3.10 3.10 GRANTS\Apply—Climate Smart Community-Greenhouse Gas and GHG Emissions-7-1-19 RESOLUTION AUTHORIZING CLEAN ENERGY AND CLIMATE SMART COMMUNITY GRANT APPLICATIONS RELATING TO GREENHOUSE GAS INVENTORY, CLIMATE ACTION PLAN AND FLUORINATED GHG EMISSIONS RESOLUTION NO.: ,2019 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 231,2017, the Queensbury Town Board established the Clean Energy Communities Capital Project and Town's Clean Energy Communities Committee, by Resolution No.: 71,2019 authorized adoption of the New York State Climate Smart Communities pledge and by Resolution No.: 136,2019 authorized in part the Climate Smart Communities Capital Project and Climate Smart Communities Capital Project Fund No.: 226, and WHEREAS, the Town Board wishes to authorize two (2) grant applications as follows: 1. Application requesting financial assistance to finalize and continue updating the Town of Queensbury's Greenhouse Gas (GHG) Inventory and Climate Action Plan. The Town has already begun collecting and accumulating data for the GHG Inventory which process is divided into a minimum of three components: Municipal buildings; Municipal Fleet (vehicles); and Residents and Businesses. The 2019 grant would be written to include both GHG Inventory and Climate Action Plan; 2. Application to focus on in 2020 to identify whether the region/Town may need to take additional action in the future to reduce fluorinated GHG emissions from refrigeration, chillers and A/C equipment, etc. Identify types of systems in operation, refrigerants used and evaluate and improve local refrigerant disposal; and WHEREAS, such grant applications are not binding; rather, they are applications seeking eligibility for grant funding for potential projects in the Town of Queensbury and no further cost match or commitments are sought or made by this Resolution at this time, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs submission of the two (2) non-binding grant applications as delineated in the preambles of this Resolution, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Senior Planner, Town Staff, Consultant and/or Town Budget Officer to take any other action necessary to effectuate the terms of this Resolution. Duly adopted this 1st day of July, 2019,by the following vote: AYES : NOES : ABSENT: RESOLUTION ESTABLISHING CLEAN ENERGY COMMUNITIES CAPITAL PROJECT FUND NO. 219 AND ESTABLISHING AND APPOINTING MEMBERS TO TOWN CLEAN ENERGY COMMUNITIES COMMITTEE RESOLUTION NO.: 231, 2017 INTRODUCED BY: Mr. Tim Brewer WHO MOVED ITS ADOPTION SECONDED BY: Mr. Anthony Metivier WHEREAS, by previous Resolution, the Queensbury Town Board adopted and established its Energy Benclunarking Policy (Project), and WHEREAS, the Town Board wishes to establish a Capital Project that will provide funding toward implementation of this Project and establish and fund the Revenue and Expense Accounts for the Capital Project in a total amount of$10,000, and WHEREAS, the Town Board wishes to accordingly establish the Clean Energy Communities Capital Project Fund No. 219 for the Project, and WHEREAS, the Town Board also wishes to establish and appoint members to a Town Clean Energy Communities Committee, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the Clean Energy Communities Capital Project and authorizes and directs the establishment of the Clean Energy Communities Capital Project Fund #219 in the amount of$10,000 which will establish funding for expenses associated with this Capital Project, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs that funding for such Capital Project shall be by a transfer of $10,000 from the General Fund Unappropriated Fund Balance to Clean Energy Communities Capital Project Fund #219, and BE IT FURTHER, RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to establish the following accounts for such appropriations and revenues as necessary: • 001-9950-9030 Transfer to Capital Project - $10,000 • 219-0000-55031 Interfund Revenue - $10,000 • 219-8030-4720 Consultant Fees - $10,000; and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or prepare any documentation necessary to establish such appropriations and estimated revenues, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes the establishment of the Town's Clean Energy Communities Committee, such Committee to be advisory only, and appoints the following members to such Commmittee: • Kathy Bozony, Chair • Harvey Noordsy • Bernice Mennis 2 • Lionel Lemery • Lisa Adamson • Dianne Collins • Pema Reed • Catherine Atherden • Tony Krivitski • Steve Danna • John Braico • Kathy Braico • Stephen Traver • Travis Whitehead • David Deeb • John Strough and BE IT FURTHER, RESOLVED, that such Committee members shall serve at the direction of the Town Board with their terms to begin immediately, and BE IT FURTHER, RESOLVED, that the Town Board authorizes and directs the Town Clerk to forward certified copies of this Resolution to Robin M. Reynolds, Senior Planner — Capital District Regional Planning Commission, One Park Place, Suite 102 Albany, NY 12205 and to the members of the Clean Energy Communities Committee, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Clerk and/or Town Budget Officer to take all actions necessary to effectuate this Resolution. 