2008-02-04 SP MTG.#6401 SPECIAL TOWN BOARD MEETING 02-04-2008 MTG. #6 SPECIAL TOWN BOARD MEETING MTG. #6 FEBRUARY 4, 2008 RES. 123-125 6:30 p.m. TOWN BOARD MEMBERS SUPERVISOR DANIEL STEC COUNCILMAN ANTHONY METIVIER COUNCILMAN RONALD MONTESI-ABSENT COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER-Deputy Supervisor TOWN OFFICIALS SR. PLANNER STU BAKER ZONING ADMINISTRATOR CRAIG BROWN DISCUSSION: GLEN LAKE MILFOIL AND DISTRICT FORMATION Representatives from Glen Lake ? Will try and complete a district formation in the year 2008 ? Will do a full survey of all lake residents this spring asking if they are in favor or not of the formation of a district, also ask if they are in favor of a per lot tax or assessment tax ? Target date of July for full meetings on the formation of a district ? Looking for approximately one hundred thousand dollars every three years for management of the milfoil ? Approximately three hundred parcels to be included in the district, estimated amount to be paid $125.00 per household ? Requested that the Town Board use an advisory Board for the Glen Lake Protective Association to look at programs and look at management and to make recommendations to the town on a yearly basis …it was noted that the Town has the staff and mechanisms in place to run it. ? Requested that an attorney look into whether a separate Board could run this program ? Requesting seventy five thousand from the Town Deputy Supervisor Brewer-Noted that he supported the concept Representatives form Glen Lake ? Spoke to the Board that they are still looking for grant monies ? Described other remedies for milfoil treatment ? Discussed chemical and hand pulling milfoil-wish to treat the whole lake ? Define the district to anyone that has deeded access (Supervisor Stec-entered the meeting) (Councilman Strough entered the meeting) Supervisor Stec-There will be a resolution at our next Town Board meeting to approve the agreement for the seventy five thousand. Issue rose if they went to a district that included the Town property how will that be handled in regard to taxing district? What will be the time line for forming the district? Will be contacting Town Counsel for answers. DISCUSSION: DRAINAGE PROJECTS UPDATE – DAN RYAN Eng. Dan Ryan-Minogues on Quaker Road Culvert - Drainage Issues 402 SPECIAL TOWN BOARD MEETING 02-04-2008 MTG. #6 ? Collected survey data in the area noting existing conditions ? Reviewed existing structures and their locations ? Noted both culverts are buried in sediment and outlet is eroding the bank and cutting back into Tire Warehouse driveway ? The issue that created the condition is semi- related to the culvert under Quaker Road is two feet higher than the inverts of the twin culverts ? Goal: Remove entirely the existing storm sewer and replace it with a new set of culverts … the Town will get an easement to maintain the infrastructure … noted gas main will have to be moved in that location also… ? One option to have a temporary diversion to keep Tire Warehouse in operation during the replacement of the culverts ? DEC permits will be necessary for this project, Warren County Soil and Water has offered to go thorough their general permit ? We will need boundary survey information related to the easements, if we do a diversion to the west side of Minogues we will need a temporary easement ? Length of project construction – approximately a week Board agreed to go forward with the project. Michaels Drive – Drainage Easements ? Ground water issues – especially in the spring, have studied the entire area including eighteen observation wells ? Final design stage – we are proposing a subsurface drainage system along Michaels Drive, approximately 1400 feet long, that would help to draw down water-at the end of Michaels Drive we would hard pipe the system to Luzerne Road which has a storm sewer available ? Goal – place an underground drainage system which will draw down the water table, but will be sensitive to the wetlands Supervisor Stec-Noted that the Planning Board had concerns about this, will communicate to them that the Town intends to run a line. Noted issues with the type of easements that will be necessary, would like to have the Town have the responsibility for the drainage issues. Zoning Administrator Brown-Another concern is an issue we had last spring on Luzerne Road with flooding issues with this design is there a thought to do something similar in the subdivision when the groundwater comes up, along the Hayes Development. Councilman Brewer-We had talked about a retention area and piping it from there. Engineer Ryan-Based on site walks with Tom Nace and Clarke who was reviewing the project for approval there is a drainage course that comes down through the wetlands here, it is very flat, and comes down into the area where they are having problems...it is mapped wetlands so we cannot really draw down the water to dry them up … it is a catch twenty two to how much relief we can provide … must keep the separation, ground water from storm water… ? Re: Michaels Drive Drainage – prepared to give Town Counsel descriptions and we have Matt Steves overlaying 403 SPECIAL TOWN BOARD MEETING 02-04-2008 MTG. #6 my easements on surveys that he has so we can get the bearings and distances for him, he will define specifically what is necessary to get the pipe system in place. ? Once we have final survey data, we can go into final design ? Anticipating that the Highway Dept. will be doing the work ? Permits will be needed for the project, will get that started ? Need to meet with the neighbors in the next couple of weeks Discussed the Hillman Road project, will be later in the year, asked that Engineer Ryan get a start on the survey information. DISCUSSION: LAND USE PLANNER RECRUITMENT Supervisor Stec-Received twenty one resumes for a Land Use Planner, noted some are from out of state. Craig and Stu have done an initial screening independently they each have rated the individuals from one to twenty and then compared their initial screening and sent that out to you. Suggested an initial interview be conducted by Craig, Stu and two Board Members and get it down to a final interview of two or three candidates for the entire Town Board to make the final decision. Craig, Stu and Councilman Metivier and Councilman Strough will be part of the first interviewing and will turn over to the Town Board four candidates for a full Board interview. DISCUSSION: TOWN PROMOTIONAL VIDEO- MARK ANTHONY ENTERTAINMENT Supervisor Stec-Mark Anthony Entertainment, met with me on Friday, discussed a library of promotional video’s for the towns future use, to be used on cable TV, on the web, possible use for the Town’s occupancy tax fund. They would be providing the marketing expertise on how to use it, where to use it in the future. They are looking to see if the Board is interested in the concept. Presentation made by Mr. Tony Intelisano of Mark Anthony Entertainment and Mr. Jim Bergeron ? Proposal to Town to provide video library for the Town of Queensbury ? Videos shot in high definition, usable for posters, photos etc. ? Promote Queensbury using videos of the Balloon Festival, Dog Show and Million Dollar Half Mile as examples ? The Videos marketed to Canada and US Markets, cable networks promoting Queensbury ? Videos also used on Town of Queensbury Web Site ? Proposing 13 episodes, possibility of selling them recouping money up to the amount that was funded anything above that split on a fifty fifty basis ? Market a sales demo for industries that may be interested in coming into the area ? Developing library $5,000 Creating 30 minute television shows $6,000 per episode (13 episodes) include production and marketing of it Demo Tape for $6,000 Budget amount of $89,000 ? The 13 episodes are not all of Queensbury other municipalities will be highlighted, will meet with the other municipalities regarding this proposal 404 SPECIAL TOWN BOARD MEETING 02-04-2008 MTG. #6 ? Want to meet with Warren County on their marketing Councilman Strough-What kind of input will the Board have? Representative of Firm-We will sit down with you and you tell us what you want exposed. Councilman Strough-How do we know it was marketed in Canada? Representative of Firm-Because I do a license agreement with the broadcasting entities. Supervisor Stec-You may get the interest for the thirteen segments between the County and the Towns. DISCUSSIONS: MISC. Councilman Brewer-There is a three quarter acre parcel on the Hudson River zoned light industrial, suggested rezoned as water front like the rest of the property that surrounds it, requested that the Board look at this.
