Resolutions 1. SEQR 2. PBR decision Project Description Applicant proposes to maintain and expand an outdoor storage area for Barrett vehicles rented and owned. The site and building business includes Hertz Rental and TowAway that has auto sales and service for vehicles. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, outside storage shall be subject to Planning Board review and approval. Staff Comments  Location-The project site is located at 437 Dix Avenue at the corner of Dix Ave and Ridge Road.  Arrangement- The site has an existing 1 story 4,819 sq ft for the existing business of Hertz Rental and Tow/Away Auto sales and service business and to have exterior storage for the businesses owners property on the site. This would include a designated area for storage of the owners business equipment and vehicles  Site Design- The plans indicate there is an area on the west side of the property currently in use and the owner wishes to maintain to be used for storage of the business owners equipment and vehicles. A fence is to be installed along the north property line 8ft in height with a 53 ft wide area of natural vegetation area no storage area. The new storage area is about 19,265 sq ft.  Building – There are no changes proposed for the building. The applicant has indicated the business uses in the building including Tow/Away office and garage space, then Barrett Office Space and Garage space. The applicant has been informed by the Fire Marshal the Barrett Office space requires review by building and codes and Fire Marshall for use.  Signage-The applicant has explained the signage on site will be cleaned up to be compliant with Chapter 140 sign ordinance –Corner parcel is allowed two wall signs at 30 sq ft and one free standing sign at 45 sq ft.  Traffic- The applicant has indicated there are 41 parking spaces on the site and the new outside storage would accommodate an additional 75 parking spaces. The applicant has used business service in place of auto service and sales in turn the calculation will need to include 1 space per 500 sq ft of service area.  Grading and drainage plan and Sediment and erosion control- the applicant has indicate there is to be site grading in the area of the area to be maintained as outside storage. The plans show the drainage is to flow from the new storage area east to a drainage swale intercept then be directed to a drainage basin to the north. Silt fence is shown near areas to be disturbed. Chazen has been provided with the plans for review.  Landscape plan – The plans show new landscaping along Dix Avenue in front of new storage area and new plantings along the wastewater system.  Site lighting plan –The plans show five new future light poles around the new storage area. The applicants plans to be revised to show the existing light fixtures on the site and on the building.  Elevations – the project is to maintain an existing outside storage area and to improve the area to accommodate 75 parking spaces for equipment, vehicles of the business Barrett Auto. No elevations of the building were provided.  Floor plans –The applicant has provided the outside storage detail and the building interior for the uses in the building and on the site. The applicant has been informed the Barrett Auto business will need review by the Fire Marshall and Building and Codes as no permit has been applied for. The Floor Plans do not have a label for Hertz versus Barrett Auto –clarification will need to be provided.  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, o The waivers requested–Staff would request additional information on site lighting ie light fixture and pole height. o The applicant had indicated the following items as not applicable and staff would suggest additional information be provided: Signage –plans should be updated to reflect proposed and current signage on the site; Snow removal –locations should be designated for snow removal; Interior alterations – plans should note if there are any changes to interior of the building for the uses; o Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan application to maintain an outside storage area and to improve such area with grading and drainage plan to store the business owner’s equipment and vehicles. The project also includes the interior use of the businesses inside the building. Board Discussion Items: The follow items should have further discussion: o Uses on the site and in the building – clarification on the plans about the businesses in the building (narrative describes rentals and plans only list Barrett Auto) o Site Lighting and Building lighting –what and where fixtures are existing on site and building o Signage –what is the existing signage and the proposed signage noting this lot is a corner lot o Snow removal – a location on the site should be noted for snow storage st Meeting History: 1 Meeting; - 2 -
