Parcel History: SP 61-2007 Construction of Walmart; SV-9-2017, SP 59-2017; __________________________________________________________________________________________ Requested Action Recommendation to the Zoning Board of Appeals for the proposed installation and replacement signage that is in excess of the number of signs allowed. Resolutions 1. Recommendation Project Description Applicant proposes to install a 1,296 sq. ft. canopy structure with a fabric cover for a pickup service for Walmart. Project involves interior renovations and exterior renovations. Project includes replacement of existing signage and new signage. Project includes specific signage for Online Grocery Pickup including pavement area signage. Pursuant to Chapter 179-3-040 & 179-9-120 of the Zoning Ordinance, updating façade, signage and new pickup service area shall be subject to Planning Board review and approval. Variance: Relief is sought for number of signs. Planning Board shall provide a recommendation to the Zoning Board of Appeals. Staff Comments  Location-The project site is located at 24 Quaker Road.  Arrangement-The site has an existing 153,943 sq ft building on 33.27 parcel  Site Design-the applicant proposes a 1,296 sq ft canopy placed at the north side of the building. In addition, there is to be new stripping in the parking area direction customers to the pick-up area. The plans also include new signage on the building replacing the existing signage and adding new wall signage for pick up.  Building -The plans show an interior alteration in the area of the pick up- to include additional storage for grocery items, the area already contains coolers for cold/frozen items. The exterior changes include a new doorway entry that allows for employees to bring grocery’s to the pick-up canopy area. In addition, the applicant proposes pharmacy pick up in this area as well. All other non-grocery items are picked up within the store-alterations of the interior are to be reviewed by building and codes.  Signage- o Front Sign Walmart with Spark 220 sq ft –remains the same o New Grocery and Pharmacy -51.70 sq ft reduced to 40.80 sq ft ( was Market and Pharmacy) o Home and Living -31.23 sq ft reduced from 35.74 sq ft o Pick Up with spark -38.69 sq ft –New Sign o Lawn and Garden -29.14 sq ft reduced from 39.35 sq ft (was Outdoor Living) o Vision Center -7.42 sq ft –New Sign o Recycle -4.84 sq ft –remains the same  Site conditions-The applicant’s plans show the location of the new canopy area and new pavement signage.  Traffic- The applicant has indicated the project site requires 693 parking spaces and existing on the site prior to the canopy is 781 spaces. The proposed number of spaces including the canopy is 777 spaces. The spaces under the canopy are larger so the delivery has adequate space to access the vehicles.  Grading and drainage plan, Sediment and erosion control – no changes are proposed  Landscape plan –no changes are proposed  Site lighting plan –no changes are proposed  Utility details – no changes are proposed  Elevations- the applicant has provided elevations of the new canopy and building elevations  Floor plans –the applicant has provided a floor plan showing alterations for the pick-up area  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, j. stormwater, k. topography, l. landscaping, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as the applicant proposes no changes to the site conditions that would be effected by the online grocery pickup, façade signage, or pavement markings.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Nature of Variance The applicant proposes seven walls signs where the SV1-2009 granted 5 wall signs. The applicant request to have two additional signs and update the existing ones.
