
donation toward the parade for this year...
