2003-04-14 SP SPECIAL TOWN BOARD MEETING APRIL 14TH, 2003 MTG#18 RES#206 7:00 P.M. BOARD MEMBERS PRESENT SUPERVISOR DENNIS BROWER COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN DANIEL STEC COUNCILMAN TIM BREWER TOWN OFFICIALS COMPTROLLER, HENRY HESS DIRECTOR OF INFORMATION AND TECHNOLOGY, BOB KEENAN CEMETERY OPERATIONS - MIKE GENIER Supervisor Brower-The Cemetery Commission has provided the board previously with a letter indicating they would like to have us fill the HEO position that became vacant when our HEO became Director of the Pine View Crematory after a retirement by Ed Matraw. Gary Grant has filled that position since that time pleased to say that we received a very nice letter from one of the largest Funeral Homes in the area praising Mr. Grant's work. They indicated they were concerned when Ed retired they may not get the same service, they are very pleased they are getting if not the same service, better service. Noted one of his concerns is the deficient that the Cemetery has been operating under we have reduced that deficient by approximately a hundred thousand dollars to date through the use of increase rate fees as well as not filling this position has helped out. Noted he has spoken to Highway Superintendent, Mr. Missita noting when they do run into a jam in their busy summer months could they loan them an laborer fo a day here and there. Mr. Missita noted it would be difficult to do because they have many roads to cover but in an emergency they would. Councilman Turner has indicated that the consensus with the Commission is they would like to see the position filled if not with an HEO at least with a laborer, which would be at a lower rate of pay. Mr. Genier noted he has spoken to the Highway Department with the same response; the cooperation is excellent between all of the departments. They had a hundred and twenty two burials in Pine View and had five hundred and eighty cremations. Made presentation to board regarding need for HEO, presented follow-up letter to Town Board. Mr. Genier was concerned that he would like to keep Pine View and the outside cemeteries in the same condition or even better condition, would like to be able to avoid any catastrophes. Councilman Brewer-Noted he is in favor of position what position should we put person in at? Mr. Genier- Would be satisfied with a laborers position that we coud train into heavy equipment operator by the nature of the job as far as the nature of the job knowing how to do all the jobs below hirn. Councilman Boor- Asked what would be adequate or the look that they want for the Cemeteries in Queensbury? Mr. Genier- Noted he would like to have all of the cemeteries as well manicured as PineView. Discussion held the Town Board mentioned having Mr. Genier approach the Union to discuss this matter. Supervisor Brower- Is there money in the budget for the position even though it wasn't filled? Comptroller, Mr. Hess-It was budgeted. After further discussion it was the decision of the Town Board to abolish the HEO position to replace with laborers position. Mr. Genier to contact Town Counsel regarding this matter. PHOTO ID CARD POLICY Discussion held regarding setting up a Policy for Photo ID Cards. Thought it would be a positive thing for employees to have when they are out in the public. Mr. Keenan this put out E-Mail to Town Managers regarding the need to come up with a policy of when to wear it and when not to wear it. After further discussion it was the decision of the board to move forward to come up with a policy. DISCUSSION HELD Discussion held concerning Bay Ridge Rescue Squad request for twelve lead monitoring units. Councilman Boor would like to transfer money into their account so they can purchase these. Supervisor Brower-Mr. Hess's recommendation was to have them borrow the money over a period of either three or five years. It's one theory a prudent theory if you want to spend cash to do it that requires you open a contract, modify the contract, and have a public hearing to do it. After further discussion it was the decision of the board to set a public hearing Monday night for May 5th, for Bay Ridge Rescue Squad for monitoring units and West Glens Falls Rescue Squad on land purchase. DISCUSSION HELD Councilman Brewer-Received call from constituent regarding America Supporting Americans noting any community can adopt a unit in the military noting it doesn't cost the Town anything noting it would need a resolution. Councilman Brewer to contact Counsel to prepare resolution for Monday night.
