TOWN BOARD MEMBERS PRESENT SUPERVISOR DENNIS BROWER COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN DANIEL STEC COUNCILMAN TIM BREWER SUPERVISOR BROWER-Opened the Meeting...will call for an Executive Session to have Mr. Larry Paltrowitz update the Town Board on the Labor Negotiations. 1.0 EXECUTIVE SESSION RESOLUTION CALLING FOR AN EXECUTIVE SESSION RESOLUTION NO. 433. 2002 INTRODUCED BY: Mr. Theodore Turner WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Tim Brewer RESOLVED, that the Town Board of the Town of Queensbury hereby moves into an Executive Session to discuss labor negotiations. Duly adopted this 23rd day of October, 2002 by the following vote: AYES: Mr. Boor, Mr. Turner, Mr. Brewer, Mr. Brower NOES: None ABSENT: Mr. Stec (Councilman Stec entered the meeting) No Action taken RESOLUTION ADJOUNRING EXECUTIVE SESSION RESOLUTION NO. 434. 2002 INTRODUCED BY: Mr. Tim Brewer WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Daniel Stec RESOLVED, that the Town Board of the Town of Queensbury hereby moves out of Executive Session and back into Regular Session. Duly adopted this 23rd day of October, 2002 by the following vote: AYES: Mr. Turner, Mr. Brewer, Mr. Brower, Mr. Boor, Mr. Stec NOES: None ABSENT: None 2.1 DISCUSSIONS 2.1 Memorandum of Understanding with Town of Moreau Supervisor Brower- Reviewed the Memorandum of Under stan din g.. .issue of testing procedures, and notification procedure...the original agreement said if their notification process varied from Queensbury's notification process theirs superceded Queensbury's, we modified that so it doesn't. ...Board agreed to have Supervisor sign and have notarized the modified memorandum and send it back to Town of Moreau.... 2.2 Budget Review WGF Fire Company Supervisor Brower-Questioned the fixed asset purchases $33,418.? W. G.F. Representative-Radios etc....basically a line item where the purchases do not fit anywhere else in the line items... Supervisor Brower-What is small equipment? W.G.F. Representative-That is fire fighting equipment that the initial cost is under a thousand dollars...Our proposal reflects a five percent operational increase in the operational budget not knowing what the economy is going to be...noted mortgage is down?, the net increase from last years budget to this years is $61,000 includes the new truck and the $40,000 for the truck fund ...Supervisor Brower noted that a 3% increase is more realistic...questioned the increase in professional fees? W.G.F. Representative- The figures includes a two thousand dollar allowance for our Treasurer, we are allowed to pay by law......noted there are other companies that do compensate for record keeping... Supervisor Brower- Immunizations and physicals in 2001 were under $2,000 in your line item was listed at forty two forty four for 2002 now you are asking for forty four fifty six for the next two years questioned the increase...W.G.F. Representative-that reflects a five percent incrase based on the amount of members in the company.. .last year we were at 39 currently up to 45. Councilman Stec-Questioned how much do the physicals cost? W.G.F. Representative- $200/300 per person. Councilman Stec-Focusing on the Operation Budget ...6 1/2% increase if we want to keep the increase to 3% need to cut 6,000. - Noted 40,000 will be in the budget for the vehicle fund... Supervisor Brower-discussed the professional fee for treasurer W.G.F. Vol. Fire Company-noted you can pay for treasurer and secretary...it was noted that there are companies in the Town that do pay for similar services as this... Supervisor Brower-noted he could not support the paying of the treasurer. Councilman Brewer-Questioned the 150,000 roof? W.G.F. Representative - The roof on the part of the building and faces Luzeme Road is an old roof, 20 years +- noted that it leaks...no firm bids ...Councilman Brewer-I think it will be better to do this sooner than later...discussed getting bids for the roof projct... Board requested a three percent increase in operational budget... Discussion held regarding use of Chiefs car...Councilman Stec questioned if next year is there value in having the Town and the leadership of the five companies meeting and come up with a uniform policy for vehicle use so we are all on the same page? W.G.F. Representative-In my opinion the Town has come to the point where the companies need to get rid of the us-us-us and get as one team and consolidate a lot of things. Discussed one company....Discussed sale of the land to the SQUAD...the money could go into the roof... Thanked the Fire Company Representatives for attending the meeting. RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 435 2002, INTRODUCED BY: Mr. Tim Brewer WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Theodore Turner RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to discuss a personnel issue. Duly adopted this 23rd day of October, 2002 by the following vote: AYES: Mr. Boor, Mr. Turner, Mr. Stec, Mr. Brewer, Mr. Brower NOES: None ABSENT: None No Action Taken. RESOLUTION ADJOURNING EXECUTIVE SESSION RESOLUTION NO. 436. 2002 INTRODUCED BY: Mr. Tim Brewer WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Theodore Turner RESOLVED, that the Town Board hereby adjourns it Executive Session, and Special Session of the Queensbury Town Board.
