George Wiswall Councilman Nick Caimano TOWN BOARD MEMBERS ABSENT Councilman Betty Monahan Councilman Carol Pulver PRESENT: Highway Supt. Paul H. Naylor, Deputy Highway Supt. Rick Missita, Building and Grounds Supt. A. Peter Brault GUEST: Mr. James Weller, J.M. Weller Associates, Inc. Supervisor Fred Champagne-Opened the meeting, announced that Mrs. Pulver will not be present and Mrs. Monahan is on vacation... PRESENTATION REGARDING STATUS OF QUEENSBURY HIGHWAY GARAGE Mr. James Weller-Before we renovate or build any new buildings, we really need a needs assessment for that facility. What do we need to house and what activities need to be able to accommodate and therefore what facility do we need to build to address those needs. That is going to get us into a needs assessment for personnel activities, equipment inventories and all the rest of the things, who and what occupies this building and what are the activities are going to be performed in these facilities. In order to do that we need to have a clear understanding of what the Highway Dept. services are, where do they exist, what are they on a seasonal basis. We will have to give consideration to the present and future needs. We need to look at what it is going to be and where they are going to be over the life of this project, it has to be assigned some type of reasonable life 20-30 years usually, what are the needs over this period of time. Suggested putting together some kind of a report an analysis on all the current highway services that this town is performing and expecting to perform and report in a report format and graphic so that we can look at a map of the Town of Queensbury that somehow shows a seasonal variation and it shows what activities we are doing in various parts of the Town, what kind of manpower and equipment needs we have got in various parts of the Town and then project those into the future. This all ties into your Master Plan, questioned if this type of work was done for the Water Treatment Plant? Councilman Caimano- There were two reports, one by Kestner and one by O'Brien and Gere. Mr. Weller-This ties into how you are planning your zoning and the landuse regulations, what are your needs going to be going down the road. Spoke on how the Town will be organized, will the structure remain the same or adjustments made to it. Will the Town form aDept. of Public Works that encompasses Highway, Sewer and Water and Building and Grounds should that be at least asked? I think you are back to a planning, where are you now, how are you doing it now, and how are you likely to do it and where. Deputy Supt. Missita-Questioned how this will affect the building and its status now with winter approaching? Supervisor Champagne-At the last meeting it was pretty much determined we have agreed that we would leave the building as is and follow the same routine as last year with bringing in some type of portable heater or possibly a fixed heater but we will pipe in some natural gas. So, the only difference between last year and this year as I see it coming is we are going to try and get some natural gas in there. Deputy Highway Supt. Missita-Questioned what was going to be done about the water that runs off the building and freezes the doors. Councilman Caimano-We need to look at the long picture...it was decided to jury rig it this year and parallel that with a long range plan... Mr. Weller-I will investigate and supply Niagara Mohawk with the approximation of the size of the gas service that will be required to handle this facility, and you would get the gas service placed, that is in the works...that would be adequate for temporary heaters for this winter. I do not recommend putting permanent equipment in at this time. Supervisor Champagne-The other issue is once you start you have to come up to code to satisfy all other codes because you are housing people in there. Councilman Caimano-Questioned if there was a way to handle the ice from the roof? Mr. Weller-From my experience I would not try it from the roof but handle the water and ice from the ground. Councilman Caimano-Noted that maybe the Town would have to hire another person to clear the ice and run off from the roof during the winter months... Councilman Dr. R. George Wiswall-Questioned if this was the first year that there was a problem? Highway Supt. Paul Naylor-It has been a problem since I have been Highway Supt. Building and Grounds Supt. A. Peter Brault-Noted that Niagara Mohawk has got us on hold as far as getting proper piping in here, she has to know what we are going to put in ... Mr. Weller-A representative from Niagara Mohawk has sent me a fax and I have been trying to reach her... Described the heating system that should be placed in the building, it will have circulation, you cannot just put a furnace in there to heat the space because you have got people working in there, when the building is changed and upgraded it will be to code. Highway Supt. Naylor-Questioned if when a temporary system is placed this year could it be placed so as not to lose one of the stalls? Building and Grounds Supt. Brault-Noted that we are on a deadline with Niagara Mohawk to get the service in for this year...Raised the question of bringing a line into this building and branching it off to the Highway because eventually we will converting to gas heat at the offices. Mr. Weller-Noted if he could not reach the representative of Niagara Mohawk from Saratoga he would approach Mr. Trowbridge... Councilman Dr. R. George Wiswall-Noted that the Cemetery has paid their deposit of $700. for gas service and has not received the gas and it has been several months... Building and Grounds Supt. Brault-Noted that it cost $8,835.66 to rent the heating system for two months...that was propane... Highway Supt. Naylor-Noted they would need a system for approximately six months... Supervisor Champagne-Questioned if non-calcium salt could be used? Highway Supt. Naylor-Noted it was $500. a ton...that would not go very far... Deputy Highway Supt. Missita-Noted that the heaters worked excellent on the inside but caused icing on the outside of the doors.. Mr. Weller-Suggested that the doors could be left cracked at the bottom... Deputy Highway Supt. Missita-Noted that there is a roof unit for heating... Mr. Weller-Noted that he would look into that. Deputy Highway Supt. Missita-Suggested the use of heat cables in the black top to prevent the icing.... Highway Supt. Naylor-Are we waiting on the new building until the Comprehensive plan is done? Councilman Caimano- The first thing is to put together some kind of history plan, where were we, where are we now and where are we going in terms of the Highway Dept. Highway Supt. Naylor-Suggested a building that could be added onto...suggested starting with six stalls at a time to a build out of twenty stalls... Councilman R. George Wiswall-Suggested that the Town should look for a building that would house all the Town Vehicles... Building and Grounds Supt. Brault-Noted that he agreed that the vehicles should be under some type of protection.. . Mr. Weller-Questioned if there is any talk about the Highway Dept. becoming privatized? Councilman Caimano- It has been talked about... Mr. Weller-What about a combination between Glens Falls and Queensbury... Supervisor Champagne-That has been talked about also... Mr. Weller-Requested a copy of the O'Brien and Gere report for the Expansion of the Water Treatment Plant...noted he will put a proposal together on the Highway Garage project...
