3.07 3.7 FINANCIAL\2019\Establish Cap Proj Fund 229—Garrison Road Drainage Engage KPI for CCTV—Fund From Cap Reserve 64—7-1-19 RESOLUTION AUTHORIZING ESTABLISHMENT OF GARRISON ROAD DRAINAGE CAPITAL PROJECT, CAPITAL PROJECT FUND NO.: 229 AND ENGAGEMENT OF KEYON PIPELINE INSPECTION (KPI) FOR CCTV INVESTIGATION OF STORM SEWER RESOLUTION NO.: , 2019 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the Queensbury Town Board wishes to establish a Capital Project to investigate storm sewers and address possible drainage issues in the vicinity of Garrison Road in the Town of Queensbury, and WHEREAS, The Chazen Companies solicited written price quotes on the Town's behalf for CCTV investigation of the storm sewer on Garrison Road and by letter to the Town Highway Superintendent dated May 3, 2019, has advised that Keyon Pipeline Inspection (KPI) submitted the least expensive quote and has successfully completed similar projects and therefore, Chazen recommends engagement of KPI for such CCTV investigation services, and WHEREAS, the Town Board wishes to authorize a withdrawal and expenditure in the total estimated amount of$25,000 from Capital Reserve No. 64 toward this Project, and WHEREAS, in accordance with New York State General Municipal Law §6(c), the Town Board is authorized to withdraw and expend funds from Reserve #64 subject to permissive referendum, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the establishment of the Garrison Road Drainage (Project) and Capital Project Fund No.: 229 which Fund will establish funding for expenses associated with the Project, and BE IT FURTHER, RESOLVED, that the Town Board hereby finds that the withdrawal and expenditures for such Project are expenditures for a specific capital project for which the Capital Reserve Fund #64 was established, and BE IT FURTHER, RESOLVED, that the Town Board authorizes and directs that funding for such Capital Project shall be by a transfer from Capital Reserve Fund#64 in the amount of$25,000 to transfer to Capital Project Fund No.: 229, and BE IT FURTHER, RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to establish the following accounts for such appropriations and revenues as necessary: • Revenue Acct No.—229-0000-55031 (Interfimd Transfer) $25,000; • Expense Acct No. —229-8540-4400 (Misc. Contractual) $25,000; • Increase Appr 001-9950-9030-0064 Transfer to Cap Project$25,000; and BE IT FURTHER, 2 RESOLVED, that the Town Board further authorizes engagement of Keyon Pipeline Inspection (KPI) for CCTV investigation of the storm sewer on Garrison Road for the estimated sum of $9,945 as delineated in Chazen's May 3, 2019 letter to the Town Highway Superintendent presented at this meeting, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the 2019 Town Budget, make any adjustments, budget amendments, transfers or prepare any documentation necessary to establish such appropriations and estimated revenues, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute any needed proposal, agreement and/or documentation and the Town Supervisor, Town Highway Superintendent and Town Budget Officer to take such further actions as may be necessary to effectuate the terms of this Resolution, and BE IT FURTHER, RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk to publish and post such notices and take such other actions as may be required by law. Quotes were due by April 12, 2019.The four companies solicited were Keyon Pipeline Inspection, Savin Engineers, Green Mountain Pipeline Services, and Arold Construction Company. Savin Engineers said the project was too small for them to quote. Green Mountain Pipeline Services did not submit a quote. Quotes were received from Kenyon Pipeline Inspection (KPI) and Arold Construction Company (Arold).The unit prices ranged as follows: Company CCTV of 8" CCTV of 10" CCTV of 12" CCTV of 15" Heavy Cleaning ($/LF) ($/LF) ($/LF) ($/LF) ($/hour) Arold $3.00 $3.00 $3.50 $5.00 $375 KPI $1.50 $1.50 $1.50 $2.00 $400 As can be seen in the table above, KPI's unit pricing for investigating various storm main sizes is significantly less expensive than Arold. Additionally, KPI has successfully completed projects for some of our clients in the past. As such, Chazen, would not take exception to the Town issuing a PO to have KPI complete the CCTV investigation. Please note,that we solicited written quotes from the aforementioned contractors, at the request of the Town, and because we understand that the Town's procurement policy allows for written quotes to be solicited for projects that cost up to $35,000. If this process was not consistent with the Town's procurement policies, pricing may need to be re-solicited. Further, we assume the Town purchasing office will coordinate the execution of a contract/PO (and review of any insurance) with the selected contractor.We can assist in coordinating, if desired. At this time, our office does not know the lengths of various size storm mains in Garrison Avenue, and we have estimated the entire length (which is approximately the length of the street itself) at approximately 2,920-LF. Using that length (at $2/LF), plus accounting for potentially 8-hours of heavy cleaning (there are reputed blockages in the main), we recommend that the Town allocate $9,945 for the CCTV investigation (please note that this also includes a 10% contingency; the Town may wish to Chazen Engineering,Land Surveying&Landscape Architecture Co.,P.C. Please also note that pricing for 18" main was not requested during the quote process, but we do recommend requesting a unit cost from KPI for the subject diameter main before the investigation begins, so that if 18" main is encountered, unit pricing will be known. Lastly, please note that we have enclosed herein, KPI's quote for your review (also note that it contains certain limitations). After KPI has completed the CCTV investigation (and furnishes the CCTV videos and written report) we will be glad to review the same and provide recommendations to the Town.