3 Duly adopted this 7th day of August, 2017, by the following vote: AYES : Mr. Strough, Mr. Metivier, Mr. Clements, Mr. Brewer NOES : None ABSENT : Mr. Irish 4 RESOLUTION ADOPTING NEW YORK STATE CLIMATE SMART COMMUNITIES PLEDGE RESOLUTION NO.: 71, 2019 INTRODUCED BY: Mr. Anthony Metivier WHO MOVED ITS ADOPTION SECONDED BY: Mrs. Jennifer Switzer WHEREAS, the Town of Queensbury (hereinafter "local government") believes that climate change poses a real and increasing threat to our local and global environments and is primarily due to the burning of fossil fuels, and WHEREAS, the effects of climate change will endanger our infrastructure, economy and livelihoods; harm our farms, orchards, and ecological communities, including native fish and wildlife populations; spread invasive species and exotic diseases; reduce drinking water supplies and recreational opportunities; and pose health threats to our citizens, and WHEREAS, we believe that our response to climate change provides us with an unprecedented opportunity to save money, and to build livable, energy-independent and secure communities, vibrant innovation economies, healthy and safe schools, and resilient infrastructures, and WHEREAS, we believe the scale of greenhouse gas (GHG) emissions reductions required for climate stabilization will require sustained and substantial efforts, and WHEREAS, we believe that even if emissions were dramatically reduced today, communities would still be required to adapt to the effects of climate change for decades to come, NOW, THEREFORE, BE IT RESOLVED, that in order to reduce greenhouse gas emissions and adapt to a changing climate, the Queensbury Town Board hereby adopts the New York State Climate Smart Communities pledge comprised of the following ten(10) elements: 1) Build a climate-smart community. 2) Inventory emissions, set goals, and plan for climate action. 3) Decrease energy use. 4) Shift to clean, renewable energy. 5) Use climate-smart materials management. 6) Implement climate-smart land use. 7) Enhance community resilience to climate change. 8) Support a green innovation economy. 9) Inform and inspire the public. 10) Engage in an evolving process of climate action. and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Town staff and/or Town Clerk to take such other and further actions as may be necessary to effectuate the terms of this Resolution. Energy Research and development Authority (NYSERDA); Department of Public Service; Department of State; Department of Transportation; and Department of Health); and • act as the Town's Task Force; NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the Climate Smart Communities Capital Project and authorizes and directs establishment of the Climate Smart Communities Capital Project Fund No.: 226 in the amount of $20,000 which will establish funding for expenses associated with this Capital Project, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs that funding for such Capital Project shall be by a transfer of $20,000 from the General Fund Unappropriated Fund Balance No.: 001-0000-0909 to Climate Smart Communities Capital Project Fund No.: 226, and BE IT FURTHER, 2 RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to establish the following accounts for such appropriations and revenues as necessary: • 001-9950-9030 Transfer to Capital Project - $20,000 • 226-0000-55031 Interfund Revenue - $20,000 • 226-8030-4720 Consultant Fees - $20,000; • with the advice of the Committee, develop an action plans in accord with the Committee's mission; • be the liaison between the Committee and the Town Board; • provide periodic updates to the Town Board; • seek Town Board approvals for actions plans and financial allocations; • assure the planning and administration action plans; and • following Town Board approval, apply for grants and administer awarded grants; 4 and BE IT FURTHER, RESOLVED, that the Town Board authorizes and directs the Town Supervisor to forward a certified copy of this Resolution to Kathy Bozony, Chairperson of the Climate Smart Communities Committee, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Clerk and/or Town Budget Officer to take all actions necessary to effectuate this Resolution.
