Resolutions 1. SEQR 2. PB decision Project Description Applicant proposes three projects for the Glen at Hiland Meadows. Proposed is a 20,897 sq. ft. (footprint) two story 41,794 sq. ft. (floor area) addition to the main building with 28 independent living units. Also proposed is a 5,016 sq. ft. (footprint) single story wellness center addition to the main building. Separately, a 25,268 sq. ft. (footprint) single story new building for a memory care facility for 30 residents. Property also includes associated site work for the project. Project occurs in an existing PUD and The Glen at Hiland Meadows Health Facility. Pursuant to Chapter 179-3-040 & Chapter 94 of the Zoning Ordinance, new commercial construction shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 39 Longview Drive off of Meadowbrook Road.  Arrangement- The existing site has an existing 29 cottage units, the Glen Facility with 28 units and dining room area.  Site Design- The project plans show the addition of 20,897 sq ft to be attached to the existing Glen Facility. The project at the Glen also includes a wellness center of 5,016 sq ft with an indoor swimming pool, exercise room for the tenants. A memory care building of 25,268 sq ft is also proposed.  Building – The Independent Living care addition is to be two stories and will have 28 living units for a total of 41,794 sq ft. The existing Independent living care building is 136,800 sq ft total for both floors and has a total of 117 apartment units.  Signage-There is no new signage proposed for the projects.  Site conditions-The site has 30 units on Kenwood Circle and the current Independent Living Center. The site as an existing internal roadway and associated parking. The site also contains wetlands.  Traffic- The applicant has indicated there is parking for residents in the new Independent Living units and the Memory Care facility. The applicant has indicated 1 parking space is provided for every 2 Independent and Memory Care unit. The plans indicates 58 new parking spaces for memory care units, memory care staff, independent units, and visitors.  Site layout and utility plan – The project site has existing utilities for water, sewer and electric where connections to the new buildings will occur.  Grading and drainage plan and Sediment and erosion control – The applicant has submitted a Storm Water Pollution Prevention plan that has been forwarded to Chazen for review and comment  Landscape plan – The plans show plantings for the new additions on the main facility. The memory care facility will also have building landscaping and as funds are generated, there is to be a garden developed for the clients.  Site lighting plan – 2 new pole lights at the entrance areas, then 9 pole lights on the interior of the parking area for the independent living area addition. The memory care proposes as funding allows to include 12 bollard lighting for the garden area. The 11 pole fixtures for the new parking area for the Memory Care facility.  Site details – The application is part of the Planned Unit Development for the Hiland Park. The development buildout 240 congregate care units and the Glen would have 175 units on site with the proposed buildings.  Elevations – The plans submitted provided are renditions of the exterior view of the additions and memory care building.  Floor plans – The information submitted shows floor plans for each of the buildings to be constructed.  Waivers-No waivers have been requested. Freshwater Wetland The independent living care addition is within 100 ft of the wetland. The new addition is 53.79 ft from the wetland edge and disturbance in the area has been identified. In addition, there is a drainage pond that is to be located within 100 ft of the wetland. Summary The applicant has completed a site plan application for the construction of a one story Memory Care facility, a two story Independent Living addition to the Main facility and a Wellness center addition also to the Main Facility. st Meeting History: 1 meeting; - 2 -
