' BOARD MEMBERS PRESENT STEPHEN BORGOS-SUPER VISOR MARIL YN POTENZA-COUNCILMAN RONALD MONTESI-COUNCILMAN BETTY MONA HA N-COUNCILMA N BOARD MEMBER ABSENT GEORGE KUROSAKA-COUNCILMAN TOWN ATTORNEY PAUL D USEK TOWN OFFICIAL Paul Naylor, Kathleen Kathe RESOLUTION MAKING DETERMINATION OF NO SIGNIFICANT ENVIRONMENTAL IMPACT OF PROPOSED INSTALLATION OF GASOLINE STORAGE TANK AND ASSOCIATED PIPES AND OTHER APPARATUS FOR STATE POLICE SATELLITE OFFICE RESOLUTION NO. 223, 1990, Introduced by Ronald Montesi who moved for its adoption, seconded by Marilyn Potenzo. WHEREAS, the Town Board of the Town of Queensbury is desirous of contracting for the installation of a gasoline storage tank and purchase and installation of other associated pipes and apparatus for the New York State Police Satellite Office located on Aviotion Rood, Town of Queensbury, and WHEREAS, the proposed project is an unlisted action under the New York State Environmental Quality Review Act (hereinafter "SEQRA"), and WHEREAS, a Short Environmental Assessment Form pertaining to the project has been presented to the Board, and WHEREAS, the Town Board has considered the Short Environmental Assessment Form, NOW, THEREFORE BE IT RESOLVED, that: 1. the project is subject to review under the State Environmental Quality Review Act; 2. a federal agency is not involved; 3. there are no other state or local agencies involved; 4. the project is on unlisted; 5. the preparation of a Short Environmental Assessment form is satisfactory for the review of the project pursuant to SEQRA; 6. it is hereby determined that the project will have no significant environmental impact; 7. the Town Supervisor is hereby authorized and directed to execute and file, if necessary, a negative declaration indicating that the project will have no significant adverse environmental impacts. Duly adopted this 5th day of April, 1990, by the following vote: Ayes: Mrs. Potenzo, Mr. Montesi, Mrs. Monahan, Mr. Borgos Noes None Absent: Mr. Kurosoka RESOLUTION AUTHORIZING ADVERTISEMENT OF BIDS FOR THE INSTALLATION OF GASOLINE STORAGE TANK AND ASSOCIATED PIPES AND OTHER APPARATUS FOR 282 NEW YORK STATE POLICE SATELLITE OFFICE RESOLUTION NO. 224, 1990, Introduced by Ronald Montesi who moved for its adoption, seconded by Marilyn Potenza. WHEREAS, the Town Board of the Town of Queensbury, as part of the construction project for the New York State Police Satellite Office located on Aviotion Road, Town of Queensbury, is desirous of contracting for the installation of other associated and necessary pipes and apparatus as more specifically identified in bidding documents presented at this meeting, and WHEREAS, pursuant to Section 103 of the General Municipal Low, it is necessary to advertise for bids and award the said proposed contract to the lowest responsible bidder meeting New York State Statutory Requirements, and the requirements set forth in the bid documents presented at this meeting, NOW, THEREFORE BE IT RESOLVED, that an advertisement for bids for the installation of said gasoline storage tank and purchase and installation of other associated and necessary pipes and apparatus at the site of the building to house the New York State Police Satellite Office, be published in the official newspaper for the Town of Queensbury and that such advertisement indicate that bids will be received at the Office of the Town Clerk of the Town of Queensbury, at any time, until, but not later than April 18th, 1990, at 2:00 p.m., and that the bids will be publicly opened and read at 2:05 p.m., by the Town Clerk of the Town of Queensbury, and such advertisement shall indicate that the Town Board of the Town of Queensbury shall have the right, at its discretion, to reject all bids and re-advertise for new bids as provided by the laws of the State of New York, and BE IT FURTHER RESOLVED, that Darleen M. Dougher, Town Clerk of the Town of Queensbury, is hereby authorized to open all bids received at the office of the Town Clerk of the Town of Queensbury, at 2:05 p.m., April 18th, 1990, read the some aloud, and make record of the some as is customarily done, and present the bids to the next regular or special meeting of the Town Board of the Town of Queensbury. Duly adopted this 5th day of April, 1990, by the following vote: Ayes: Mrs. Potenza, Mr. Montesi, Mrs. Monohon, Mr. Borgos Noes: None Absent: Mr. Kurosako Paul Naylor, Highway Superintendent discussed with Board the possible realignment of Cronin Road near bridge. RESOLUTION HIRING RIST FROST ASSOCIATES, PC RESOLUTION NO. 225, 1990, Introduced by Marilyn Potenzo who moved for its adoption, seconded by Ronald Montesi. WHEREAS, the Town of Queensbury is presently completing the installation of a culvert bridge on Cronin Road to replace a previously existing bridge, and WHEREAS, the Highway Superintendent, Paul H. Naylor, has advised that, as part of the reconstruction of the bridge, it is also necessary to reconstruct and realign portions of the highway leading to the bridge, and WHEREAS, the Highway Superintendent has advised that it would be preferable to realign and re-design a portion of the highway leading to the bridge, and WHEREAS, the said Highway Superintendent has also advised that it will be necessary to --- secure engineering services to study, make recommendations and design plans for the realignment and/or reconstruction of the road leading to the bridge, and WHEREAS, Rist Frost Associates, PC have been previously retained as the engineers for the Town of Queensbury and have offered to perform the services at o cost not to exceed $7,850.00, NOW, THEREFORE BE IT 283 RESOLVED, that the Town Board of the Town of Queensbury hereby retains the services of Rist Frost Associates, PC to complete the work involving Cronin Road, as previously described, at an amount not to exceed $7,850.00, and BE IT FURTHER RESOLVED, that the services of Rist Frost will be paid for from Account No. H531655720473. Duly adopted this 5th day of April, 1990, by the following vote: Ayes: Mrs. Potenza, Mr. Montesi, Mrs. Monahan, Mr. Borgos Noes: None Absent: Mr. Kurosoko RESOLUTION TO APPROVE SPECIAL AUDIT OF BILLS RESOLUTION NO. 226, 1990, Introduced by Betty Monahan who moved for its adoption, seconded by Ronald Montesi. RESOLVED, that the abstract appearing on April 5th, numbered 90-1705 and totaling $1395.00 be and hereby is approved. Duly adopted this 5th day of April, 1990, by the following vote: Ayes: Mrs. Potenza, Mr. Montesi, Mrs. Monahan, Mr. Borgos Noes: None Absent: Mr. Kurosoka Discussion held regarding drainage system for Colonial Court, Town Board resolved to have Town Attorney prepare formal resolution for next Town Board meeting.
