4.16 4.16 APPOINTMENTS \\ Records Clerk-Veronica Stillman-Related Language-5-6-19 RESOLUTION AUTHORIZING HIRING OF VERONICA STILLMAN AS RECORDS CLERK IN TOWN CLERK’S OFFICE RESOLUTION NO. ____________________________________________________, 2019 INTRODUCED BY: ___________________________________________________ WHO MOVED FOR ITS ADOPTION SECONDED BY: ____________________________________________________ WHEREAS, the Queensbury Town Clerk has advised that there is a vacancy in the Records Clerk position in her Department, and WHEREAS, the Town Clerk advertised for such position, reviewed resumes, interviewed interested candidates and has recommended Ms. Veronica Stillman for the position, and WHEREAS, Town Policy requires that familial relationships must be disclosed and the Town Board must approve the appointment of Town employees’ relatives, and Ms. Stillman is the wife of Deputy Fire Marshal Gary Stillman, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the Town Clerk to hire Veronica Stillman as a full-time Records Clerk in the Town Clerk’s Office effective on or about th May 13, 2019 on a provisional basis until such time as she places successfully on the Civil Service exam for the position, and also subject to the Town successfully completing a pre-employment physical and background checks as reasonably necessary to judge fitness for the duties for which hired, drug and/or alcohol screening, Ms. Stillman’s successful completion of a twenty-six (26) week probationary period and any other applicable Civil Service requirements, BE IT FURTHER, RESOLVED, that Ms. Stillman’s annual salary shall be $38,000, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Town Clerk and/or Budget Officer to complete any documentation and take such other and further action necessary to effectuate the terms of this Resolution. th Duly adopted this 6 day of May, 2019, by the following vote: AYES : NOES : ABSENT: Town of Queensbury Caroline II. The incumbent is expected to independently perform duties in accordance with established policies and procedures. Supervisors are available for consultation on unusual problems and provide instruction on new or difficult assignments. The work also requires frequent contact with the public. The work is performed under the general supervision of the County or Town Clerk or their deputies. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Operates a computer in performing some of the duties listed below; Receives,electronically scans and indexes a variety of legal documents presented for filing and processing; Retrieves documents from files,makes true and certified copies and extracts information; Assists the public in locating records and documents in current files or archives; Compares original materials with copies and/or indexes,lists,etc.to insure accuracy; May assign and fill in book and page numbers of instruments to be filed; Returns documents to owners after processing,when necessary; Files cards and processes various legal documents, often devising categories or otherwise determining where and in what order to file; Assists in organizing or installing new filing systems and sets up records; Receives and stores inactive records from county or town departments; Oversees the destruction of obsolete records according to State Education Department guidelines; Operates copiers,scanners, computers,calculators,fax machines or other office equipment; May prepare periodic reports of personal or departmental activities for internal use or to meet state or federal requirements; May assist in preparing grant applications relating to records department operations and maintenance; May assist in other clerical activities related to normal operations of the County or Town Clerk's office. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of office terminology,procedures and equipment; working knowledge of business arithmetic and English; ability to readily acquire a good knowledge of the rules governing the indexing and processing of records, government documents or other legal documents and the rules relating to indexing generally; ability to understand and carry out moderately complex oral and written instructions;ability to work accurately and rapidly and to follow a prescribed routine; familiarity with the terminology used and the type of documents filed in a County or Town Clerk's office; ability to deal effectively with the public; clerical aptitude;thoroughness; accuracy;physical condition suitable to the demands of the position. Page 1 of 2 MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and either: (a) One year of clerical experience working with legal instruments and records in a department of municipal government or a law office or title company, such experience having included the use of computer applications;or (b) Two years of clerical experience involving the use of computer applications.or (c) An equivalent combination of training and experience as defined by the limits of(b) above. Note: Secretarial training beyond high school may be substituted for clerical experience as outlined in(b) above on a year-for—year basis.
