EMERGENCY PROCEDURE PLAN Revised APRIL 2018 Please read this emergency procedure plan and familiarize yourself with the location of evacuation exits, pull alarm boxes and the layout of the building. EMERGENCY PROCEDURE PLAN: For the purpose of this plan, emergencies will be considered: 1.Fire 2. Smoke (smell or sight) 3.Odor of gas 4. Bomb Threat 5. Any life threatening situation The purpose of this plan is to detail a procedure to follow in case of emergency. 1. FIRE In case of a fire in a common area,you will hear the alarm ring throughout the building and fire doors will close.. You will see strobe lights flashing in your apartment, hallways and common areas. Activation of an apartment alarm (smoke detector) does not automatically trigger the main alarm. If you see a fire and do not hear a main alarm for any reason, please pull the closest fire alarm pull station located in the hallways, offices and common areas. Once you hear an alarm or see a strobe light flashing,please remain calm and stay in your apartment. We now have a "stay in place" policy. If you visibly see the fire is near your apartment or you smell smoke near your apartment,please exit the building immediately as it is more dangerous for you to walk through smoke to get back to your apartment. If you hear the main alarm and you are in the common areas (the lobby,the downstairs dining spaces)please remain where you are.If you are in the hallway,it is preferable that you return to your apartment, but if you are closer to the lobby or downstairs dining area, please go to either of those areas. Those 3 spaces, your apartment, the lobby and downstairs dining areas are the ONLY place you are permitted to be in the building in case of an emergency. Emergency personnel will know to look for you there in an event. No resident is permitted to be wandering the hallways or other areas not permitted during a main alarm signal. Always familiarize yourself with multiple exits near your apartment so that if one is blocked for any reason, you have a second way to get out. You cannot use the elevator during a main alarm signal. Cedars will no longer use any kind of roll call system. We will expect that you are in your apartment or in the designated common areas and if you are in any kind of danger, emergency personnel will respond to your area and do what is necessary. You are required to comply with emergency personnel instructions at all times. If a full evacuation of the building is necessary,please go to the concrete pad in building one,or the garden area in building two. You are NOT permitted to re-enter the building unless the property manager, maintenance supervisor or the fire department chief informs you to do so. Please keep calm at all times and do not run out of the building. Vehicles are not to be moved unless otherwise directed during an evacuation. All apartments and common areas are equipped with smoke detectors. When a smoke detector goes off in your apartment, you can open the window to let smoke out if it is minor in nature. If in doubt,always call 9-911.If you open your door and smoke goes out in to the hallway, it will trip the main alarm and dispatch the fire department. If one smoke detector is going off in your apartment, it will not dispatch the fire department, but you should always call 9-911 if in doubt of the severity of the event. 2. Smoke (Smell or Sight) Apartment While you enjoy the safety of your apartment with a state of the art fire alarm system, there is always a possibility of a mechanical or electrical failure with the equipment or devices. Be alert. Be aware of the potential dangers before they become life threatening situations. If you see or smell smoke in your apartment,please pull the nearest fire box lever and then call 9-911. Upon hearing the alarm,please identify where the smoke is coming from.Prior to opening any door during a fire emergency, feel the door with the back of your hand for radiant heat. If the door is hot or warm, do not open the door! If the smoke is coming from the hallway and entering your apartment under the door, do not open the door, please put a wet towel at the bottom of your door to prevent smoke from entering. Call 9-911 immediately and alert them of the problem. They will give you direction. Please do NOT try to open your apartment door. Smoke=Fire! Smoke is an emergency Smoke kills more people every year than fire does, which is why we have a stay in place policy. If smoke is building in your apartment, please exit your apartment immediately,pull the fire alarm and shut your apartment door. Do not lock your door, but take your keys with you. 3. Odor of Gas Call 9-911 immediately and exit the building. 4. Bomb Threat Any person who receives a bomb threat must try to obtain all the information from the caller such as exact wording of the message and as much information about the caller as possible including age, sex, accent and state of nerves. While taking the call, get someone else to call 9-911. Keep the caller on the line as long as possible and ask the caller to repeat the message. If the caller does not provide the location of the bomb or the time of possible detonation, the person reciving the call must ask the caller to provide this information. It is imperative to notify the caller that the building is occupied and the detonation of a bomb could result in death or serious injury to many innocent people. Pay particular attention to any strange or peculiar background noises such as motors running,background music or any type of noise that may give information as to the location of the caller. Upon conclusion of the call, dial 9-911 immediately, and then alert the office at 518-832-1700. 5. Any life-threatening situation In case of a life-threatening situation, call 9-911 for police response immediately. They will give you instructions on what to do. Life threatening situation may include but are not limited to: *Vandalism *Stalking *Violent Acts *Criminal Acts or Suspected Criminal Activity *Trespassing, including if someone forces their way past you to get into the building without permission *Health and Well-Being Issues *Disturbances Dial 9-911 and the dispatcher will give specific instructions on how to proceed. Details of Some Systems In Place at Cedars: Emergency Pull Cord System Each apartment has two emergency pull cords, one in the bedroom and one in the bathroom. To activate the personal emergency call system,pull down on the cord. If an emergency call is placed form any apartment, the central dispatch station will receive the call and notify Queensbury Rescue who will then respond to the call. Due to liability issues, Cedars personnel is not permitted to offer emergency medical services. The only people that will come to your aide are professional emergency personnel. Each ambulance company that responds has keys to get into both building and a key to access your apartment in a secure lock box on the ambulance truck.The alarm system will tell them which apartment and building you are in. Despite extensive testing of our emergency systems and equipment, it is always better to call 9-911 directly than to rely on technology. Smoke Detectors Each apartment has at least one smoke detector that is directly wired into the electrical system and has a battery backup in case of an electrical outage. The smoke detectors are tested annually by an outside vendor. If a battery needs to be replaced, a soft intermittent "chirp" will be emitted from the detector. If this occurs, please complete a service Request Form immediately and leave it at the office. If there is a fire and your smoke detector goes off, leave your apartment immediately and CLOSE THE DOOR BEHIND YOU. Go to the nearest exit to vacate the building. If your smoke detector goes off because of burnt toast or some other extraneous smoke, the Queensbury Fire Department will not automatically be notified. The smoke detector will automatically stop beeping when the smoke is clear. Open your window to let the smoke out. Do not open your apartment door as the smoke will go into the hallway and may cause the main alarms to go off. Please open your windows and turn on all exhaust fans, such as the one over your stove and in your bathroom. EMERGENCY TELEPHONE NUMBERS There is no nurse or medical personnel on call at Cedars.
