1992-11-20 SPECIAL TOWN BOARD MEETING NOVEMBER 20, 1992 MTG. #113 RES. #623 TOWN BOARD MEMBERS PRESENT Supervisor Michel Brandt Councilman Betty Monahan Councilman Susan Goetz Councilman Nick Caimano Councilman Pliney Tucker Representatives from North Queensbury Fire Dept., Queensbury Central Fire Dept., West Glens Falls Fire Dept., So. Queensbury Fire Dept. and Bay Ridge Fire Dept. Supervisor Brandt -Opened the Meeting announced that the West Glens Falls Emergency Squad presented the Town with a check for $3,370.00 as the result of savings on insurance... Discussion held regarding proposed increase for the North Queensbury Fire Dept. It has been suggested that the local fire departments could help out No. Qsby. by giving back some of their funds from their contacts... Representative from No. Qsby. reviewed their proposed new fire house building, proposed cost, a million four, 12-14 thousand square feet ofbuilding...re: financing, need a commitment from the Town and would like to have a short term note... (15 years)... would like to sell existing building for around $200- 250,000, use that to re-write the note or apply it to the principal...Noted the $160,000 for the property has been paid...Queensbury Central, Bay Ridge and So. Queensbury noted that they all have mortgages due and will need the funds that the Town has contracted to them...they all agreed that 1993 was tight but 1994 they could probably take a hit because their debt service would be lighter...West Glens Falls noted that their next mortgage would be less than the fifty thousand that was budgeted so they would be able to provide $10,000 to No. Qsby...Supervisor Brandt-If West Glens Falls is going to help we have to factor that in the future, we cannot just say give us back $10,000 and we forgot you, we have to play fair ball with everybody, we are saying $50,000 more on the No. Qsby. Contract this year and then the $10,000 additional maybe that can get you going and we can pick it up next year, maybe at that point we can replace the $10,000 back to W.G.F. ...1 think what we have all said here is that next year the general contracts can come down enough to give them what they need and we have said we will put in 50 and West Glens Falls said that they can help out with 10 we are saying that we will respect that next year in working with West Glens Falls and I think we have room here to work it out and if that is understandable to everybody and we put that in the minutes then we can walk out of here and say we have got a deal and we all are working together to solve the problem and not have any in fighting between any ofus....Question was raised if the Fire Companies could get all their debt services together... Supervisor Brandt-noted that the Town cannot take them on...noted that it would have to be between the companies... Discussion ended... RESOLUTIONS Supervisor Brandt-I offer a resolution to adopt the budget as we finalized it last night...What we basically did last night, we took the applied fund balance and we raised it, it came to exactly $9,500 more that we took out of applied fund balance... that is what we agreed to last night. RESOLUTION APPROVING 1993 BUDGET RESOLUTION NO.: 623, 92 INTRODUCED BY: Mr. Michel Brandt WHO MOVED ITS ADOPTION SECONDED BY: Mr. Nick Caimano WHEREAS, the Town Board of the Town of Queensbury has met at the time and place specified in the Notice of Public Hearing on the Preliminary Budget and heard all persons desiring to be heard thereon, and WHEREAS, Section 27 of the Town Law provides for the setting of salaries of officers and employees of the Town, NOW, THEREFORE, BE IT RESOLVED, that this Town Board does hereby adopt such Preliminary Budget, as amended, as the Town of Queensbury Annual Budget of 1993, and that such Budget shall be entered in the minutes of the proceedings of the Town Board, and BE IT FURTHER, RESOLVED, that the salaries for the Town of Queensbury Elected Officials shall be as follows: Supervisor - $ 47,700.00 per annum; Town Councilpersons (4) - $ 9,500.00 per annum, each; Town Clerk - $ 39,000.00 per annum; Highway Superintendent - $ 50,000.00 per annum; Town Justices (2) - $ 24,500.00 per annum, each; and BE IT FURTHER, RESOLVED, that the amendments to the Budget shall be as set forth in the revised Preliminary Budget worksheets presented at this meeting, which constitute the originally offered Preliminary Budget as amended by the Town Board following the public hearing, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury hereby adopts the 1993 salary schedule included in the 1993 Adopted Budget, and BE IT FURTHER, RESOLVED, that the Town Clerk of the Town of Queensbury shall prepare and certify duplicate copies of said Annual Budget as adopted by the Town Board of the Town of Queensbury, together with estimates, if any, adopted pursuant to Section 202A Subdivision 2 of the Town Law and deliver one copy thereof to the Town Supervisor of the Town of Queensbury, who shall thereafter present it to the Warren County Board of Supervisors.
