Project Description
Applicant proposes to reuse an existing 31,754 sq. ft. building for Aldi’s store using 25,215 sq. ft. and a vacant
tenant space of 6,539 sq. ft. The applicant proposes an update to the parking area with new curbing and
improved parking to the north of the building. In addition, new facades and color scheme are proposed.
Pursuant to Chapter 179-3-040 of the Zoning Ordinance, commercial construction shall be subject to Planning
Board review and approval.
Staff Comments
Location-The project site is located at 763 Upper Glen Street on a 3.249 ac parcel previously known as the
Toys R Us site.
Arrangement- The site has an existing 31,754 building with associated parking, and site access.
Site Design- The applicant proposes to renovate the building and site parking orientation. The north parking
area is also to be renovated to allow customers to use access the stores.
Building – The building is to be split into two spaces where Aldi’s will use 25,215 sq ft and a vacant tenant
space to be created of 6,539 sq ft. The new tenant area will have a new truck bay for delivery installed to
the rear of the building and a new egress landing area installed on the side of the building ( towards the
interior of the plaza). The project includes a new façade and paint scheme to the building. The Aldi façade
will be 8ft to 12 ft above the original building height of 19 ft. The vacant tenant façade will be about five ft
above the original building height. The building is to have a new color scheme with a red brick like
appearance, a dark brown cedar wood plan appearance and a stone like color brick at the bottom front face
of the vacant tenant space.
Signage-The applicant proposes a 120 sq ft sign for Aldi’s and a 51 sq ft sign for the vacant tenant space.
Noting the plans do indicate sign permits to be submitted by others.
Site conditions-The project is the existing Toys R Us building and site where the applicant proposes to
renovate the site and building.
Traffic- The applicant proposes to increase parking from 123 spaces to135 spaces. The plans shows the new
parking arrangement so the parking will similar to the existing Aldi arrangement.
Site layout and utility plan – The applicant plans show the existing utility layout for the site.
Grading and drainage plan and Sediment and erosion control – There are site amendments to include new
curbing, landscaping and parking arrangement. This will disturb areas of existing pavement to install new
curbing and areas of landscaping.
Landscape plan – The landscaping shown includes lilac and holly in the areas of new curbing islands.
Site lighting plan – The plans show the lighting to include 10 new fixtures. One fixture with four heads, 4
with two heads and 1 with one head. The lighting average for the site is proposed at 2.03 foot candles
where the guidance allows for 2.5 foot candles for commercial parking lots. The applicant proposes 25 foot
poles where guidance indicates 20 ft poles – the board should consider discussion on pole height.
Elevations – The elevations are shown with the new façade, loading dock, and access areas along with the
new color scheme.
Floor plans – The floor plans are shown for the Aldi’s food store with locations of aisle items, the
Waivers-Planning staff has reviewed the applicants request for waivers that include items j. stormwater, k.
topography, q. soil logs, r. construction/demolition disposal s. snow removal.
The waivers requested–Staff finds it reasonable to request a waiver as this a redevelopment of an
existing site.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the
written request of an applicant. The Board is to review the waivers and to determine if they are to be
granted.
Summary
The applicant has completed a site plan application for the redevelopment of an existing building for an Aldi
food store and a separate tenant space.
