RESOLUTION SETTING PUBLIC HEARING ON THE TOWN OF QUEENSBURY PRELIMINARY BUDGET RESOLUTION NO. - 406,1997 ITS ADOPTION INTRODUCED BY: Mrs. Betty Monahan WHO MOVED SECONDED BY: Mrs. Connie Goedert WHEREAS, the Town Board of the Town of Queensbury has prepared a Preliminary Budget for the Town of Queensbury and its districts for the Fiscal Year beginning January 1, 1998, and WHEREAS, the Town Board wishes to approve and hold a public hearing on said Preliminary Budget, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Queensbury hereby approves of the Town of Queensbury Preliminary Budget for 1998, including an itemized statement of estimated revenues and expenditures hereby attached and made a part of this resolution, and BE IT FURTHER, RESOLVED, that this Town Board shall meet at 7:00 p.rn. on the 6th day of November, 1997 at the Queensbury Activities Center, 742 Bay Road, Queensbury, Warren County, New York for the purpose of holding a public hearing upon such Preliminary Budget, and BE IT FURTHER, RESOLVED, that the Town Clerk of the Town of Queensbury shall give notice of such public hearing in the manner provided in Town Law ~ 108 and that such notice shall be published and posted substantially in the following form: NOTICE OF HEARING ON PRELIMINARY BUDGET FOR THE TOWN OF QUEENSBURY FOR THE YEAR 1998 NOTICE is hereby given that the Preliminary Budget of the Town of Queensbury, County of Warren, State of New York, for the Fiscal Year beginning January 1, 1998 has been completed and filed in the Office of the Town Clerk of said Town, where it is available for inspection by any interested person at all reasonable hours. FURTHER NOTICE is hereby given that the Town Board of said Town of Queensbury will meet and review said Preliminary Budget and hold a public hearing at 7:00 p.rn. on the 6th day of November, 1997 at the Queensbury Activities Center, 742 Bay Road, Queensbury, Warren County, New York, and that at such hearing any person may be heard in favor or against the Preliminary Budget as compiled, for or against any item or items therein contained. AND FURTHER NOTICE is hereby given, pursuant to Town Law ~108 that the following are proposed salaries of the Town of Queensbury Town Officers: TOWN SUPERVISOR $ 49,130. $ 12,360. 43,560. $ 55,620. 28,645. TOWN COUNCILMAN (4) TOWN CLERK $ TOWN HIGHWAY SUPT. TOWN JUSTICES (2) $ and BE IT FURTHER, RESOLVED, that copies of the Preliminary Budget shall be filed in the Town of Queensbury Town Clerk's Office, 742 Bay Road, Queensbury, Warren County, New York, where it shall be available for inspection by any interested person during regular business hours. Duly adopted this 20th day of October, 1997, by the following vote: AYES: Mrs. Monahan, Mr. Turner, Mrs. Goedert, Mrs. Pulver, Mr. Champagne NOES: None ABSENT:None ATTORNEY MATTERS TOWN COUNSEL, MR. SCHACHNER-Noted they have prevailed in the Fuller Road case. Spoke to the board regarding Open Forum noting there is nothing he can find where it says when open forum has to happen and when people are, are not allowed to comment. Spoke to the board regarding improvements to Birdsall Road noting he will be sending a memo asking the board for guidance regarding this road. COMMITTEE REPORTS COUNCILMAN MONAHAN-Questioned status ofletter received from Mr. Edwards, Ledgeview Drive regarding the five mile per hour zone on the lake? EXECUTIVE DIRECTOR, MR. GORALSKI-Spoke with DEC noting they will place the buoys,. Need a letter from the Town saying where the buoys should go. Recommended doing this in resolution form. COUNCILMAN TURNER-Noted he will need a resolution regarding a light in front of the Adirondack Manor for next regular meeting, awaiting quote. COUNCILMAN MONAHAN-Spoke to the board regarding members of Planning Board and Zoning Boards attending seminars noting they should be attending these. LAKE GEORGE STORMW ATER DRAFT Discussion held regarding amendments to the Lake George Park Commission Stormwater Regulations. Executive Director, Mr. Goralski noted the first step is for the Town to