HENRY HESS-COMPTROLLER MEMBERS OF THE ENVIRONMENTAL COMMITTEE 1.0 EXECUTIVE SESSION RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 310.2000 INTRODUCED BY Mr. Theodore Turner WHO MOVED FOR ITS ADOPTION, SECONDED BY: Mr. Daniel Stec RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to discuss Litigation. Duly adopted this 31st day of July, 2000 by the following vote: AYES: Mr. Martin, Mr. Turner, Mr. Stec, Mr. Brower NOES: None ABSENT: None Town Supervisor Brower requested that Mr. Chris Round join the Board for the Executive Session. Duly adopted this 31st day of July, 2000 by the following vote: AYES: Mr. Turner, Mr. Stec, Mr. Martin, Mr. Brower NOES: None ABSENT: None 1.2HOUSEHOLD HAZARDOUS WASTE COLLECTION DAY Environmental Committee Member George Stec presented the Town Board with a proposal for a Hazardous Waste Collection Day for the Town of Queensbury, suggested that Jim Coughlin be the liaison between the Company hired and the Town.. . noted Mr. Coughlin was here in 1991 when the previous day was held. Mr. Jim Coughlin, Landfill Superintendent -Suggested that the site for holding this collection could be in back of the Town Office Building. . . Clean Harbor from Glenmont New York. . . approximately $37.00 per household... plus $2750. Set up fee... noted he felt that this was a great thing to do for the Town and would support this clean up day. Mr. Stec-Noted the fee of $37.00 would be for ten gallons or fifteen pounds per household, noted Clifton Park has done this for six years. . . they have a reservation form to be filled out by each resident on this form it would note the number of pounds being brought in and the time being brought in, we are proposing an open door system. Councilman Martin-Noted he wanted the Town to be prepared for the worst case scenario.. . suggested that we set up a publication budget for this project so it can be properly publicized. Mr. Jim Coughlin, Landfill Supt.-Suggested to have the Waste Day in May 12th...from 8:00 am to 3:30 pm ... suggestion made to also collect batteries and propane tanks that the Town will collect at the site and bring those to the transfer station for disposal. . . Mr. Stec-Requested that this be in the 2001 budget... Supervisor Brower-Suggested that twenty five thousand dollars be budgeted for this project. Discussion held regarding a grant for the project, will need a resolution to submit application ... Supervisor Brower-Thanked the Committee for their efforts... 1.3 South Queensbury/Queensbury Avenue Sewer District Report-Tom Jarrett Engineer Tom Jarrett-Spoke to the Board regarding the South Queensbury Sewer District-presented a draft of the sewer district report ... Description, formed to served the industrial park near the airport, there is an existing treatment plant that is proposed to be abandoned, this project would replace that. There would be a pump station and force main leading down Qsby. Avenue across Niagara Mohawk right of way to Dix Avenue to the City manhole. Houses along this route were offered the opportunity to join the district. (used maps of the area) There is an existing Warren County Sewer Dist. which is already served, that district contracts with the Washington County Dist. they are served by the existing plant that is proposed to be abandoned they will then contract with the Queensbury Sewer District to then contract to Glens Falls. The report describes the facilities that are proposed: pump station at the entrance to the airport, 6" force main to the Nimo right of way to the Glens Falls manhole, also a dry force main, third force main on the east side of Quaker Road, crossing Quaker Road to the Glens Falls manhole... mains will run on the shoulders of the road opposite the water mains. . . Councilman Martin-Questioned the size of the pipe will it accommodate build out? Engineer Jarrett-We will be able to accommodate 250,000 gallons per day... Councilman Martin-This is a great thing, we are accommodating potential industrial expansion we are also correcting an environmental problem. Engineer Jarrett-Discussed negotiations with Niagara Mohawk regarding gas lines installation along with the sewer... still under discussion. Discussed costs: Infrastructure-pump station and force main 1.6 million of costs; funding services 72,000 of ED A Grant applied to the project as would 300,000 from bond act then commitments from local municipalities including the Town and then the projected cost of the participants of the district.. . also Niagara Mohawk commitment's. .. total cost of project 1. 6 plus 528,000...2.1 million... Councilman Martin-How much is capital cost vs. buy in fee? Engineer Jarrett-The buy in fee per 31,250.00... a 1.25 a gallon... that is on the current peak flow of 25,000 we still have the outstanding issue of future capacity and what that price would be. Councilman Martin-Questioned if the Town would be lead agency? Engineer Jarrett-Yes. Reviewed the SEQRA process with the Town Board. Working with DEC and Army Corp. . .. Schedule for project, 2001 construction season. . . Requested that the Board review the project and get back to us with comments... Noted to the Board that Earltown is interested in joining the project... Supervisor Brower-Requested that copies of the proposal be given to the other interested municipalities, would like to see a final draft by Friday. . . I.4SEWER CAPACITY NEGOTIATIONS UPDATE Discussion held regarding sliding scale for sewage usage. . . small users vs. larger capacity users. . . Councilman Stec-suggested that the town look for a 400,000 gallon capacity in sewer.. . Councilman Martin-Suggested that a committee be formed of people to work and set a time frame and concluding date and if by November 15th there is not a resolution then we will take an alternative course of action, such as tie in with the Great Escape or building our own sewer plant or go to Washington County, we need to draw this to a close. . . also suggest that we employ a mediation service and have the City consent to that and have an arbitrator and get this thing resolved... Superintendent VanDusen-Noted that the current method of negotiations with the City is not working... Unknown-Suggested that the laws should be research, that are sited in the contract and research General Municipal Law regarding services provided from one municipality to another and we should meet with the water and sewer board ... Councilman Martin-Reviewed a proposal for a Regional authority... Discussion held regarding the BayBridge need for sewering.. . noted 70 homes in the area... suggested meeting between City Water and Sewer Board and the Town Board... HOUSEHOLD HAZARDOUS WASTE COLLECTION DAY Supervisor Brower-Noted an E-Mail... Bob Clements supporting the proposed collection day, noting that the cooperation with Warren County would be the way to go. . .
