Resolutions 1. Recommendation Project Description Applicant proposes construction of a 3,320 sq. ft. single family home with associated site work. The house to be constructed is located within 50 ft. of 15% slopes. The site includes grading, lot clearing for house, septic and well. The applicant has indicated for lot clearing access may come from Walkup Rd. with a temporary construction entrance. Pursuant to Chapter 179-6-060 of the Zoning Ordinance, construction occurring within 50 ft. of 15% slopes shall be subject to Planning Board review and approval. Variance: Relief is sought for setbacks in a RR 3A zone. Planning Board shall provide a recommendation to the Zoning Board of Appeals. Staff Comments  Location-The project site is located at the corner of Walkup Road and Moon Hill Road. The parcel is 1.93 ac  Arrangement- The parcel is currently vacant and slopes north to south with the proposed home to be located at the higher end of the property on the north side.  Site Design- The site is to be designed with the new home on the north side and facing Moon Hill Road. The driveway is to be u-shaped accessing Moon Hill Road.  Building – The home to be constructed is 3,320 sq ft with attached garage. The home site is within 50 ft of 15% slopes.  Site conditions-The current site is forested lands and clearing is to occur for the house, driveway area, septic, well and house construction landing.  Grading and drainage plan and Sediment and erosion control –The applicant has indicated the stormwater generated is all pitched to the rear of the home. The applicant proposes construction access from Walkup Road for tree removal for the construction area additional construction entrance is shown on Moon Hill Road. Silt fence is also shown for the house and septic area construction.  Landscape plan –The applicant proposes to maintain the existing vegetation outside of the construction area, then typical residential landscaping around the home.  Elevations –The applicant has shown an elevation drawing of the front and back of the home. This shows the garage facing the Moon Hill Road and the rear of the home facing Walkup Road.   Floor plans – The applicant has shown the interior arrangements of the rooms on each floor.  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items are typically associated with commercial projects.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Nature of Variance The applicant requests relief from the setbacks – from the west property line (Walkup Road) proposed is 64.98 ft, south property line (Moon Hill Road) 64.71 ft and the east property line 59.73 ft where 100 ft is required.
