TO PROVIDE A STUDY OF CULVERTS (PILOT PROGRAM) RESOLUTION NO.: ,2019 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the Queensbury Town Board wishes to identify and inventory the Town highway's storrnwater conveyances systems, facilities and designs, to better manage inspections, maintenance and repairs, and WHEREAS, the Town Board wishes to accordingly engage the services of a consultant to identify its storrnwater system components including culverts, catch basins, retention ponds and related facilities for which the Town is responsible so that the Town may better manage inspections, maintenance and repairs, and WHEREAS, in the past the Town Board has engaged the services of Cost Control Associates, Inc., (Cost Control)and was pleased with its services, and WHEREAS, the Town feels that this task has the potential to be a very elaborate and complicated undertaking, and WHEREAS, Cost Control offered to investigate a small study area and use its services and resources with the intent of identifying the challenges and needs that this effort is likely to face before it seeks proposals to make this effort Town wide, and WHEREAS, Cost Control will locate the Town's storrnwater systems and components, gather GPS coordinates, determine ownership, assess the general condition of each component and launch a Pilot Program covering a specific area, such services to be provided at the rate of$85 per hour but not exceeding a total amount of$7,500, in accordance with Cost Control's "Proposal to Provide a Study of Culverts (Pilot Program) for the Town of Queensbury" dated May 17, 2019 presented at this meeting, NOW, THEREFORE, BE IT RESOLVED,that the Queensbury Town Board hereby approves and authorizes engagement of the services of Cost Control Associates, Inc. to locate the Town's stormwater system components, gather GPS coordinates, determine ownership, assess the general condition of each component and launch a Pilot Program covering a specific area, such services to be provided at the rate of$85 per hour but not exceeding a total amount of$7,500, in accordance with Cost Control's "Proposal to Provide a Study of Culverts (Pilot Program) for the Town of Queensbury" dated May 17, 2019 substantially in the form presented at this meeting, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the Town Budget, make any adjustments, budget amendments, transfers and/or prepare any documentation necessary to provide for payment to Cost Control from such account(s) she deems appropriate, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute any needed documentation and the Town Supervisor, Town Budget Officer and/or Town Counsel to take all actions necessary to effectuate the terms of this Resolution. MAP OF PILOT PROGRAM AREA 6 STUDY OF CULVERTS cost Control Associates,Inc. e EXECUTIVE SUMMARY The Town of Queensbury is responsible for managing and maintaining thousands of storm-water drainage culverts and hundreds of retention ponds within its borders. Over the past several years, several major culverts have failed, thereby causing road damage and closures. As a result, the Town seeks to develop a preventive maintenance program to identify and fix failing culverts and avert major failures. The first step in developing a preventive maintenance program is to identify all the culverts and retention ponds for which the Town is responsible. Unfortunately, the Town's maps are incomplete. In some areas, they identify culvert locations but lack additional information. For other areas, there are no maps at all. To develop a preventive maintenance program, the Town must first locate all its culverts and their condition. Because the Town does not have the internal resources to perform such an extensive project, it seeks the help of a knowledgeable outside firm. In this proposal, Cost Control Associates presents a solution to assist the Town in: • Locating storm water system components such as: o Manholes o Catch basins/dry wells o Retention and detention basins (surface) o Hydrodynamic separators o Retention vaults (subsurface) o Culverts • Gathering GPS coordinates that will allow the Town to include storm water components in its GIS mapping system • Determining ownership (Town, County or private) of each component to the extent possible • Assessing the general condition of each component and noting any visible debris or blockage 1 1 STUDY OF CULVERTS pia nnn Cost Control .Associates.Inc. Because of uncertainties regarding the number of culverts and challenges in finding them, Cost Control Associates will launch a pilot program covering a specific area. The Town designated an area north of Quaker Road and east of Bay Road to include in the pilot program (see Map on Page 4). Cost Control Associates is a local firm that has already performed street lighting audits for the Town; therefore our personnel are already familiar with Town streets. Many organizations choose Cost Control Associates over other firms, because we have the technical expertise and resources to deliver accurate and timely results. Our approach shifts the burden to us and lets you focus on other goals. At the same time we partner with you to ensure your participation and keep you in the loop regarding project progress. SERVICES Our services include the following: • Obtain maps of the areas to be inventoried, noting the location of any culverts, retention ponds and other storm water system components marked on the map • Drive each street systematically to identify all storm water components. • For each storm water component identified, we will: o Capture the appropriate GIS coordinates. For culverts less than 10 feet, we will capture the GIS coordinates for the approximate midpoint of the culvert. For culverts longer than 10 feet, we will capture the GIS coordinates of each end of the culvert to the extent possible. For retention ponds, we will capture the GIS coordinates at the center of the pond if accessible; if not accessible, we will capture the coordinates along the nearest point. For other components, we will capture the GIS coordinates at the center of the component. o Capture a digital image showing each end of the culverts. o Inspect the condition of each storm water component by observation and record the condition as excellent, good or poor/in need of immediate attention. We will also make note of any debris or sediment that needs attention. o Determine ownership based on ownership of the roadway, maps or other means. • All data will be entered into an MS-Excel spreadsheet. • We will make a complete report of our findings including a schedule in MS-Excel of all the detailed data collected. We expect to complete this work in 4-8 weeks. With the maps provided by the Town, we believe we have all the information necessary to carry out the work. The Town can authorize our services by issuing a purchase order referencing this proposal. 3 1 STUDY OF CULVERTS Cost Control Assouatet.Inc.
