Resolutions 1. PB decision Project Description Applicant proposes a new single family home approximately 4,800 sq. ft. footprint. Project involves work within 100 ft. of wetlands. The project is a major stormwater for site disturbance greater than 15,000 sq. ft. Pursuant to Chapter 147 & Chapter 94 of the Zoning Ordinance, major stormwater and work within 100 ft. of a wetland shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located on Route 9L just south of 2280 Ridge Road.  Arrangement- The existing parcel is 55.74 acres with APA designated wetlands and is currently vacant.  Site Design- The project involves disturbance of more than 5,000 sq ft, grading of the site for the house and septic system, a looped driveway with two access points, and design of the location of the home and work around an existing APA wetland.  Building and Site conditions – The home to be constructed is 4,800 sq ft footprint. The home is to be built into the topography of the site. The applicant has indicated the site was previously logged and the northern drive was a logging trail that is to be used during house construction. The southerly drive also a previous skid trail will become the permanent driveway when construction is completed.  Site layout and utility plan – The plans show the location of the septic system and well.  Grading and drainage plan and Sediment and erosion control – The submission has been referred to Chazen for review and comment. The plans show the location of the silt fence around the areas of disturbance. The plans show a few vegetative detention areas  Landscape plan – the disturbed areas are to be lawn and appropriate plant/tree species to be installed in the detention areas.  Elevations- The applicant has provide the views of each side of the home as it shows there is an elevation change and how the house is to be placed with the topography.  Floor plans –The floor plans show the basement, first floor and second floor of the home. The plans include an aerial view of the first and second floors.   Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, n traffic, o. commercial alterations/ construction details, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items are typically associated with commercial projects.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Freshwater Wetland The project involves work within 100 ft of the wetland. The wetlands are noted on the drawing flagged by the APA. The plans show the 100 ft buffer wetland indicating there is disturbance within the 100 ft of the wetland boundary and no work within the wetland. In addition the 75 ft building setback is noted to show no building is wthing the 75 ft setback requirement - the home is to be 101.5 ft setback from the wetland boundary on the east side of the home. Summary The applicant has completed a site plan review application for the construction of single family home. The project involves greater than 15,000 sq ft of disturbance requiring a major stormwater permit and disturbance greater than 1ac requiring a stormwater pollution prevention plan, and disturbance within 100 ft of the wetland boundary requiring a wetland permit. st Meeting History: 1 meeting; - 2 -
