MTG. #56 RES. 443-446 TOWN BOARD MEMBERS PRESENT SUPERVISOR FRED CHAMPAGNE COUNCILMAN BETTY MONAHAN COUNCILMAN THEODORE TURNER COUNCILMAN CONNIE GOEDERT COUNCILMAN CAROL PULVER SUPERVISOR CHAMPAGNE-OPENED THE MEETING 1.0 RESOLUTIONS NONE 2.0 ATTORNEY MATTERS NONE 3.0 COMMITTEE REPORTS NONE 4.0 PLANNED DISCUSSIONS: 4.1 MANAGEMENT PLAN FOR HUDSON POINTE PRESERVE WITHDRAWN 4.2 MOREAU WATER-Town Counsel Hafner presented the Town Board with an updated contact, to be reviewed by the Town Board 4.3 BIRDSALL ROAD-Discussion held by the Town Board-Board agreed that more study is needed. RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 443.97 INTRODUCED BY: Mrs. Carol Pulver WHO MOVED FOR ITS ADOPTION SECONDED BY: Mrs. Betty Monahan RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to discuss Litigation-AMG. Duly adopted this 8th day of December, 1997 by the following vote: AYES: Mrs. Monahan, Mr. Turner, Mrs. Goedert, Mrs. Pulver, Mr. Champagne NOES: None ABSENT: None RESOLUTION ADJOURNING EXECUTIVE SESSION RESOLUTION NO. 444.97 INTRODUCED BY: Mrs. Connie Goedert WHO MOVED FOR ITS ADOPTION SECONDED BY: Mrs. Carol Pulver RESOLVED, that the Town Board of the Town of Queensbury hereby adjourns its Executive Session and moves back into Regular Session. Duly adopted this 8th day of December, 1997 by the following vote: AYES: Mr. Turner, Mrs. Goedert, Mrs. Pulver, Mrs. Monahan, Mr. Champagne NOES: None ABSENT: None 4.4 GLEN LAKE WATERSHED MANAGMENT PLAN Draft plan submitted to the Town Board by the Glen Lake Technical Advisory Committee... requested that the board take action on the document... wish to bring ACC into the project as volunteers in January. . . need for education, on going monitoring of the lake and regulations attacking water quality that is where we are coming from. . . the concern of the committee is that this plan in shelved and never looked at again.. Councilman Goedert-complimented the committee for a document that is easy to read and understand.. . Director Gorlaski-Ifthe Town Board is comfortable with this plan, you can pass a resolution of support for this watershed plan outlining that the Planning Board, Zoning Board and Community Development Dept. consider the guidelines set forth in this document when making decisions on projects within the watershed... .the Environmental Committee is a body which could be responsible for the ongoing surveying and monitoring work. . . other parts of the resolution could say that this plan in conjunction with other management and comprehensive plans should be consider when there are rezoning decisions whether site specific or comprehensive basis. . . . use these plans as guidelines to make sure the zoning ordinance is appropriate... ... Councilman Monahan-noted that we should come up with a best management practices standards... Councilman Elect Merrill-What we will be proposing next year is to document the best practices for town wide guidelines with pre-engineered systems and so forth so we have a management practices.. . noted that the Environmental Committee has been presented with the document and have been complimentary ... suggestion was made to have a subcommittee made up of members of the Environmental and Glen Lake committees to report to the Environmental Committee on water shed management plan. . . questioned raised, at the meeting of December 15th will there be a resolution of the Town Board endorsing the plan to be used as a planning tool, guide line... ?.. (Board agreed to have resolution, requested that the committee be present at the meeting) 4.5 TELECOMMUNICATION TOWERS- Director of Community Development John Goralski reviewed the changes with the Town Board, (term tall structure to be defined) it was agreed that a resolution will be forth coming at the December 15th meeting. 4.6 MOBILE HOME LOCAL LAW Discussion held: decision of Town Board to have a fee of $10.00 perlot per year up to $100 per year maXImum. . . 5.0 TOWN BOARD MEMBER MATTERS NONE RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 445.97 INTRODUCED BY: Mrs. Carol Pulver WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Theodore Turner RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to discuss CSEA Negotiations and Non Union Salaries.
