Tab C 09/12/16 Narrative • Fort Miller purchased the sand and gravel operation located on Dream Lake Road in June of 2010 from the Fane family. • Our first year of operation was 2013. We are currently using a contract processor to manufacture our material. Our plan is to gradually assume the control of the processing thereby creating 4-6 jobs. • Fort Miller is a manufacturer of precast concrete products used in the construction industry. We have been in business since 1948 (68 years). We are privately held and the business is in its second generation of family owned, local leadership. We are located in the Town of Easton, Washington County on a 400+/-acre site. We employ approximately 222 associates at Fort Miller and our group of companies employs approximately 453 associates. We strive to be good, responsible neighbors. • We manufacture concrete bridge units, retaining walls, noise walls, precast pavement systems, drainage products, etc. Our products are shipped all over the Northeast. • Duke Concrete, a local concrete block manufacturing company, is located in the Town of Queensbury and is purchasing sand and stone from our Dream Lake operation. • We require sand and stone to manufacture our concrete. We purchase our cement from Lehigh in Glens Falls and LaFarge in Ravena. When the dredging project was being proposed, some of our suppliers said that our supply of aggregates could be interrupted given the large quantity of material necessary for the dredging project. This concerned us and coupled with the fact that many of the nearby aggregate sources are operated by our competitors, it put us at a potentially competitive disadvantage. • Hence our decision to purchase, in 2010, the Dream Lake Sand &Gravel operation, when it became available. Along with the existing permitted operation, we purchased the 2 parcels north of the gravel pit, known as parcel 279-1-72 (73.86 acres) and parcel 279-1-59.2 (102.77 acres). These parcels contain sand & gravel deposits that we verified during some test pit explorations, under the direction of our geologist. • The existing property and 2 new parcels contain an abundant amount of sand and as in most gravel pits the stone deposits vary and often times require you to "chase the stone". The deposit in Queensbury is of good quality, and we utilize these aggregates to produce high strength concrete mixes that are required by many of the NYSDOT& NYS Thruway projects we routinely work on. The aggregates at Fort Miller Aggregates, the Dream Lake site, have been approved and utilized by: NYSDOT, New Jersey DOT, Massachusetts Highway Dept., and The NYS Thruway Authority. • The current access to the operation, via Dream Lake Road, is not ideal. o The road is narrow and difficult for 2 trucks to pass each other and even difficult for a car and a truck to pass each other. o The truck traffic creates noise, dust and road deterioration at times. o We have trimmed some of the trees and shrubs on private property, with permission of the owner, to improve site distance at the intersection of Bay Road r—� and Dream Lake Road. The Town has a similar problem in the winter months, especially with their plows extending into the intersections. o During the winter months, we voluntarily plow and sand Dream Lake Road Ext. to maintain access to the operation and assist the 2 neighbors across from the entrance. During the winter, the access becomes more difficult with the snow banks. • Our existing operation does not involve blasting to extract our materials and we will not be blasting in the future. We do crush, screen and wash our materials. We have to date and will continue to locate the crushing and processing at the lowest point of the pit area in an effort to minimize noise and dust. • With respect to the 2 parcels North of our existing operation: o The Land is located in the APA and they have issued a letter stating that a permit from them will not be required (see correspondence.) o The DEC will be involved as well. We have had preliminary discussions with the Dec and they will look at this request as an amendment to our existing permit. The meeting was held on May 27, 2014 in Warrensburg. o The use of the existing Kubricky gravel pit entrance will provide safe, easy access to State Route 9L(Ridge Road). o We are looking to permit approximately 40-50 acres of the 176.6 acres on the northern parcels which represents about 25%of the property. The boundaries n shown on the enclosed boundary map are approximate. • The Town Board, at the July 215t, 2014 meeting, approved zoning changes that would allow the extraction and processing of Gravel Materials in the RR-5 zone, with a special use permit. • We will not be expanding our operation in the sense of growing it to significantly increase our volume. We are looking to be able to continue our existing operation to supply our needs and some requirements for local contractors and communities. • Since the construction of the road will be a significant cost and the easement requires an annual payment, we need to be sure that we will be able to continue our operation in the future, to justify the expense. • We believe that a new entrance road, off State Route 9L (Ridge Road), will be a very positive outcome for the residents that reside on Dream Lake Road. The new entrance road will be a private road, contained completely within our property boundaries, and will have no impact on the adjacent parcels with respect to noise, dust,water run-off, visual impacts, etc. • We do not expect to be constructing the road, or working in the proposed area, in the near future, as we recognize that the NYSDEC permitting process will take some time. • We had a pre-application conference with Laura Moore on August 29th, 2016.
