Project involves interior renovations for items to be collected and delivered to customers outside. Resolutions 1. PB decision Project Description Applicant proposes to install a 1,308 sq. ft. canopy structure with a fabric cover for Walmart pickup service. Project involves interior renovations for items to be collected and delivered to customers outside. Exterior renovations also included to façade signage, parking areas, wall lighting, pick-up signage, new entry canopy and pavement markings for pick-up. Pursuant to Chapter 179-3-040 & 179-9-120 of the Zoning Ordinance, new commercial construction shall be subject to Planning Board review and approval. Staff Comments  Location- The project is located at 891 State Route 9 and has a secondary access on Weeks Road  Arrangement- The project site has an existing building that is 215, 447 sq ft with associated parking and signage.  Site Design- The project includes the installation of a 1,308 sq ft fabric covered steel canopy on the north side of the property near the existing loading docks. The canopy is for customers who ordered on-line grocery. The project includes updates to signage on the building, new directional signage for the grocery pickup with some interior and exterior design changes. The grocery on line parking area includes restriping 9 parking spaces for the specific area for online grocery pick-up.  Building – The existing building has an exterior change near the new grocery pick up to an existing door upgrade. The door is to have a canopy installed over it and the door operation is handled by cards for opening and closing the door. A new building mounted light also to be installed near the grocery pick up door. The interior changes for the pick-up area  Signage-The applicant proposes removal f the “Outdoor Living” (49.47 sq ft) sign and to install the “Pick- up and spark sign (41.86 sq ft) closest to the new canopy grocery pick up are of the building. In addition, the applicant is upgrading signage on the Weeks Road access point to indicate No- Truck-Traffic-on Week’s Road –Sheet SP1.1. Directional signage for pickup mounted to the wall or Canopy beams is to be less than 4 sq ft. Drawing plans show less than 4 sq ft.  Site conditions-The applicant proposes to remove 3 single stall shopping cart corrals to meet the parking requirements that were granted as part of AV 38-2003.  Traffic- The applicant has indicated the site accommodates 763 parking spaces and the project with the new grocery pick-up will maintain the 763 spaces. The canopy will cover six spaces and three spaces in the grocery pick up area will not be covered.  Grading and drainage plan, Sediment and erosion control –There are no changes to the existing site conditions.  Landscape plan –There are no changes proposed to the existing landscaping.  Site lighting plan – There is two new wall light fixture that is to be placed near the new door canopy the wall near the canopy. The canopy is to have lighting that is attached underneath the structure – fixture should be included with final plans.  Utility details – no changes to the utility connections  Elevations and Floor plans – The applicant has provided the schematics of the new canopy and color appearance of the canopy structure. Floor plans for the interior arrangement has been included to show the staging area for grocery pick up.  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, j. stormwater, k. topography, l. landscaping, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as the applicant proposes no changes to the site conditions that would be effected by the online grocery pickup canopy, signage, or pavement markings.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