adopt a plan. The second step is for the Town to adopt Stormwater Regulations. At the point where they have completed the draft ready to hold a public hearing, noting cannot do this until the Lake George Park Commission adopts their amendments to their regulations. Town Board went through amendments. Supervisor Champagne noted he would like these to be put on hold. The Board of Supervisor passed a resolution requesting that the Lake George Park Commission extend their input period for one more year. Executive Director, Mr. Goralski noted it is a good idea to have a Stormwater Management Plan for the areas in the Town near Lake George. The Board could adopt it as a Stormwater Management Plan and ignore the Park Commission. Executive Director, Mr. Goralski recommended the board read through the plan and if they are comfortable with the recommendations and policies of the plan then they could adopt it as the Town of Queensbury's Plan for Stormwater Management in the Lake George area, noting the board should hold a public hearing to get some input. Supervisor Champagne noted the board should hold a informational meeting to get better aquainted with it then come back with comments. It was the decision of the board to bring this back to the board for the first workshop in December. MOREAUWATER-HUDSONFALLS WATER Discussion held regarding contract for Moreau Water\Hudson Falls Water. Attorney Hafner spoke to the board regarding the issues of concern with the contract. (l) Five properties in Queensbury that they will have to obtain easements. (2) Purchase of Water Meters (3)Payment of Interest. Whether the Village of Hudson Falls should be responsible for the equitable contribution towards the interest on the plant. Whether it is reasonable to say instead of paying upon signing that they will pay the hundred thousand dollars that is due at signing within fifteen days of receiving the money from New York State. (4) River Street Line upgrade. After further discussion no action was taken. PENFLEX - ANNUAL REPORT Discussion held with representative from Fire Companies regarding Annual Report for Penflex regarding their firefighter service award prograrn. DISCUSSION HELD Discussion held regarding the Town plowing of County Roads. Controller Mr. Hess noted his concern with the cost to replace equipment. After further discussion it was the decision of the board to contact Highway Superintendent Mr. Naylor noting they will go with the program for one year. DISCUSSION HELD Supervisor Champagne spoke to the board regarding the bridge crossing for the sewer pipe noted the School Board voted it down. Councilman Goedert spoke to the board regarding the Recreation Survey noting her concern with sending a survey out to occupant or current resident and that the Town Board is not listed on it. After further discussion it was the decision of the board to bring this back to workshop at a later date. Councilman Goedert spoke to the board regarding phone lists received from the Community Development Office noting that she does need a list like this, but would like to see a list of projects that come from their office. Councilman Monahan noted this could be discussed at a Planning Meeting. RESOLUTION ENTERING EXECUTIVE SESSION RESOLUTION NO. 407, 97 INTRODUCED BY: MRS. CONNIE GOEDERT WHO MOVED FOR ITS ADOPTION SECONDED BY: MRS. CAROL PULVER RESOLVED, that the Town Board of the Town of Queensbury hereby adjourns from Regular Session and moves into Executive Session to discuss personnel. Duly adopted this 27th day of October, 1997, by the following vote: Ayes: Mrs. Monahan, Mr. Turner, Mrs. Goedert, Mrs. Pulver, Mr. Champagne Noes: None AbsentNone RESOLUTION ADJOURNING EXECUTIVE SESSION RESOLUTION NO. 408, 97 INTRODUCED BY: MRS. CONNIE GOEDERT WHO MOVED FOR ITS ADOPTION SECONDED BY: MRS. CAROL PULVER RESOLVED, that the Town Board of the Town of Queensbury hereby adjourns from Executive Session and moves back into Regular Session, and BE IT FURTHER RESOLVED, that the Town Board hereby adjourns its Special Meeting.
