1995-11-08 SPECIAL TOWN BOARD MEETING NOVEMBER 8, 1995 4: 16 p.m. MTG.#59 RES. 571 TOWN BOARD MEMBERS PRESENT Supervisor Fred Champagne Councilman Betty Monahan Councilman Theodore Turner Councilman Connie Goedert Councilman Carol Pulver WORKSHOP SESSION DISCUSSIONS: WATER RATE DISCUSSION Water Supt. Thomas K. Flaherty and Deputy Water Supt. Ralph VanDusen spoke to the Town Board presenting several options for the boards review to transfer the burden of operation and maintenance from the advalorum tax to the user fee.... (Board received copies of the options) all options will balance the O&M revenues to the O&M costs...options-1. $25.00 for 12,000 gallons Option 2. $30.00 for 12,000 gallons Option 3. $35.00 for 12,000 gallons (all mininum charges) under that would be the break down of how much per 1,000 gallons for anything above that minumun charge...Option 4 is a three step rate... Question was raised as to the average water usage...in the range of 70,000 per year...discussion was held regarding water district boundary lines along West Mountain, the Great Escape and the Glens Falls Country Club regarding advalorum taxes...Board agreed to look into Option 3... Discussion held regarding the holding of a public hearing on water rates...to hold on Wednesday night... Discussion held on West Glens Falls Water Dist....basically a flat rate distict...we are under committment from DEC to meter the area that has not been done yet...current $46.00 per year...proposed rate ...rate per thousand gallons in meters $1.68 per thousand gallons...flat rate given to the Town Board...spoke about consoladating to the Queensbury Water Dist....no decision made... Rates will go to public hearing on Wednesday night. SEWER RATES Mike Shaw spoke to the Board regarding estimated 1996 tax rates.... O&M will be covered under sewer rents...deduction in the tax... Rates increases divided among residential and commercial. note: rates decreasing....new businesses coming in Walmart, Queensbury Plaza expansion... Discussion held regarding the setting of a public hearing, proposed for Wednesday night or in December. WEST GLENS FALLS FIRE COMPANY Comptroller Cathy Goeffroy-Spoke to the Town Board regarding the West Glens Falls Fire Company, still need to bring in their expenditures to date...will also show left over monies where they went in 1994...they are ready to negotitate on the operating part and do not want to have the building be a problem in negotiating the operating....regarding the building monies, would like the $81,000 used for drawing up the engineering blueprints and getting to the preliminary stage of what the building will cost.. .Board has requested more information on the cost of the proposed building...Board discussed staggered contracts with the fire companies...discussed giving W.o.F. the money $151,450. less $81,000 which will kept, and if they need money for engineering etc. they can take it out of the quote building fund which we have no idea what is in there, that they are holding. It has been left that they are going to get back to the comptroller with the year to date and left over money and what is in the building fund and you would call them and set up a meeting and negotiate with the Board the contract. TWICWOOD LIGHTING Councilman Turner - Twicwood has requested permission to attend Monday nights workshop regarding lighting district. It was determined that this will have to wait until a later date, possibly the 27th... Twicwood Association has asked permission to use the Queensbury Center. Board noted that Cathy Kathe would have to be contacted to set up dates, fees etc. with the group if they wish to use the Center or suggest the use of the fire house. DRIVER SAFETY PROGRAM Councilman Monahan-questioned if the Town was still having employees take drivers safety, there is some question at the county... Comptroller noted that we are still having the program...noted Highway Dept. schedules their own times... CEMETERY WORKER Discussion held regarding the use of a Green Thumb person for secretarial work at Pine View Cemetery. Board agreed to hire the Green Thumb person from now until Dec. 31st. part time, though Green Thumb. Resolution will be forthcoming at the next board meeting. AMTEK Board has requested that report be given to them before presentation.
