1999-08-05 SPECIAL TOWN BOARD MEETING AUGUST 5, 1999 2:00 p.m. MTG.# 25 TOWN BOARD MEMBERS PRESENT SUPERVISOR FRED CHAMPAGNE COUNCILMAN RICHARD MERRILL COUNCILMAN THEODORE TURNER COUNCILMAN DOUGLAS IRISH ABSENT COUNCILMAN PLINEY TUCKER TOWN CONTROLLER-HENRY HESS TOPICS COVERED PURCHASING AND FLEET MANAGEMENT Discussion held regarding the Purchasing Procedures. . . standardize procedure and being consistent. . . bidding procedure, emergency purchases, professional services, bulk buying, group buying, uniform specifications. . . also the policy will recognize the encumbrance procedures. . . voucher approval and payment process. . . would like to accept the new procedures at the next regular meeting., Controller Hess noted that Town Counsel has reviewed the document and it works fine for them.. discussion was held- Purchasing Director will maintain file of supplier performance. . . discussion was held regarding requisition vs. purchase order; Departments will place a requisition into the Purchasing Dept. and that department will generate the P.O. ... FLEET MANAGER-CENTRAL FLEET MANAGEMENT Controller Hess-Reviewed the Fleet Manager, purpose and scope of the central fleet management... this is the document that puts this formally into place. .. Councilman Irish, suggested that a standardized list of options be established for vehicles. . . Controller Hess-that would be procedural. . . Discussion held regarding decals. . . it will be the responsibility of the Fleet Manager to ensure that proper identification is placed. . . Discussion of color. . . fleet color. . . . Highway- Yellow, Water- Blue, Wastewater- Blue, everything else white... reviews the size of fleet, transfer between department takes Supervisor's approval, establishes the management of the fuel inventory. . . AUCTION Controller Hess-regarding Landfill vehicle to be sold at auction no minimum bid was set questioned if the board wanted to pull or let it go in the auction... .Board agreed to let it go in the auction... F AMIL Y LEAVE ACT Controller Hess-Discussed with the Town Board the Family Medical Leave Act policy... eligible employees are entitled to twelve work weeks of job protected payor unpaid leave... defined the qualifying events.. . reviewed the procedures in the law.. . reviewed how this will work with Workmen's compensation, Disability absences, paid leave. .. will have a resolution regarding this proposed policy at the next regular Town Board Meeting. Councilman Irish and Councilman Turner, discussed catch basins on Kiley Lane. . . Councilman Irish-discussed catch basin on Sylvan and Potter.. . individual said water was running into his house. . Supervisor Champagne-spoke to the board regarding Lumbeljacks tickets. . . agreed to give them to the Recreation Dept. to disperse.. Talked to Association of Town regarding sidewalks, noted other areas have the same situation, noted if we do nothing we are looking at insurance suits... Spoke on having the landowners maintain the sidewalks, Councilman Irish-we are going to wind up doing the clean up and maintenance of it and you will have to charge it to them. . . Discussed the establishment of sidewalk districts.. . Councilman Merrill-If we will need equipment we will have to act soon, Councilman Turner- have requested the Deputy Highway Supt. to get quotes on snow removal machines. . .
