1998-07-30 SPECIAL TOWN BOARD MEETING JULY 30, 1998 4:00 P.M. MTG.#38 RES. #290-291 TOWN BOARD MEMBERS SUPERVISOR FRED CHAMPAGNE COUNCILMAN RICHARD MERRILL COUNCILMAN THEODORE TURNER COUNCILMAN DOUGLAS IRISH COUNCILMAN PLINEY TUCKER MR. JIM COUGHLIN - LANDFILL SUPT. MR. MATT STEVES, VANDUSEN AND STEVES LAND SURVEYORS DISCUSSION: C&D Landfill at the Ridge Road site. COUNCILMAN MERRILL-Reviewed the proposal... noted there is a commercial site near this location predicted to be filled within a year... this is a service needed in the area. Noted there is a C&D site in Lake George.. looking for options. . . we have the site, equipment and management, we might have better control over what goes in there, there have been complaints at the existing site, odors...if the town were managing it we could manage the odors. We need to explore this. . . COUNCILMAN IRISH-Questioned if the site in Lake George is town owned? COUNCILMAN MERRILL-Yes. Concerned if the service is not provided there, there could be illegal dumping. . .. it could be a good revenue source. COUNCILMAN IRISH-With the job Mr. Coughlin has done, we have the administrative part in place... COUNCILMAN TURNER-The Town looked into this two years ago... COUNCILMAN TUCKER-This will require State approval from DEC, and the Town will have to have public hearings. COUNCIMLAN IRISH-Questioned if there would have to be a referendum? (Board no.) MR. STEVES-If you stay within three acres or under it is a fairly simplified permit application with DEC, when you get larger you will need containment barrier layers, sump pumps and leachite equipment, geo membranes undeneigth the site, very complicated. COUNCIMLAN IRISH-If we were to chip everything that comes in how much more could we get in? COUNCILMAN TURNER-That is a different scenario. SUPT. COUGHLIN-You cannot do that..noted we have a place for the brush ...on 149 at the County Line, he has a permit for it. MR. STEVES-Spoke to the Board about the proposed site, showing maps of the area... total area including the slope is approximately three and a half acres, containment area two point nine seven acres. There is a set form to closing the C&D landfill. Will have cost on this, you will have to put in a sub material down, they specify the type of material... the cover material the Town may have. SUPT. COUGHLIN-Noted that O'Connor has the base material needed... MR. STEVES-Spoke about the agreement between the Town and O'Connor 50' buffer between properties. .. an agreement has been signed making this nul and void. COUNCIMAN IRISH-Questioned the run off. MR. STEVES-It is a barrier material being used... There may be a need for a monitoring well..etc. I can give you a check list of what materials will be needed and how much will be required. COUNCILMAN MERRILL-Questioned if this will impact ground water flow or surface flow? MR. STEVES-Not in this area. SUPERVISOR CHAMPAGNE-Over the course of five years, whatever it takes to fill this up, the towns investment today plus the cover material, labor, equipment and cost it out so that our return is going to be we invest forty percent we get a sixty percent return on our forty percent to balance at one hundred percent. COUNCILMAN MERRILL-Noted we are getting some productive use out of this area.. COUNCLMAN TUCKER-This is a service that you have to provide and if you try to spot is somewhere else in the town you are going to have some fun. COUNCILMAN IRISH-Nothing can ever happen on the dump that we closed, nothing can ever be developed there? SUPERVISOR CHAMPAGNE-There are some communities that have ski slopes.. COUNCILMAN IRISH-Can you have building. (Board No.) COUNCILMAN IRISH-Passive recreation, if you fill this you can incorporate it. (Board Yes.) COUNCILMAN TUCKER-Questioned if the income from this could be used for special projects throughout the town, Mr. Hess is looking at this. . . SUPT. COUGHLIN-We are now open Tuesday, Thursday and Saturday, if this project is opened it will have to be in operation Tuesday through Saturday, that will expand the operation payroll wise.. SUPERVISOR CHAMPAGNE-If this is a go then do we say VanDusen and Steves, Nace we have got to have an engineering stamp on this when we go for the permit, has Nace done any of these before? MR. STEVES-Indicated that you will have to have an engineering stamp and yes, Mr. Nace has done these before. Leon and I have also done some, we have done the last four mining plans for the town, we have the ... within our house we can do the same, I would like to have Tom's review for the infiltration and the storm water and the monitoring standpoint which makes a little quicker run through, through DEC. SUPERVISOR CHAMPAGNE-You take care of the permitting process, meet with DEe. MR. STEVES-Yes. I come back to you with the permit in hand. COUNCILMAN IRISH-You have surveyed this as ofa couple of years ago? MR. STEVES-I have updated it Nov. 5th 1997 and 1/15/98 to finalize it for the mining permit. COUNCILMAN IRISH-What further costs does the Town have with.. MR. STEVES-Interior design work, no field work whatsoever... COUNCILMAN IRISH-Questioned what the cost will be? MR. STEVES-I will give you an exact scope of work and what the cost will be including Tom's. COUNCILMAN IRISH-Questioned the bidding on material. MR. STEVES-I will give you the cost estimate. SUPERVISOR CHAMPAGNE-Bidding specifications will be there to? MR. STEVES-Yes. Discussion on the Mclaughlin C&D pit... Supt. Coughlin-once he gets done through 1999 he will have used up his three acres if he gets that far.. COUNCILMAN IRISH-It takes a year or so to get through the permitting process? MR. STEVES-You are about a month and a half ahead of the game with what is already done, you are looking at four to five months.
