DISCUSSION HOVEY POND/LANDFILL CLOSURE (tape on file)
Mrs. Laverne Fagel - Consultant on Landfill Closure
Supervisor Borgos-Reviewed backgound of Hovey Pond and its relation to the landfill closure...use of top
soil and clay for the closure how bills will be split between the Landfill closure fund and the Recreation
Hovey Pond Account...20%Hovey Pond, 80% from Landfill, until a cut off date... Councilman Monahan-
questioned the use of clay, if it would meet the proper specifications ... Mrs. Fagel-The materials (20,000
cu. yards) that you have at the landfill can be used for layers other than the clay cap, this material can be
used as top soil...noted that you will need 35,000 to cover the landfill just in top soil...6" of top soil on 43
acres...your requirements for the protective layer for the 43 acres is 130,009 cu. yds. the materials that have
been amassed can be used as the protective layers...re: cap, as the material stands there now it does not
meet the regulations stipulated by the State of New York, you would have to add a clay with a higher
permeability 10 to the -8. noted that more testing will have to be done on the clay...Mr. Naylor suggested
that a boring company be hired to obtain the depth of the clay, texture of the clay, to see if it is worth the
further digging....Mrs. Fagel, we have a raw material that is very close to what you need. There are means
of achieving permeability by additional compaction. You have the option, you know what the stockpiled
material tests at if we take borings as I have suggested four or five and get idea what the permeability of the
clay is deeper or different area you may have clay there 10 to the minus 8 and if you do you could co-
mingle or mix those two and come up with your 10 to the -7 with the clay that is there, suggested that we
have someone present to observe how the clay is mined to make sure we are not getting side erosion
comingling sand so that the samples are correct...also noted that if all the material was on site the today
approvals must still be obtained from DEC, they have not approved the closure plan...recommended that
five more samples be taken at Hovey Pond, determine the thickness of clay and density and whether or not
we are going to find the permeability is at the level we want it...it was the consensus of the Board to have
Mrs. Fagel review the Highway bills and report to the Supervisor
with recommendations, (agreed to by Mrs. Fagel)
RESOLUTION PROPORTIONING BILLING PAYMENTS
RESOLUTION NO. 278, 1991, Introduced by Mrs. Betty Monahan who moved for its adoption, seconded
by Mrs. Marilyn Potenza:
RESOLVED, that the Board will approve the payments of the bills submitted by the Highway Dept. for the
months of January, February and March in the following proportions with the Landfill closure fund to pay
$56,683.04 the Hovey Pond Capital Project fund $11,670.75 all Highway charges since that date and until
such time as we start selling top soil will also be the responsibility of the landfill closure fund once we start
selling top soil the revenue from top soil will go in a special line in the Hovey Pond Capital Project fund
the expenditures for the
Highway Dept. related to the sale of the top soil will be paid for from the Hovey Pond Fund all other
expenditures will be continued to be paid from the Landfill Closure Fund.

RESOLUTION AUTHORIZING MATERIALS AND BUILDING OF SLUICEWAY
RESOLUTION NO. 279, 1991, Introduced by Mr. Ronald Montesi who moved for its adoption, seconded
by Mrs. Marilyn Potenza:
RESOLVED, that the Town Board hereby authorizes the materials, fabric, culvert pipes or whatever
materials in the event it is necessary to build a fabric lined sluiceway on a temporary basis to have this done
to be paid for from the Landfill closure account, maximum amount to be expended $15,000.00

RESOLUTION TO RETAIN SERVICES OF PROFESSIONAL ENGINEERING FIRM
RESOLUTION NO. 280, 1991, Introduced by Mrs. Betty Monahan who moved for its adoption, seconded
by Mr. George Kurosaka:
RESOLVED, that the Town Board hereby authorizes Mrs. Fagel to retain the services of a professional
engineering firm to do borings at the Hovey Pond site as necessary at Mrs. Fagel's discretion up to a
maximum amount of $5,000.00 to be charged to the Landfill Closure Account.

RESOLUTION AUTHORIZING IF NECESSARY AN INCREASE IN THE EXPENDITURE FOR THE
HAZARDOUS WASTE DAY
RESOLUTION NO. 281,Introduced by Mrs. Betty Monahan who moved for its adoption, seconded by Mr.
George Kurosaka:
RESOLVED, that the Town Board hereby authorizes James Coughlin, working closely with the Laidlaw
Representatives this Saturday at the Cleanup Day to be able to authorize them to go up to a $25,000
maximum being careful that we monitor their numbers and cross checked and count and so forth, to come
from the appropriate budget line in the landfill account, and be it further
RESOLVED, if necessary the Board agrees to add an additional $5,000. from the Landfill fund balance to
the specified line in the Landfill Account so that this bill can be paid.

Discussion held in regard to barrels to hold used motor oil, it was recommended that the barrels be set in
basins to contain the oil if spilled, noted that a Highway Employee will be called in to secure the barrels
over the weekend.
RESOLUTION CALLING FOR EXECUTIVE SESSION
RESOLUTION NO. 282, 1991, Introduced by Mr. George Kurosaka who moved for its adoption,
seconded by Mrs. Marilyn Potenza:
RESOLVED, that the Town Board hereby calls for an executive session to meet with engineering firms.
