Staff Notes SP 38-2019 Jenkins Logging Town of Queensbury Planning Board Community Development Department Staff Notes July 23, 2019 Site Plan 38-2019 CHRIS JENKINS LOGGING (Sander) 572 State Route 149 / RR3A – Rural Residential 3 acres / Ward 1 SEQR Unlisted Material Review: site plan application, timber harvest plan. Parcel History:SUB 3-2009, AV 14-2010; __________________________________________________________________________________________ Requested Action Planning Board review and approval to utilize four parcels of approximately 76 +/- acres to timber harvest approximately 63 +/- acres. Resolutions 1. SEQR 2. PB decision Project Description Applicant proposes to utilize four parcels of approximately 76 +/- acres to timber harvest approximately 63 +/- acres. Forest management plan shows four parcels: Parcel 278.2-30 has one landing, Parcel 278.-2-27 has one landing, and Parcel 278.-2-29 has single family home and a designated stream. Plan shows 12 forest types and approximate amount of trees to harvest. Plan also shows some areas of removal to be >16 or >12 DBH and no harvest within 35 ft. of the stream on either side. Pursuant to Chapter 179-6-010 of the Zoning Ordinance, extensive clearing shall be subject to Planning Board review and approval. Staff Comments  Location-the project site is located at 572 State Route 9 and specific parcels near the existing home.  Arrangement-the plan shows four parcels that timber will be removed from.  Site Design-the plans show the four parcels, with two landing areas, the 12 forest stand areas to be harvested. The time frame of the harvest will need to be included. The plans should note the Forester will need to complete the certification that the work has been completed per the Harvest Plan.  Building -the plans show an existing single family home that is to remain and there are no changes in the area of the home. The Harvest Plan indicates the property owner will determine the distance from the residence that trees can be removed where only 36% of the trees to be harvested.  Traffic-The two landings are shown to access from Route 149 in areas 7 and 1. The landing areas will need to include construction entrances, since the project is on Route 149 the board should request additional detail about the construction entrances.  Grading and drainage plan Sediment and erosion control -The applicant has included correspondence from Warren County Soil and Water that outlines the best management practices that can be used. The forester and logger have agreed to install these items/devices on the site during logging. In addition the plans show 35 ft on either side of the stream to be a buffer area. Plan notes all trees to remain within the buffer area.  Landscape plan and Site lighting plan- these items are not applicable to this site plan.  Site details-The Harvest plan indicates areas 1, 2 3, 4, 8 and 12 are to only remove tress that have been pre marked. Area 5 is to remain as is to allow for young woods to have growth. Areas 6, 7, and a portion of 8 trees that are 16 in or large in those areas; noting 60% of this area is to remain standing. Areas 9, 10, and 11 trees 12 in or large to be harvested, noting 50% of the trees to be left standing.  Elevations- The applicant has included the USGS map of the area showing the approximately the elevation of the area. The map shows the location of the stream on parcel 278.-2-29 that includes areas 6, 7, and 8.  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal. • The waivers requested–Staff finds it reasonable to request a waiver as these items are typically associated with commercial projects. • Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan review for the logging of four parcels that includes harvest plan for 12 forest areas. The board should request additional plans detailing the landing areas due to the location on Route 149.
