MTG.#40 RES. 385-386 TOWN BOARD MEMBERS PRESENT SUPERVISOR FRED CHAMPAGNE COUNCILMAN NICK CAIMANO COUNCILMAN GEORGE WISW ALL COUNCILMAN BETTY MONAHAN TOWN ATTORNEY PAUL DUSEK TOWN BOARD MEMBERS ABSENT COUNCILMAN CAROL PULVER SUPERVISOR FRED CHAMPAGNE CALLED THE MEETING TO ORDER The purpose of the meeting is to establish a Capital Fund and to look at possibly awarding the bid for construction of a road. ATTORNEY DUSEK-The road construction went out to bid and the bids were returnable today, ordinarily we would wait until Monday to award the bid, however because of the tight time constraints and the fact that we would like the project started as quickly as possible, and also we have received a letter from the Attorney for Columbia who has requested additional assurances that the Town will be able to get the road completed...I would like to send him a letter and give him the assurances that the road will be completed on time, and send him a copy of the bid documents as well as to however you award the bid contract to. COUNCILMAN CAIMANO-Questioned how many bids were picked up. TOWN CLERK DOUGHER-Three bids were picked up, two returned. RESOLUTION ESTABLISHING NEW CAPITAL PROJECT FUND FOR ACCESS ROAD FROM CAREY ROAD RESOLUTION NO.: 385.94 INTRODUCED BY: Mr. Nick Caimano WHO MOVED ITS ADOPTION SECONDED BY: Mr. Fred Champagne WHEREAS, the Town Board of the Town of Queensbury is desirous of establishing a Capital Project Fund and establishing therein appropriations for construction planned for the new road off Carey Road in the Town of Queensbury, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Queensbury hereby authorizes and directs the establishment of a capital project fund to be known as the Carey Road Extension Capital Project Fund for the purpose of making a new Road off Carey Road, which fund would establish funding for all work and purchases of all materials, etc. necessary to construct the access road, including engineering and legal expense, at an estimated cost not to exceed $40,000, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury hereby establishes appropriations for said new Capital Project Fund in the amount of $40,000, with the source of funding to be $40,000 from a 1994 Budget Amendment of the General Fund of the Town, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury hereby authorizes the Town Supervisor to transfer funds and take all action that may be necessary to effectuate the terms and provisions of this resolution, and BE IT FURTHER, RESOLVED, that the road construction project is to begin immediately, and to end by December 31,1994. Duly adopted this 12th day of August, 1994, by the following vote: AYES Mrs. Monahan, Dr. Wiswall, Mr. Caimano, Mr. Champagne NOES None ABSENT: Mrs. Pulver RESOLUTION TO ACCEPT BID FOR ROAD CONSTRUCTION CONTRACT RESOLUTION NO. 386.94 INTRODUCED BY: Mr. Nick Caimano WHO MOVED ITS ADOPTION SECONDED BY: Mr. Fred Champagne WHEREAS, the Director of Purchasing for the Town of Queensbury, Warren County, New York, duly advertised for bids for the construction of a Town road off Carey Road in the Town of Queensbury, as more specifically identified in bid documents, specifications prepared by Scudder Associates, Engineers, Surveyors, and Planners, and previously submitted and in possession of the Town Clerk of the Town of Queensbury, and WHEREAS, Scudder Associates, Engineers, Surveyors, and Planners, has made a recommendation in connection with the bid, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Queensbury, Warren County, New York, hereby awards the bid for the construction of a Town road off Carey Road in the Town of Queensbury, to the lowest bidder, Duke Kubricky Corporation, and BE IT FURTHER, RESOLVED, that said item is to be paid for from the appropriate Account. Duly adopted this 12th day of August, 1994, by the following vote: AYES Dr. Wiswall, Mr. Caimano, Mrs. Monahan, Mr. Champagne NOES None ABSENT: Mrs. Pulver DISCUSSION HELD- Town Supervisor passed out proposed salary schedule requested that the Town Board review said proposa1...noted that the town is unable to give retro-active pay... anything prior to August 20th we cannot pay, consequently the salary increase of the rates that we gave they would receive twenty fifty seconds of that pay...It was noted that the base pay would be that established at the new rate for the year 1994 for January 1st. 1995...Councilman Monahan-If a person is making $400 per week right now, twenty fifth seconds of his raise is $20 so his gross now is $420 we are saying, he is guaranteed come January 1 st.
