RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 290.97 INTRODUCED BY: Mr. Theodore Turner WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Fred Champagne RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session, Attorney Client Privilege Duly adopted this 28th day of July, 1997 by the following vote: AYES: Mrs. Monahan, Mr. Turner, Mrs. Goedert, Mr. Champagne NOES: None ABSENT: Mrs. Pulver RESOLUTION ADJOURNING EXECUTIVE SESSION RESOLUTION NO. 291.97 INTRODUCED BY: Mrs. Connie Goedert WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Theodore Turner RESOLVED, that the Town Board of the Town of Queensbury hereby adjourns its executive session. Duly adopted this 28th day of July, 1997 by the following vote: AYES: Mr. Turner, Mrs. Goedert, Mrs. Monahan, Mr. Champagne NOES: None ABSENT: Mrs. Pulver 4.02 CONTRACT NEGOTIATIONS Town Counsel Bob Hafner reviewed the contract with the Town of Moreau Discussion was held on the right of first refusal and how to coordinate it with the other municipalities ... if you want a guarantee you will have to buy that guarantee ... add a clause that we will notify them at any time that we have other mqumes regarding the purchase of capacity at facility ... questions to be answered by the Town of Moreau, question regarding the number of meters, one on each side of the river or just the Town of Queensbury meter on the Queensbury side... and the ownership of the pipe crossing the river who will be responsible for the repairs, how will the Town of Moreau pay... when contact is updated the board will receive a new copy... 4.04 BIRDSAL ROAD Held for further information 4.05 GElS SCOPING SESSION FOR GENERIC APPROVAL FOR INDUSTRIAL SITES Executive Director John Goralski will describe the plan for the generic approval... Purpose of session, for the public to say what they want in the Generic E.!. S. 4.06 MOBILE HOME LICENSE Councilman Turner spoke to the Board noting that he had reviewed the Town Clerk's records on the fees for mobile home courts, the Community Development Dept. goes out every spring and counts every house in every park to update the information... Councilman Goedert -Questioned if every mobile home outside of the park has to pay a fee, and if not what is the difference? Councilman Monahan-Noted individual mobile homes do not pay the fee....we have to see if they are complying with the mobile home park regulations it is not just counting homes... Supervisor Champagne and Councilman Goedert noted that they had a problem with the fee... Supervisor Champagne-I have no problem with charging a fee, the fee has got to be in relationship to our costs. Councilman Monahan-Recommended that Mr. Goralski do a cost accounting on this. 4.09 NYS EMPLOYEES RETIREMENT INCENTIVE PROGRAM Controller Henry Hess-Reviewed with the Town Board what the possible costs savings would be for the Town over a two year period...Offered Retirement Incentive to Thomas Flaherty, James Coughlin... 4.07 FEEDER CANAL GRANT UPDATE Councilman Goedert-Commented that it was nice, would like to have the Assemblywomen's official name in the document. Grant amount $5,000... Supervisor Champagne-Commented that there would have to be another 15,000 for the project... Discussion held regarding the use of money from the Parks and Recreation Capital Improvements budget... 4.08 GREENWAY NORTH CORRIDOR PLAN Supervisor Champagne-Noted that a meeting was held with Ken Noble... Councilman Turner-Read from the minutes of the last Workshop Session regarding the Greenway North Corridor Plan... DISCUSSION REGARDING OVERTIME Board agreed to pay overtime to Highway Supt. Secretary for work done during storm... DISCUSSION HELD REGARDING LETTER FROM SHARRON SIMMONDS REGARDING SURVEY -lTR. Requested another $4500 Councilman Monahan-Noted that this should come out of the Recreation Budget or be requested in next years budget, it should not come out of the General Fund. Councilman Goedert -Suggested that the Commission be notified that the Board would be willing to put the cost of the Recreation Survey in the 1998 budget... Councilman Monahan-Noted that the Recreation Director should justify this survey in his 1998 budget. Discussion held regarding a more cost effective ways of doing the survey... Councilman Goedert-Noted on her trip to Penn. she picked up booklets on inline skating park and ATV park...will be turning this over to the Recreation Commission. Discussion held on various topics: Councilman Monahan-Any results from the letter from Scudder dated Aprillst...Councilman Goedert-It would be another week...Councilman Monahan-Controller Hess wrote an excellent memo to Highway Supt. Naylor regarding cost accounting his work out...re: Ltr. from Mike Shaw Hiland Park Sewer Dist. is there anything we need to know about this? Supervisor Champagne-Mike has been working with Mark Schachner on the tieing in to ACC that is in the process...Councilman Monahan- Questioned if Passarelli is still trying to get in? Supervisor Champagne-I have not heard a word from him...Councilman Monahan-Received a report from the Controller of his plans for the future... Discussion held regarding Mr. Spath...stone has been put in and they have asked to have it blacktopped, Mr. Naylor has indicated that, that is not what we want to do at this stage...we are asking Paul to look at the drainage there...Discussion held regarding speed limits in the Town it was noted that the State sets the speed limits...it was suggested by Councilman Goedert to have a week long speed limit enforcement project in conjunction with the Sheriff and the State Police.. .need to take some positive steps with our own vehicles to watch the speed...send a reminder to all those that drive town vehicles...Councilman Monahan- Recommended that we give citation to those that have good driving records, and good safety records and work days with no loss ...Discussion held regarding a Town noise ordinance...
