Staff Notes 7/16/19 Town of Queensbury Planning Board Community Development Department Staff Notes July 16, 2019 Site Plan 40-2019 TARGET CORPORATION / KIMLEY-HORN 578 Aviation Road / ESC – Enclosed Shopping Center / Ward 2 SEQR Type II Material Review: site plan application, façade detail, signage details, site plan drawing Parcel History:SP 12-2002, SP 44-2002, SV 87-2004, SV 21-2005, __________________________________________________________________________________________ Requested Action Planning Board review and approval for updating the Target façade with a new color scheme and new signage. Resolutions 1. PB decision Project Description Applicant proposes updating the Target façade with a new color scheme and new signage. The exterior of the Target store will be neutral colors. The existing red bullseye signage logo to be replaced with a white bullseye symbol of 201 sq. ft. and removal of the red target lettering. Additional signage, “pickup”, to be added to the interior entrance door. Pursuant to Chapter 179-3-040 and 179-9-010 of the Zoning Ordinance, new façade and amendments to signage shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 578 Aviation Road known as the Target Store.  Arrangement- The existing 127,125 sq ft building is a store attached to the Aviation Mall and is on its own parcel with associated parking.  Site Design- There is no change to the site or access to the building.  Building – The plans show a new color scheme for Target to include a new surface as the background of the sign area then new painting for the face with muslin, wooded vista, pine cone and light champagne colors.  Signage-The applicant proposes to remove the existing 174 sq ft red Target symbol with the word Target and replace with a 201 sq ft white Target symbol and no Target word underneath. There is also to be a sign placed on the interior entry doors of 10.04 sq ft white lettering with “order pickup”.  Traffic- There are no changes to the existing parking area.  Site lighting plan – There are no proposed changes to the parking lighting or the building lighting for Target.  Elevations – The applicant has provide color elevations and a color pallet of the exterior of the building.  Floor plans – There will be changes proposed to the interior of the building to be addressed with building and codes as needed.  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items based on the project proposed only change is the façade.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
