3.02 3.2 APPOINTMENTS\Deputy Tax Receiver#2—Carleen Moon—7-1-19 RESOLUTION AUTHORIZING APPOINTMENT OF CARLEE MOON AS 2ND DEPUTY RECEIVER OF TAXES AND ASSESSMENTS RESOLUTION NO. ,2019 INTRODUCED BY: WHO MOVED FOR ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 31,2016, the Queensbury Town Board reestablished the full-time position of 2nd Deputy Receiver of Taxes and Assessments in accordance with New York State Town Law §20(3)(c) and appointed Tarnmie Landers to such position, and WHEREAS, by Resolution No.: 160,2019, the Town Board authorized Ms. Landers' transfer from her 2"d Deputy Receiver of Taxes and Assessments position to the Assistant to the Assessor position and therefore there is a vacancy in the full-time position of 2nd Deputy Receiver of Taxes and Assessments, and WHEREAS, the Receiver of Taxes and Assessments/Town Clerk has reviewed resumes, conducted interviews of candidates and has recommended Carlee Moon for the position, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the appointment of Carlee Moon to the position of 2"d Deputy Receiver of Taxes and Assessments at the annual salary of $40,000.00 effective on or about July 8, 2019 subject to the Town successfully completing a pre-employment physical and background checks as reasonably necessary to judge fitness for the duties for which hired, drug and/or alcohol screenings, Ms. Moon's successful completion of a twenty-six (26) week probation period and any applicable Civil Service requirements, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Receiver of Taxes and Assessments/Town Clerk and/or Town Budget Officer to complete any documentation and take such other and further action necessary to effectuate the terms of this Resolution. Duly adopted this lst day of July, 2019, by the following vote: AYES : NOES : ABSENT: RESOLUTION AUTHORIZING ESTABLISHMENT OF 2ND DEPUTY RECEIVER OF TAXES AND ASSESSMENTS POSITION AND ABOLISHMENT OF DEPUTY TOWN CLERK III POSITION RESOLUTION NO.: 31,2016 INTRODUCED BY: Mr. William VanNess WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Brian Clements WHEREAS, by Resolution No.: 138,2014, the Queensbury Town Board eliminated the 2nd Deputy Receiver of Taxes and Assessments position previously established by Town Board Resolution No.: 73,2003, and WHEREAS, by Resolution No.: 291,2015, the Town Board established the position of Deputy Town Clerk III and appointed Tammie Landers in such position, and WHEREAS, the Town Clerk/Receiver of Taxes and Assessments has advised the Town Board that she has reevaluated the positions and duties associated with all positions in her Office(s) and has advised that the Town would be better served by reestablishing the 2nd Deputy Receiver of Taxes and Assessments position and eliminating the Deputy Town Clerk III position and then appointing Ms. Landers as the 2nd Deputy Receiver of Taxes and Assessments, and WHEREAS, the Town Board wishes to therefore reestablish the full-time position of 2nd Deputy Receiver of Taxes and Assessment position in accordance with New York State Town Law §20(3)(c), and abolish the Deputy Town Clerk III position, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby reestablishes the full-time position of 2nd Deputy Receiver of Taxes and Assessments in accordance with New York State Town Law §20(3)(c), and BE IT FURTHER, RESOLVED, that the Town Clerk shall make an appointment to such established position, which it understands to be Tammie Landers, and BE IT FURTHER, RESOLVED, that it shall be the duty of the 2nd Deputy Receiver of Taxes and Assessments to assist the Receiver of Taxes and Assessments and 1st Deputy Receiver of Taxes and Assessments in the performance of their duties along with any other assigned duties, and in his or her duties, the 2nd Deputy Receiver of Taxes and Assessments will in times act for and in place of the Receiver of Taxes and Assessments, and BE IT FURTHER, RESOLVED, that the Town Board further abolishes the Deputy Town Clerk III position previously established by Town Board Resolution 291,2015, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Town Clerk and/or Town Budget Officer to complete any documentation and take such other and further action necessary to effectuate the terms of this Resolution. Duly adopted this 1st day of January, 2016, by the following vote: AYES : Mr. Clements, Mr. Irish, Mr. VanNess, Mr. Strough NOES : None ABSENT: Mr. Metivier RESOLUTION AUTHORIZING TRANSFER AND APPOINTMENT OF TAMMIE LANDERS AS ASSISTANT TO THE ASSESSOR RESOLUTION NO. 160,2019 INTRODUCED BY: Mr. Anthony Metivier WHO MOVED FOR ITS ADOPTION SECONDED BY: Mrs. Catherine Atherden WHEREAS, one of the Town of Queensbury's full-time Assistants to the Assessor in the Town Assessor's Office recently retired and therefore there is a vacancy in such full-time position, and WHEREAS, the Town Assessor posted the vacant position and interviewed qualified candidates, and WHEREAS, Tammie Landers, the current 2nd Deputy Receiver of Taxes and Assessments in the Receiver of Taxes and Assessments/Town Clerk's Office, has applied for a transfer to the vacant, full-time Assistant to the Assessor position, and WHEREAS, the Town Assessor has requested Town Board authorization to transfer Ms. Landers from the 2nd Deputy Receiver of Taxes and Assessments position to the Assistant to the Assessor position, NOW, THEREFORE, BE IT RESOLVED,that the Queensbury Town Board hereby authorizes the provisional transfer of Tammie Landers from the 2'd Deputy Receiver of Taxes and Assessments position to the vacant, full-time Assistant to the Assessor position in the Town Assessor's Office effective on or about May 7th, 2019, subject to an eight (8) week probationary period and any applicable Civil Service requirements, and BE IT FURTHER, RESOLVED, that Ms. Landers shall be paid the annual salary of$50,000, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Assessor, Town Clerk/Receiver of Taxes and Assessments, Town Supervisor and/or Town Budget Officer to complete any forms and take any action necessary to effectuate the terms of this Resolution.
