Material Review: site plan application, elevations, signage, stormwater information, traffic information, survey Parcel History: SP PZ 73-2016, SUP PZ 68-2016 __________________________________________________________________________________________ Requested Action Planning Board review and approval for construction of a 2,400 sq. ft. (footprint) with a 3,800 sq. ft. floor area two story building to be a bank with drive thru. Resolutions 1. SEQR 2. PB decision Project Description Applicant proposes construction of a 2,400 sq. ft. (footprint) with a 3,800 sq. ft. floor area two story building to be a bank with drive thru. The project is a modification of SP PZ73-2016, where the previous applicant received approval for the construction of a two-phased building project and a future bank. The approved footprint was 2,700 sq. ft. with a floor area of 5,400 sq. ft. also two story. In addition, there are three drive thru lanes versus two. Pursuant to Chapter 179-3-040 & 179-9-120 of the Zoning Ordinance, commercial construction and modification to an existing site plan shall be subject to Planning Board review and approval. Staff Comments  Location- The project site is located at the 79 Main Street -corner of Main and Pine St adjacent to 77 Main Street.  Arrangement- The proposed building is a slighting different footprint also the lot size is 0.29 ac (previously 0.37 ac reduced by lot line adjustment)  Building – The building is to be two story with a portion of the second story to be office and the remaining to be open to the first floor. The drive thru lanes have been increased from two lanes to three lanes. The ATM has been relocated to the farthest lane (The May submission had the ATM attached to the building and they have updated since). The front and portion of the sides of the building are primarily glass with the remaining portion of the building to be a block building.  Signage-The applicant has two wall signs proposed at this time. The project occurs in the Main Street Zone requiring site plan review for signs proposed. The wall sign facing the interior of the site is to be 12 sq ft. The circle-logo sign at the front of the building is to be 20 sq. ft. Both to be constructed of brushed aluminum.  Site conditions-The project site was included as a bank during a site plan review that included the adjacent building that has been built and a future building yet to be constructed.  Traffic- The applicant had the existing traffic study reevaluated with the smaller footprint and additional bank drive-thru lane. There were no modifications necessary to the site for traffic, as the existing traffic internal and access areas are working as designed and the bank traffic was considered for the existing conditions.  Grading and drainage plan, Sediment and erosion control– The applicant has indicated the stormwater system that is currently in place will be utilized. The plans were provide to Chazen for review.  Landscape plan –The applicant has included a landscape plan for the bank mostly shrubs and plants. The applicant should confirm on the plans using native species. The board may request additional information on Landscaping where Main Street zoning includes a combination of trees and shrubs  Site lighting plan – There is to be one new pole mounted lights to go with the existing four pole mounted lights. Nine new canopy lights under in the bank drive-thru area. Three wall mounted pathway lights close to the North east side of the building, five canopy entry lights located between the rafters near the south east side of the building, There are two wall accent lights on the west side of the building for building chimney. Additional accent lighting on the front face of the building for the signage, then another accent lighting fixture for the east side signage. The narrative indicates the accent lighting fixtures are pointing downward – the information in narrative and or in visual should be on the plans. The applicant has indicated the ATM requirements where at certain distances average footcandles noted -5 ft. is to be 5 footcandles, 30 ft to be 2 footcandles, and 60 ft to be 1 footcandle. Overall Site Average noted on sheet1 of 1 is 1.6 footcandles – for Bank area parcel. The code reference indicated commercial parking lot average of 2.5 footcandles, small office to be 1.0 footcandles, building entrances 5 ft. candles, building exterior 1.0 foot candles.  Utility details – The bank will be connected the utilities for the site.  Elevations- The plans show the four sides of the building, the building materials, and the color.  Floor plans – The floor plans show the show the first floor for bank operations, conference room, desk areas. The second floor has office and a portion is open to the first floor.  Waivers-no waivers have been requested. The project is a modification and site plan items have been addressed in the previous site plan SPPZ 73-2016, also the applicant has addressed specific items including lighting, traffic, and stormwater. Main Street Elements 179-3-040 Main Street – dimensional requirements met 179-7-020 –Design Standards General –the use of wood, metal paneling, earth tones as well as the style of building meets the intent of being rich in detail using high-quality materials to promote interest for users and visitors. 179-7-030 Design Standards Main Street–parking and loading to the east side of the building, some parking on the north side, an shared parking with adjacent property; the main entrance is to the west side and is recessed as guidance indicates however entrances are encouraged to be at the front of the building. 179-7-070 Design Standards Main Street – the buildings main façade faces Main Street. the site is adjacent to a previously constructed site with the intent to share parking and access with this lot. drive through lanes clearly marked by pavement markings and directional signage. Lighting to be pedestrian scale- applicant has indicated lighting has been designed to have fixtures recessed or hidden. The plans show transparent windows on all sides with the majority of window coverage on the front facing Main Street. Mechanicals are ground level with landscaping surrounding them on the west side of the building. Window frames are dark bronze aluminum, earth tone coloring is shown for the building –includes Douglas fir wood beams, metal paneling strips dark bronze, stone veneer, building paneling – sierra sand color. Summary The applicant has complete a site plan modification for a proposed bank. Board discussion items:  Signage – materials, dimensions, and lighting fixture confirmation  Landscaping –suggest a combination for trees and shrubs.
